Commissioner Mtg. 08/27/07 @ 1:00 p.m. in County Commissioners Room
Those present:
Thomas Wilson Eric Roberts Don Vonder Meulen Franklin County Auditor: Carol L. Monroe
*Thomas Wilson opens meeting with pledge of allegiance
I. Weekly Update on Taxes
a. Thomas Wilson – the assessor is working on 2006 sales data and when that is caught up we will get an approved
budget
II. EMS Contract for BLS (Basic Life Support) – ALS (Advanced Life Support)
a. Bill Schirmer – Franklin County EMS Inc. has provided you with two contracts. One is BLS and there has been
some concerns of the ability to provide advanced life support so the second contract is for the ALS service. We are
asking the commissioners to agree to one, the other, or both. My understanding is it is contingent on funding for
the county council
b. Thomas Wilson – I am all for ALS. Of the 92 counties in Indiana there are four counties in the state that doesn’t
have ALS. An advanced can start an i.v.
c. Bill Schirmer – there would only be one paramedic on the chase truck if it is toned out as an ALS run. It is
important that everyone know this ALS is to assist the volunteers. We would put them in the new building so they
would be somewhat centrally located.
d. Thomas Wilson – in a car wreck, he could already have an i.v. started before the ambulance gets there.
e. John Cookendorfer – we will have to re-write all of our protocols
f. Bill Schirmer – we do our own billing, so if someone wants to give us a chase unit we will take it.
g. John Cookendorfer – would like to work on having the billing run through the county.
h. Thomas Wilson – I am willing to help anyway we can
i. Eric Roberts – it can be arranged
j. Bill Schirmer – if I can get one of those copies signed and we will be with county council tomorrow
k. Eric Roberts – we put in $75,000.00 in the budget
l. Thomas Wilson – would like to be involved in the process of deciding
m. Bill Schirmer – yes. Some of these numbers could be adjusted over time once we get things in place
n. Eric Roberts – move we sign both contracts subject to funding from county council

III. Accepting roads into county system
a. Galway Acres Road
i. Larry Franzman – he wanted to know when it would become a county road and I told him I didn’t know
ii. Eric Roberts – I don’t want any more roads. It cost $2,600.00 per mile
iii. Larry Franzman – can’t you put in the state for money?
iv. Eric Roberts – yes, but that is not enough
v. Larry Franzman – I have been working with Mr. Boatright on this letting him know what he needed to do
vi. Kent Boatright – I feel the county is reneging. I have spent thousands of dollars to meet all requests. I can
understand putting the freeze on any new ventures. It seems you would have to honor what you have now.
This was built to them knowing it would be turned over to the county.
vii. Eric Roberts – the process was started three years ago?
viii. Kent Boatright – it actually was started before that
ix. Thomas Wilson – I understand what Eric is saying
x. Larry Franzman – he (Kent) has done everything Chester (Ball-Road Forman) and I have asked him to do.
School bus service will not go until it is a county road. I know what to tell a developer when he comes in
today, but for this situation-I have tried to promote positive infrastructure.
b. Brookhill Road
i. George Gillman – basically the same situation as Galway acres. We have always done things in good faith.
If you don’t accept these roads, you are going to stop development. We have put in a minimum of
$100,000.00. If we would have known this, we would have done something different.
ii. Eric Roberts – questions impact fees. It would basically be paying us to take the road.
iii. Kent Boatright – there are impact fees in some areas. But that needs to be known in the beginning. I never
dreamed I would be up here right now.
iv. Thomas Wilson – I understand your point, you need to know upfront. I am all for not reneging on what we
promised you.
v. Don Vonder Meulen – my concern on this subdivision is there is still going to have a lot of heavy traffic. I
think we have to stand behind what we have told people
vi. Thomas Wilson – you are taking less than a mile total (flip tape one)
c. Thomas Wilson – motion to accept Mr. Boatrights road

e. Eric Roberts – votes nay
f. Thomas Wilson – I am not going to renege on my promise to you George. Motion to start one year warranty
period
g. Larry Franzman – I drove the road surface last Friday and there is a few things I want to get with George on but
nothing with the road surface.
h. Don Vonder Meulen – seconds the motion
i. Eric Roberts – nay
IV. Possum Hollow Road
a. George Smith – I am about a half of a mile off of Big Cedar. A lot of drainage/concerns of speed.
b. Eric Roberts – we will see what we can do about signs. I will mention it next time I see the sheriff.
c. George Smith – appreciate whatever you can do.
V. Barn with Music
a. George Smith – concerned about proper procedure
b. Eric Roberts – Gilbert Grimes stopped me last week and wanted to know if they could charge a cover charge
instead of passing the hat.
c. Larry Franzman – when you start charging, it becomes a business. You will need to file a special exception
through the planning commission
VI. Use of Fireworks & Penalties for Violations (Ordinance 2007-15)
a. Thomas Wilson – pretty much what the state regulations are.
b. Don Vonder Meulen – what is the advantage?
c. Larry Franzman – you have an ordinance to enforce the state law
d. Don Vonder Meulen – should we not just go ahead and finalize this
e. Thomas Wilson – Mike Caudill has been coming for a month. Motion to adopt

VII. Mary Kaufmann – Application for Certificate of Appropriateness – Commissioner’s Council on Historic Metamora

iv. Eric Roberts – No, no, no. Reimbursables are above and beyond the amount we awarded to him. Isn’t that
the way it works?
v. George Hartman – The state will only allow 15% of the awarded amount (above and beyond) to be used for
reimbursables.
vi. Thomas Wilson – George will check into this for us. Will check on this and give Eric (Roberts) a call.
e. H.E.S. Sign Improvement Project
i. We had our meeting last week. (see handout)
ii. Thomas Wilson – we are on the clock as of August 1.
iii. George Hartman – Yes.
iv. Thomas Wilson – so we have 737 days from that date.
v. Don Vonder Meulen – the first batch should be here w/n the next week or so.
vi. Eric Roberts – I move to have Thomas Wilson sign the LPA voucher

XI. Cedar Grove Speed Limit
a. Eric Roberts – Brenda Wilhelm got a hold of me last week about lowering the speed limit to 20mph. Don’t know
why we couldn’t make the whole hill 20mph
b. George Hartman – the manner to do with would be to put a counter out
c. Eric Roberts – she has read the law and wants and engineering study done
d. Susan Jones (southeastern) said we could use their counter, they just don’t have anyone to man it right now (flip
tape 2)

a. Thomas Wilson – motion to approve payroll with the two or three people that need to sign

XIV. Commissioners council
a. Don Vonder Meulen – they would like to know what they can do to make the elections better attended. Last year
the highest vote getter was 22 and lowest was 9. They said the did the same notifications.
b. Thomas Wilson – I suggest they have it on a weekend
c. Don Vonder Meulen – they have a hard time with other organizations on weekends
d. Thomas Wilson – If I lived two hours a way, I would want to drive just for that meeting
e. Don Vonder Meulen – motion to approve the three people that were elected. Jim Wendel, Angie Higgs, and Steve
Beyer
f. Eric Roberts – second Don’s motion contingent on the six month probation period.

XV. Calendar of events for Metamora 2008
a. Thomas Wilson – I don’t see Moral Madness-and I think it should be on there.
b. John Estridge – they had a good turn out this year
c. Don Vonder Meulen – at the meeting that is what they had up until now
XVI. Heating and air at jail
a. Eric Roberts – received proposal from Ludwig’s = $112,000.00
b. Thomas Wilson – sooner or later we are going to have to do that
XVII. Change Order #1 on Court house
a. Eric Roberts – $2,908.36 (out of $75,000.00 contingency). It is for extra work in the elevator shaft, stone, etc.
