Tom Wilson opened the meeting with the Pledge of Allegiance.
NEW TRENTON Larry Franzman, Area Plan Director reported on a Complaint on Property across from Sacksetter Interiors. Larry reported he had sent letter in 2002 on the junk vehicles and was told they would get them cleaned up and would get a permit to fix up the house. A letter was again in June 2008, with no response. Larry is asking how to proceed with what conditions. Tom Wilson asked that a letter be sent and give 10 days. Larry said he would send a Certified Letter and give them 30‐days. Eric Roberts and Don VonderMeulen agreed.
FIRE WORKS The Commissioners had received a letter addressed to Dennis Lynch for them to sign in regards to the April 11, 2009 date not acceptable for fireworks display on his property being the date is Easter weekend.
Eric Roberts moved we sign and send Letter to Dennis Lynch. Don VonderMeulen seconds the motion. Tom Wilson, All in Favor. Motion carried.
TO APC BOARD Larry Franzman asked if the Commissioners Appointment had been made to the Area Plan Commission (APC) Board. Replied it had not. Larry reported that Debra Neanover had been appointed as Mt. Carmel’s Representative.
Tom Wilson asked when do we want to make the 2009 Yearly Appointments. Eric Roberts, do we want to wait a couple of weeks, to get more resumes’. Tom replied, will make appointments on December 29, 2008.
SCANNING John Steele, Representative for Laserfish Scanning reported he was here a couple of weeks ago and had met with Rebecca Oglesby, Marlene Flaspohler, Sharon Halcomb and Larry Franzman and gave a presentation. Mr. Steele reported there is interest in the project and asked where funding is coming from. Tom Wilson asked how much and feels there are funds available if there is interest. Eric Roberts asked if this would help the Area Plan Office with the Permit Program. Larry said No, he needs a software program for permit applications. Susan Jones asked if we should get proposals.
It was asked if Larry Franzman and Susan Jones are interested on being re‐appointed to the Southeastern Indiana Planning Commission Board (SIRPC). Both replied yes, they would be interested.
Don VonderMeulen motioned to re‐appoint Larry Franzman and Susan Jones to the SIRPC Board. Eric Roberts seconds. Tom Wilson, All in Favor. Motion carried.
SERVICES Eric Roberts moved we sign the Contractual Service Agreement with Purdue for 2009 in the amount of $67,495.00. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
ROADS Barry Moorman, Representative of for REX was present. Tom Wilson reported we are getting a lot of complaints on mud on County Roads. Also have concerns with the ditches along the roads filling up with mud and the edges of the roads breaking down. Mr. Moorman asked if County would be interested in Contracting out the County’s Snow Plows and Grader. Eric Roberts has concern taking time away from County Highway Employees doing their regular duties. Tom Wilson asked if roads could be sprayed off. Mr. Moorman has concerns with putting water on the roads and then freezing. Asked if Oak Forest and St. Mary’s Road would have planks put down on side of the roads, had seen where the ditches are rutted. Jim Schure stated REX has built 1000 miles of pipeline in other States; mud should have also been an issue in the other states. In Ohio the police are setting there taking care of the mud issues, can’t that be done here? Mr. Moorman said they will be shutting down the project from December 20th through December 28th, or maybe after the first of the year, after that time the mud issue should be taken care of.
REX LAWSUIT John Estridge asked about the Lawsuit with REX, that REX is asking for their legal fees to be paid and wanting everything to be done. Eric Roberts said REX had filed suite with DNR for Administration Review. There had been an article in the Indianapolis Star.
Tom Wilson motioned to adopt Resolution 2008‐40 for the 2009 Claims Schedule. Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
CLAIMS Eric Roberts moved to approve Utility Claims for December. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
MINUTES Tom Wilson motioned to approve the December 1, 2008 Minutes. Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
WEBSITE Tom Wilson opened the (2) Proposals submitted for the Franklin County Economic Development Website. Enhanced Telecommunication Corporation (ETC) and Great Splash Marketing (Ison) had submitted proposals. Eric Roberts said we will take both proposals under advisement. Scott McDonough reported that Ted Dennis had sent his by email this morning. Carol Westerman checked emails and Ted Dennis’s Proposal was received at 8:51A.M. Don VonderMeulen asked if the new commission board should be looking at these proposals. Eric Roberts said we are the ones paying for this.
Jeff Franks and Brian Patterson had presented a proposal for an Industrial Park on Golden Road. Mr. Franks has a 90 Acre Parcel and had put a price on it. Also has an option on another 40 Acres and another 150 Acres. He would give right‐of‐way on Golden Road and Whitcomb Road. Water and a High Pressure System were discussed. Eric Roberts said first step is to get letter signed by Brookville Lake Regional Waste District for the area to be serviced. Brian Patterson had talked to Ted Stubbs. Jeff Franks said if an Industrial Park is on Golden Road he would help in anyway. The County needs to decide if they want to own or what. Jeff Franks asked what direction do we want to proceed. Brian Patterson said Jeff would be willing to have option for a piece of property, so County can secure grant funding. Jeff is also willing to put up a Spec Building and naming the site Franklin County Industrial Park.
Bill Schirmer presented again his South Gate property. It was suggested to go after the Riverboat Revenue Funds that maybe left in 2008. Tom Wilson telephoned Lawrenceburg City and was told there are no 2008 Funds available. Grant Applications for 2009 will be coming out and Gene Stewart will pick up application.
Jim Schure, CIC Representative reported it is coming to the end of the year and is requesting an extension of time to put the text together. The CIC Committee is (3) months away in completing and is asking for (6) months, we should finish up March/April 2009. The CIC will be meeting this week and then be off the next (2) weeks. Eric Roberts would like for the work that is completed to date be given to APC for review. Jim Schure reported that Joe Gillespie, Stan Monroe, Greg Kunkel were there for most of the meetings, Jeremy Weber attended a couple of meetings for input and none of the other board members attended. Scott McDonough and Jim Schure feel the people who had attended are knowledgeable with the code and would be a good appointment to the APC Board. Jim Schure reported the meetings are posted on the website and the Code is in a PDF File, can send a copy.
Tom Wilson motioned to give CIC a 6‐month extension of time, until June 30, 2009 and a copy be given to APC to review codes. Eric Roberts seconds, would like contact be made to APC Board to attend CIC Meeting. Don VonderMeulen, All in Favor. Motion carried.
It was reported that Dennis Kolb had been nominated by the Town of Brookville for the Economic Development Commission. Don VonderMeulen made motion to appoint Dennis Kolb, as the Town of Brookville Representative. Eric Roberts seconds. Tom Wilson, All in Favor. Motion carried.
Don VonderMeulen made motion to appoint Keith Hall, as Commissioners Representative for the Economic Development Commission. Eric Roberts seconds. Tom Wilson, All in Favor. Motion carried.
Tom Wilson set meeting date for the Economic Development Commission (3) Member Board to meet on Tuesday, December 23, 2008 @ 7:00 P.M., if December 23rd does not work then they date of December 30, 2008 @ 7:00 P.M. is the alternative.
Eric Roberts had asked that Gene Stewart to attend the meeting to organize and Economic Development Board will meet the first time and then report back to the Commissioners.
It was said when it comes down to hiring a director, need to follow County guidelines. The Commission will also need to review the website development.
DISTRICTS Don VonderMeulen had asked that Brian DeFossett and Ray Reese get together and put together list of roads that District 2 and District 3 will service. Tom Wilson said he would take the roads that Brian had suggested. Eric Roberts had asked that the County Road Districts be reconfigured; stating District 1 has more roads then the other (2) districts. District 1 has 235 Miles, District 2 has 197 Miles and District 3 has 192 Miles. District 1 has more flat roads and District 2 and District 3 has more hills and hollows. Eric has suggested that 21 miles be taken out of District 1 to District 2, 10/11 miles out of District 2 to District 3. There have been new roads added to District 1. No decision was made at this time on reconfiguring the road districts.
