Eric Roberts opened the meeting with the Pledge of Allegiance.
REPORT Susan Jones, Auditor reported that we did get the assessed values from the Assessor’s Office and are working on getting the exemption posted so we can certify to values to the state.
Sharon Halcomb, Assessor reported that she is working with Manatron to submit values to DLGF and LSA. The Ratio Study had been approved. Don VonderMeulen asked if Sharon had gotten her list of duties for an IT Person for Franklin County. Sharon said yes he had, and could have used one this past week.
MINUTES Tom Wilson moved to accept the Minutes of January 26, 2009. Eric Roberts seconds. Motion carried.
CLAIMS Susan Jones, Auditor asked that the claims put in for the E‐911 for National Conferences in Texas and Florida be denied. County Funds are short, employees have not received raises for several years, she had went last year, feels these funds should not be spent. Also the assistant supervisor is also attending one of the conferences; this will then create comp time/over‐time in the department. Don VonderMeulen called Tracy Lightfield, E‐911 Director to attend the Commissioners Meeting to explain the planned trips. Tracy Lightfield reported the trips are necessary that she attend in order to see the new equipment that is available for E‐911, that equipment is changing and mandates are also changing. Lightfield reported she had attended last year with Dearborn and Wayne County E‐911 Officials. Lightfield also said funds were encumbered from last year funds. VonderMeulen said education is important as he takes advantage of educational opportunities available for Commissioners. Don VonderMeulen would like claims to be paid and for Lightfield to attend and come back to the Commissioners with report. Next year get approval before arrangements are made to attend National Conferences. Tom Wilson asked if her assistant needed to go. Lightfield said no.
Don VonderMeulen motioned to pay claims as submitted. Eric Roberts seconds. Tom Wilson, All in Favor. Motion carried. Susan Jones, Auditor reported would not sign claim voucher for payment of E‐911 Invoices for National Conferences and Airfare totaling 3,613.57.
PROPOSALS Ed Hollenbach, EMA Director had presented (2) Proposals at last week’s meeting with WTH Technology, IN. Eric Roberts had asked to review the proposals. The first proposal is for the Indiana Department of Homeland Security Approved Web Feature Service Site, and the other is the purchase of Think GIS Software Licenses for Laptops for the Fire Departments and EMS Units. Both of these proposals will be funded though Grant Funding.
Don VonderMeulen made motion to sign both Proposals for EMA to Provide GIS Software License and Web Feature Service Site. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
REX Chris Basista, Barry Moorman and Susan Grinnell, REX Pipeline Officials were present to see if there were and questions or concerns. Eric Roberts asked if they are working with all the snow. Was said No, but did move some equipment. Eric asked did you go with George Hartman to review Sharps Hill, Little Cedar Roads for damages and asked about the metal steel plate on Big Cedar Road. Then asked when they were going to repair roads. Barry Moorman said as soon as the Asphalt Plants open. Eric asked about the East Side of the County. Moorman reported the pipe is buried on the East Side of the County, but have not graded all areas, the ground is still frozen. Barry Moorman reported that trucks will be carrying pipe and traveling the following roads this next week, Buena Vista, North Hamburg, Stipps hill, Long Branch and Davidson Roads. Tom Wilson asked about Shay Road, that Residents needed to get to work and could not get out. It was said that a vehicle had broken down and could not get started, but did get equipment there and pulled it out of the way. Tom Wilson asked if they would be done in Franklin County before the freezing and thawing starts. Chris Basista said no. Tom then asked when they are going to cross the river. Chris Basista said waiting to make sure all issues are settled with the State, hoping very soon. REX Officials will report back in (3) weeks (February 23rd @ 1:00 P.M.).
SILVER CREEK ROAD BRIDGE 46 – George Hartman, Highway Engineer reported that when the underwater inspection was done on Silver Creek Road Bridge 46 in 2006 and at that time is was recommended that it be inspected in 24 months instead of 60 months. Then this information be forward on to the State. Eric Roberts asked George to make frequent inspections himself to keep tabs on the bridge since there are concerns.
LITTLE DUCK CREEK BRIDGE 11 – George Hartman reported he had received a phone call from Jim Evans of Clark Dietz and the load rating calculation had been completed on Little Duck Creek Bridge 11 and the Bridge must be posted at a 15 Ton Load Limit. George mentioned this bridge could be a candidate for a Railroad Tank Shell Car.
Economic Recovery Package (Stimulus Package) – George had presented information for the Economic Recovery Package from a meeting he had attended last week regarding possible federal transportation dollars directed toward infrastructure projects. The state plans on distributing funds for INDOT and LPA Projects. INDOT has already provided a list of projects that are ready to go contract. The use of these funds will be closely monitored and projects must comply federal regulations, environmental review and right‐of‐way. Local Bridge Project and Transportation Enhancement Projects are eligible. George reported Franklin County has (2) Projects close to getting done with acquiring right‐of‐way and completion of plans for the Snow Hill Covered Bridge 102 and Blue Creek Road Bridge 94, but right‐of‐way needed be acquired. George reported that County Roads are on the Federal System and can be considered for preventive maintenance, if proper contracts are made. The Commissioners asked that George meet with Joe Gillespie, County Surveyor and District Road Foreman’s to get a list of local projects for the Stimulus Package.
SNOW HILL COVERED BRIDGE 102 – George reported that Kevin Loiselle of Clark Dietz will be attending next week’s meeting to discuss the project.
FEDERAL HIGHWAY PROJECTS APPLICATIONS – Brent Roberts of Butler, Fairman and Seufert will be attending next week’s meeting to discuss Fairfield Causeway Bridge 144 and Duck Creek Road Bridge 10 with information to submit applications for Federal Highway Funds to construct and rehabilitate bridges.
ROADS Bryan Metz, President of North American Development Corp and developer of Autumn Oaks Estates which was started in 1995. Mr. Metz had presented letter to the Commissioners. As of that date all sub‐grades, forming and pours have been inspected and approved by FCHD, Chester Ball who George Hartman designated as representative for approvals. Every phase of this project was inspected and approved by the FCHD and comments were looks great keep up the good work. Then an inspection was made to turn roads over to Franklin County and we were told to pour at intersections added pavement and caulk some of the concrete joints which was completed. Then the aprons were approved and just some additional caulking was ask to be completed, which then was done. Joe Gillespie was present. After completing these corrections so these roads could be turned over to the county no one from Franklin County looked at these corrections for over eighteen months. In between that time elections were taking place and lawsuits between commissioners were filed and North American Development Corp fell between the cracks. Since then North American Development Corp met with county and caulking needed to be corrected. North American Development Corp. would like to be put on record that upon completing the caulking the roads will be turned over.
Eric Roberts said he don’t want to take over additional responsibility, with respect to Mr. Metz his roads have less issues then other new sub‐division roads. Eric has concern with County taking over the roads and putting salt on the concrete roads. Mr. Metz said they would not need salt, just blade the snow one time and the roads clear off themselves. Eric also has concern with the caulking of the joints with maintenance, what about the warranty on the caulking. Mr. Metz said warranty can be a 10 years warranty on materials used for caulking.
Autumn Oaks Sub‐division has 88 lots and approximately 40 houses are built. All utilities were put in at the beginning of the development.
Eric Roberts said if it’s a good warranty on the caulking and the road will hold up for a long time, would agree to accept the roads after it is caulked and with standard testing.
Larry Franzman reported the road had performed for 14 years already, 40 houses have been built. The front of the sub‐division has held up and it gets all the traffic.
COMMENT Bob McCreary, Franklin County Resident, born and raised in County. Worked with Bob Brack and worked in State and Federal Government. What is happening in Franklin County is not good. $5,000,000.00 in Federal Money is coming for infrastructure. What I read in paper that Economic Development would not tell you what he is working on, if the bickering does not stop, you do not have to like someone, you need to work with them. Franklin County needs to get projects in for the stimulus package.
Scott McDonough asked what is the official status of the Franklin County Economic Development Director, Rene Stivers. Mr. McDonough was told that Gene Stewart was working on preparing an Agreement between the Commissioners and Rene Stivers. Gene was out of town as was Mr. Stivers and with all the snow the County had received had not connected.
IT PERSON Don VonderMeulen feels the County needs some input from an IT Person and has meet Mr. Herbert in Rush County and would like for him to talk to the Officials in Franklin County and would like a meeting to be set up.
