Tom Wilson opened the meeting with the Pledge of Allegiance.
WEEKLY
REPORT Susan Jones, Auditor reported that her office is having software issues with Manatron in getting final distribution completed. Not able to get duplicates balanced. Have been working with them since the middle of November, have been emailing daily since December 19th and have not heard from them since then. Request permission to explore another tax program.
WAIVE BUILDING
PERMIT FEE FOR
TOWN OF BROOKVILLE
Linda Ballman, Representing the Town of Brookville, requests the Building Permit Fee for the replacement of the roof on the Town Police Department.
Tom Wilson motioned to waive the $500.00 Building Permit Fee for the Town of Brookville, Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried.
VERTICAL SYSTEMS
ELEVATOR CONTRACT
Eric Roberts moved that Tom Wilson or someone sign the 2‐Year Elevator Contract with Vertical Systems. Tom Wilson seconds that Eric Roberts signs. Don VonderMeulen, All in Favor. Motion carried.
LASERFICHE
PROPOSAL John Steele had presented the Laserfiche Proposal for the scanning of documents for the County. Is proposing (2) licenses for the County for the time being, one for the Commissioner’s Office and one for the Auditor’s Office. It was asked if Susan Jones, Auditor would take one of the licenses. Susan reported she feels there should be request of proposals put out to other venders. Don’t have a problem with Mr. Steel’s product, but feels it should be bid out. Also has someone talked to Manatron, Harris, RBSK and checked to see if the software program is compatible with the programs we now have. Mr. Steele said that Manatron will not acknowledge their software. Larry Franzman likes the program and could use it, but is needing a permit software program. The proposal has been tabled until January 20, 2009, will have an IT Committee Meeting to discuss.
2009 EMS
CONTRACT A revised 2009 EMS Contract was presented to the Commissioners for approval. County Council only made appropriation for (1) year and appropriated $50,000.00 plus ½ of the EMS Secretary’s Salary $11,250.00, the same as last year. Bill Schirmer was in favor of the LSA as were the Commissioners, but with Fayette Regional Health Care System locating a Part‐time Emergency Care in Franklin County, allowing a Unit to get to a facility faster. EMS has concern with transporting to Healthplex and then the Emergency Room not being able to service and then using their unit to transport to larger facility.

ECONOMIC
DEVELOPMENT
WEBSITE Tom Wilson reported he had taken the (3) Proposals submitted and faxed them to Barry Bailey at RBSK and he had recommended ETC’s Proposal. Don VonderMeulen feels that the Economic Development Commission should give their recommendation. Eric Roberts had also reviewed the proposals and ETC’s looks like it’s the better one, wouldn’t mind if the Economic Development Commission looks over the proposals and give their recommendation. Don VonderMeulen questions if the Franklin County Website, should we do both at the same time.
TRANSPORTATION
ENHANCEMENT
GRANT Gene Stewart reported he had contacted the Attorney in Henry County and they had a similar situation, but not for acquisition of land. Don VonderMeulen has concerns that Byway has 6 or 7 Counties (Wayne, Union, Fayette, Ripley, Dearborn and Franklin) that are involved. Tom Wilson feels that since Franklin County is liable, they should hold something. Eric Roberts questions if we should hold title, maybe 6 months or 1‐year to 18 months. Has a concern with liability. Gene will contact the State to get more information.
RIGHT‐OF‐WAY
NEGOTIATIONS
Joe Gillespie, County Surveyor reported on the progress of the Right‐of‐Way negotiations on the various federal bridge projects. Had not yet received environmental review on Pipe Creek Bridge 48. Settled two of the three properties for Blue Creek Bridge 94, the third property owners had given a counter offer and will be meeting with that property owner. Joe also reported that George Weaver had made his offer for the right‐of‐way needed for the Snow Hill Bridge 102 project and County has until the 1st of the year to accept this offer. Tom Wilson said he is against condemnation, but if County can get 100% funding for the bridge project, don’t see any other way. Don VonderMeulen would like to make one more attempt. Joe will write letter that offer is still on the table for Bridge 94 and give them until January 12, 2009.

SESSION
An Executive Session has been called for Monday, January 5, 2008 @ 8:30 A.M. for Right‐of‐Way Negotiations on the Snow Hill Covered Bridge 102.
2009 YEARLY
APPOINTMENTS
The Commissioners are questioning some the personnel that are yearly appointments, feels some of them should not. Tom Wilson recommends, Gene Stewart for County Attorney, George Hartman, Highway Engineer. Eric Roberts mentioned that those that should be appointed are Attorney, Area Plan Director, Highway Engineer, VA Officer, E‐911 Director and EMA Director.
AREA PLAN COMMISSION/BOARD OF ZONING APPEALS (4‐Year Term ending December 31, 2012) ‐ Tom Wilson nominated Daryl Kramer to the Area Plan Commission and Board of Zoning Appeals Board. Eric Roberts seconds the nomination. Don VonderMeulen, All in Favor. Motion carried.
CEMETERY COMMISSION (5‐Year Term ending October 31, 2013) – Don VonderMeulen motion to appoint Patricia Smith to the Cemetery Commission Board. Tom Wilson seconds the motion. Eric Roberts, All in Favor. Motion carried.
BATESVILLE MEMORIAL PUBLIC LIBRARY BOARD (4‐Year Terms ending December 31, 2012) – Tom Wilson motioned to appoint Peter Mack and Autumn Hurm to the Batesville Memorial Public Library Board. Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
FRANKLIN COUNTY PARK BOARD (4‐Year Term ending December 31, 2012) – Eric Roberts motioned to appoint Jeff Jones to the Franklin County Park Board. Tom Wilson seconds. Motion carried.
ALCOHOL BEVERAGE BOARD (1‐Year Term ending December 31, 2009) – Eric Roberts moved to appoint Ronald Cooper to the Alcohol Beverage Board. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
FRANKLIN COUNTY WHITEWATER RIVER ADVISORY BOARD (1‐Year Term ending December 31, 2009) – Tom Wilson motioned to appoint Ken Keith, Cody Ritz, Randy Roberts, Jeff Jones and Ron Mason to the Franklin County Whitewater River Advisory Board. Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
FRANKLIN COUNTY CONVENTION, RECREATION & VISITOR COMMISSION BOARD – Tom Wilson motioned to appoint Gail Ginther – Metamora Representative and Mary Ann Hart – Lodging Representative to the Franklin County Convention, Recreation & Visitor Commission Board. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried.
CLAIMS Tom Wilson motions to approve the Claims (December 31, 2008), with the exception of holding the Check for Bruns Gutzwiller. Eric Roberts seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
TREASURERS
REPORT Tom Wilson motioned to acknowledge the Treasurer Report (November 2008). Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
MINUTES Eric Roberts moved to approve the December 8, 2008 Minutes. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
PAYROLL Tom Wilson motioned to approve Payroll. (Call had been made to the Circuit Court on the number of holidays listed (3 instead of 2). Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried. Note: Judge Cox called Tom Wilson the next day and said the 3rd Holiday was an Administration Day.
LETTER TO
DON WILLIAMS Don VonderMeulen would like to send a letter to Donald Williams for his Years of Service as an Area Plan Commission and Board of Zoning Appeals Member. Don will prepare letter.
