Level One will be lifted today at 1:00
*Thomas Wilson – received phone call from J&J worker and upset because she was already on her way to work when level 2
was called. She was notified by her insurance company that if she had a wreck it would not have been covered due to the level
2 being in effect.

b. Carol L. Monroe – they are off a couple more dollars now

IV. BLRWD (Brookville Lake Regional Waste District) 2006 Annual Report (Ted Stubbs)
a. Ted Stubbs, Manager of BLRWD – distributed year-end summary reviews information listed. We do cash base
accounting. We did reduce our reserves but it did not put a pinch on us what so ever. We did stay well within the
budget last year with about a fifty-five thousand reduction in expenses. The loss in customer is directly related to
project in Union County (much like Lake Shore in Franklin County). We did incur some additional expenses from
the town of Liberty. Our wish list is going to stay a wish list and will be working with the dept of natural resources
with a second project being completed later this fall. Another thing that occurred was the board requested from
idem the number of trustees. This move will be reducing two Union County appointments (Commissioner and
Council). Once we get approve from the state we will have four appointments from Union and three from Franklin
County. It brings the number a little closer together. Opens for questions.

V. Treasurer’s Report continued
a. Thomas Wilson – don’t understand some numbers
b. Rebecca Oglesby – that is a typo. The I.R.S. penalty is money I can’t account for.
c. Thomas Wilson – so $10,000.00 should be in the county accounts and is not
d. Rebecca Oglesby – this is the only bad check I cannot get back.
e. Thomas Wilson – how long do we let this go?
f. Rebecca Oglesby – I don’t know. I had to get that check from the bank to press charges. This is where I do a
claim against county general. Distribution was already done so we could not get the money back. It should be 731
g. Thomas Wilson – question progress of I.R.S. penalty
h. Carol L. Monroe – Gene is still working with them. The State Board of Accounts has given him everything to
show it should not have been done
i. Susan Jones – Gene (Stewart) has a power of attorney that Lou has signed and Carol will not

VI. Weekly Highway Engineer Report, George Hartman
a. Bridge #164 / Vine Street over Harvey Branch in Oldenburg (Des No. 0088450)
i. Construction is nearly completed
ii. Liquidated damages will be deducted from amount paid to contractor
iii. Franklin County is responsible for 20% of construction cost
iv. Louis Linkel – what about the two ends?
v. John (Graf) is the engineer for the town of Oldenburg, possibly the town could put something decorative.
Maybe Steve (Barth) could talk to John.
vi. Thomas Wilson – if they can’t maybe we could put a split rail or something
vii. We were holding back three or five
viii. Eric Roberts – questions some information on pay
ix. Steve Barth – replies our pay is every two weeks
x. Eric Roberts – questions working (around) holidays
xi. Steve Barth – we are required to work when the contractor works
xii. Eric Roberts – questions if we have to pay when he worked illegally
xiii. Steve Barth – the state permitted him to work since he was behind. Reeves is charged $500.00 per day for
every day he is over. When they submit the final claim $1,100.00 will be subtracted off of it. If you paid
too much then they (State of Indiana) will send you a check and if you are short then they will send you a
claim.
xiv. Eric Roberts – I am coming up with $2,000.00 we are paying extra because the contractor was working
outside the boundaries of the contract
xv. Steve Barth – the contract is a general contract where they do not want the major highways shut down over
a holiday weekend and with a minor project like this one they have no problem waiving that
xvi. Eric Roberts – did he get state approval to work those days
xvii. Steve Barth – I don’t know, I just know we were notified to be there
xviii. Claims three and four have to be submitted and Brenda can proceed
xix. Steve Barth – you can go ahead and submit five so she can get the total number. Just because you submit it
to Indianapolis doesn’t mean you have to pay me
xx. Eric Roberts – I would like to see the state approval to work those holidays. It is costing us overtime money.
xxi. Steve Barth – we can request that
b. Bridge #100 / Johnson Fork Road over Tributary of Johnson Fork (near Snow Hill Road Covered Bridge)
i. Steve Barth – April 2 (first Monday in April) is the start date and supposed to be completed by August 15.
there will be times there will be two men down there on the project – flip tape one
ii. Milestone is the contractor ($851,000.00)
iii. Chester (Ball-Road Foreman) said everything is ready (as far as detour)
iv. All detour signs are included
c. Bridge #38 / St. Mary’s Road over Wolf Creek at Pump House Road and Wolf Creek Road Intersection
i. Distributes information for property owners permission
ii. Eric Roberts – questions guard rail quote. The used guard rail we have up looks pretty good
iii. If we want to change our policy we can but our policy is new guard rail for new bridges.
iv. Bids are due in at 1:30 next Monday
d. Rocky Express Pipeline
i. Susan received a phone call last week from John Richter and when he called me about a permit of
installation of utilities in Franklin County and I faxed him a copy of that. He indicated at this time he does
not have plans together yet to come in and talk about this. He indicated there would be boring under county
roads.
ii. Louis Linkel – this is a good way off, they have a lot of hold ups on it.
iii. Mark Mohr, Decatur County Superintendent, wanted to get together with all of the effected counties
iv. Eric Roberts – there are 27 road crossings (one or two may be private drives). What should we be
compensated on a road crossing. Whether the boar or dig they are going to affect the road surface.
v. They would require some study or investigation. Some utilities have installed a road casing. It might be a
question we want them to address.
vi. Thomas Wilson – more than the roads is these big banks and hills when they slide.
vii. Eric Roberts – we have got to protect ourselves. It is up to the individual property owners. For the county, it
would be your full time job for a year and you can’t be everywhere. This isn’t Lawrenceburg gas or
Franklin County Water, we cannot trust these people one inch.
viii. County commissioners have the authority to protect the county roads
ix. Thomas Wilson – we should protect the county roads and the citizens
x. Eric Roberts – we want him in here before all of us, not just one of us. Maybe it can be a Monday afternoon
after a regular morning meeting.
e. Phase I Bridge Inspection Report
i. Invoice for $4,480.00 and a L.P.A. claim voucher (for 80%) that would bring back $3,584.00 to cum. bridge
ii. Underwater inspection is 100% complete
iii. Phase I routine inspection is 75%
iv. Have not completed Fairfield Causeway

i. Farrar Garvey and Associates $4,650.00 (preliminary engineering cost)

ii. Field survey 100% complete
iii. Design 50% complete
iv. Environmental study 80% complete
v. Phase I Inspection 100% complete
vi. Hoping to get it started this year because it is closed to traffic
vii. Right of way will need to be acquired
viii. Funded with Transportation Enhancement Funds
1. Thomas Wilson – none of that is for right of way

ix. Louis Linkel – we have four or five big projects here and we don’t have enough money to do all of them.
We are going to have to pick and choose.
VII. Solid waste district
