Tom Wilson opened the meeting with the Pledge of Allegiance.
REPORT Sharon Halcomb, County Assessor reported working on script for the Ratio Study and looking to transfer values to the Auditor’s Office the 1st of the year. Sharon also mentioned that her staff is taking certification classes.
Tom Wilson read letter from Robert Brack thanking Tom Wilson asking him if he was willing to serve on the Economic Development Commission, and he had said yes. But due to circumstances and what he had read in the paper asked that his name be removed from the list of potential members.
SITES Bill Schirmer presented information on possible Economic Development Sites listed on the Dearborn County Economic Development Website. Then went on to describe his property located at Southgate. Don VonderMeulen said if this Commission gets formed, it would be for them to pursue. Tom Wilson said not against, but would like County Council involved and the people know. Said to Bill that he had done a lot of homework and put a lot of figures together.
Doug Foster of ETC had presented pricing for phone and internet for Franklin County. Eric Roberts would like to look at and do a cost comparison.
CHARGES It was asked to clarify Cell Phone charges with ETC. Doug stated if calls made to Verizon phones, won’t charge County Minutes, but if Verizon phones call ETC phone it will charge Verizon minutes.
PIPE CREEK BRIDGE 48 – George Hartman, Highway Engineer reported that the Construction in Floodway Permit was approved by Indiana Department of Natural Resources on November 25, 2008. Joe Gillespie, County Surveyor reported he ready to start negotiations on right‐of‐way, but before he can he is still waiting on the Environmental Review Approval.
SNOW HILL COVERED BRIDGE 102 – Joe Gillespie reported he will be meeting with George Weaver regarding Right‐of‐Way for the Snow Hill Covered Bridge 102 Project.
OLDENBURG VINE STREET BRIDGE 164 – The final LPA Claim Voucher #7 had not been sent to INDOT for reimbursement in the amount of $906.32. It had been brought to the Commissioners attention that Howard J Barth & Associates that Invoice had not been paid.
Tom Wilson motioned we sign Letter to submit LPA Claim Voucher #7 to INDOT for Reimbursement. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried.
STATE PROJECT US 52 BRIDGE REPLACEMENT OVER BUTLERS RUN – George reported he had spoken to John McCrary, Project Manager for INDOT and was told the project has been moved back and is now schedule for Bid Letting in 2016. The County had sent a letter to INDOT requesting a sidewalk be included in the project and Letters have been also sent by the Town of Brookville and Whitewater Canal Trail. George was told if the Canal Trail was built to Brookville, then the sidewalk would be included in the Project. Eric asked that a Letter be sent to the Town of Brookville.
CULVERT ORDER – George presented an updated Culvert Order Spreadsheet with the number of pipes ordered. George was told the order could be filled, but may be several weeks before it’s delivered.
DITCH Joe Gillespie, County Surveyor reported on the Brackney Ditch that all laterals are hooked up. Dustin Dorrell on the North end had hooked old tile to the new tile, approximately 1000 feet north of Abbott Road. Dustin would like us to run new tile from old tile to the new tile, at first he wanted a Y, Joe had said no to that. Since then asked that two tiles be hooked together, could possible hook with a small tile, at least a 10 inch. Joe reported the Kolb’s are not in favor of this.
Joe said we will need to set a Public Hearing in January to extend our assessment through next year for Brackney Ditch to continue the replacement of tile from Abbott Road to the Railroad Crossing. Then the next phase would be to do the arms.
COMPLAINTS Joe reported he has been checking out complaints made by citizens of Franklin County with regards with REX dragging mud onto the County Roads. The edges of the roads are getting abused, with the heavy trucks driving on the edges and in the ditches. The roads with the most complaints are Elkorn, Mueller, Stacy, and Martashed Roads.
PROPERTY Received a Letter from Dennis Lynch of the tentative dates in 2009 for fireworks display dates per agreement. These displays will take place on the property located at 6018 Big Cedar Road South. Dates are January 17th, February 14th, March 21st, April 11th, April 25th, May 16th, June 13th, July 11th, October 17th, and November 14th. Tom Wilson sees no problem with dates other than April 11th date, which is Easter and feels it’s not appropriate. Eric Roberts agrees. Eric said to send letter back to Dennis Lynch with regards to the April 11th date and also let the surrounding property owner’s review.
COMMISSION Letter was presented for Commissioners signatures to be sent to the Franklin County Convention, Recreation & Visitors Commission asking that a board member come to the Commissioners Meeting at least once every quarter to bring them up to date with regards to what is going on in the County to do with tourism. Tom Wilson is in favor of signing the letter that they come to a Commissioners meeting and give a report. Don VonderMeulen has concern that board member not being able to come to meeting, if they have a daytime job and putting a hardship on them. There was discussion on who should come in, feels a request for minutes and then if there is a question to call Board Member or Director to explain. The Commissioners are asking all Boards to forward Minutes to Commissioners.
2008‐21 Tom Wilson motioned to sign Ordinance No. 2008‐21 (Franklin County Sheriff’s Office who so chooses, may purchase their retired weapon). Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
DEVELOPMENT Scott McDonough, Harry Graves, Brain Patterson, Roy Hall and the Commissioners had discussion on Economic Develop and the appointment to the Economic Development Commission. Harry Graves mentioned that County had received grant earlier this year and has seen no letter that County did not get Grant. Was said letter was sent to rescind the grant for Franklin County. Eric Roberts feels that the appointment to the Commission should be an elected official. It was then asked what happens to the Economic Development Director after December 31st. Eric Roberts said the Council would have to approve funds. Eric feels the office should stay filled. Brian Patterson said he was told that Eric Roberts mentioned that Rene Should stay for 6 months and County Council should fund the position. Don VonderMeulen said it come down to trust. If we appoint our member and Butch Williams and Town of Brookville appointment, that group would study possibilities and bring back recommendation back to Commissioners. Stated Eric Roberts has been our representative for the Economic Development Commission and nominates Eric Roberts to be Commissioners Representative. With this being said Scott McDonough stated you talk about trust. That would be a conflict of interest. Tom Wilson, it’s what is good for the people of the County. There was a lengthily discussion on who or who should not be appointed.
NOMINATION Eric Roberts motioned to nominate Keith Hall for the Commissioners Representative for the Economic Development Commission. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
MINUTES It was brought to the attention on REX Pipeline that Little Cedar Road was to be bored instead of Big Cedar Road and Meeting Date was to be November 24th instead of November 25th. These were corrected.
Tom Wilson motioned to approve the November 24, 2008 minutes. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried.
CHRISTMAS Several Departments and Employees asked that the Commissioners give December 26th off as a Holiday. Tom Wilson replied if they want the day off then they must use a Vacation Day, Personal Day, Sick Day or if they have any additional time coming to them. The employee would be charged some kind of day. The Sheriff’s Department, E‐911 does not have any funds in their budget to give another day. Eric Roberts, leave it as is.
CLAIM Tom Wilson motioned to approve claim for Carol Monroe for Reimbursement for AIC Conf. Eric Roberts said he would like to talk to Gene Stewart.
RENTAL Tom Wilson motioned to sign to sign Antenna Site Agreement with Indiana Paging Network, Inc. (January 1, 2009 thru December 31, 2009). Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
GRANT Letter was presented to Commissioners to be signed b y Don VonderMeulen to be sent to INDOT for the Transportation Enhancement Grant for the Whitewater Valley Regional Interpretive Park. Grant had been awarded in the amount of $689,600.00. All funds need to go through County even the match monies.
Gene Stewart had written a memo to the Commissioners and attached was correspondence from INDOT regard the grant for the Interpretative Park sponsored by the County. John Jordan explained to Gene the language which puts potential responsibility on the County and is in every grant, and is mandated by the Federal Government. In the attachment is information to make sure that there are no problems with the grant that might impose financial responsibility upon the County.
Tom Wilson made motion for Don VonderMeulen to sign letter to INDOT with the request the authorization of federal funds in the estimated right of way acquisition costs, as follows. Land, Improvements and Damages in the amount of $689,600.00. Eric Roberts seconds, and also states that a letter needs to be written between Byway Commission and Commissioners. Motion carried.
REPORT Tom Wilson made motion to acknowledge the Clerk’s Report (November 2008). Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
