Eric Roberts opened the meeting with the Pledge of Allegiance.
WEEKLY
REPORT Sharon Halcomb, Assessor reported her goal is to have assessed values to the Auditor’s Office this week, but having problems and has contacted Manatron.  Rebecca Oglesby, Treasurer reported to Commissioners, what the process is if claim that is being paid out for services and that person owes taxes. The amount paid to that person should be paid toward the unpaid taxes that are owed. Have check the school’s list of employees for unpaid taxes and that list of unpaid taxes have increased from last year.
Becky also requested a panic button be installed in her office that would be connected to the Sheriff’s Department.
Susan Jones, Auditor reported that final distribution of 2008 taxes had been distributed to taxing units this past week. The 2008 pay 2009 proposed tax rate sheet is to be advertised this week.

AGREEMENT

CANAL BY‐WAY
ASSOCIATION Don VonderMeulen motioned to sign the Agreement between Franklin County Board of Commissioners and the Whitewater Canal By‐Way Association with Gene Stewart making change to Agreement (to add a/k/a Whitewater Canal Scenic By‐Way Association). Eric Roberts seconds. Tom Wilson, All in Favor. Motion carried.
PUBLIC TRANSPORTATION
4TH QUARTER REPORT
Tom Wilson motioned for Eric Roberts to sign the 4th Quarter Reimbursement Report for Public Transportation. Tom Wilson seconds the motion. Eric Roberts, All in Favor. Motion carried.
LETTER TO SUN
LIFE ASSURANCE
Tom Wilson motioned to sign Letter to Sun Life Assurance. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried. (Letter is in reference to the Schedule A Form 5500 for Group Policy Number 069213)
EMA GRANT Ed Hollenbach, EMA Director reported Don VonderMeulen had approached him and wanted explanation of the EMA Grant that had been granted to Franklin County and status on the State wanting $5,000.00 of the grant funds back implement a GIS Statewide Mapping. Ed reported with the last grant we had purchased laptops for the fire departments and EMS Units; don’t have GIS Licenses for the Laptops would like to purchase the licenses. Also would like to purchase handheld GPS equipment. Don VonderMeulen asked is this money strictly for public safety. Ed says yes. Eric Roberts would like to review the EMA Proposals for equipment requested.
HAZARD
MITIGATION
PLAN Ed Hollenbach also reported that all (5) Corporation Units in the County have been advised of the Hazard Mitigation Plan that had been written for Franklin County. Ed is looking for all units to sign. With this plan in place we are covered by requirement for the Federal Government.
WAIVE PERMIT FEE
UNITED METHODIST
CHURCH DeWayne Lineback, Trustee of the United Methodist Church reported they had applied for a permit to install a handicap lift for the church. Mr. Lineback requests the $250.00 permit fee be waived.
Don VonderMeulen made motion to waive the building permit fee for the United Methodist Church. Tom Wilson seconds the motion. Eric Roberts, All in Favor. Motion carried.
HIGHWAY
ENGINEER REPORT
ENOCHSBURG COVERED BRIDGE 73 – George Hartman, Highway Engineer had submitted a Summary of the Bid Letting and Opening for the Enochsburg Covered Bridge 73 Rehabilitation Project on January 14, 2009. The Engineer’s estimated cost for the project was $490,500.00. Bids ranged from $311,080.34 from Duncan Robertson, Inc. (Low Bid) to $856,242.97 from American Contracting & Service. There were (7) bids submitted. George reported to Steve Flores of INDOT that the County wanted to proceed with the project.
SNOW HILL COVERED BRIDGE 102 – George had presented a Letter from INDOT awarding $376,500 of additional federal funding for the Snow Hill Covered Bridge Rehabilitation Project. This additional funding is from Federal Highway Administration’s 2008 National Covered Bridge Preservation Program. Funds have been added to existing funds for project.
SILVER CREEK BRIDGE 46 – George had presented pictures of the Silver Creek Bridge 46, a large piece of concrete had fallen from the northwest corner of the abutment, since the last bridge inspection on September 17, 2008. The concrete bearing seat is still in place under the precast concrete beams. A large amount of backfill has been lost through the large crack; this could result in settlement and loss of roadway at the north approach to the bridge. George had asked Brian DeFossett, District 2 Foreman to plan to excavate the roadway and remaining fill material down to the bottom of the abutment and wingwall, then to set large precast concrete blocks to stabilize the area. Estimated cost to replace bridge is $1,384,000.
WHITEWATER VALLEY REGIONAL INTERPRETATIVE PARK TE GRANT FUNDS – George reported he had been contacted by Steve Flores of INDOT and asked if the Board of Commissioners want to include the Environmental Study in the Project Preliminary Engineering. There will be a need to include Section 106 Documentation for this federally funded project. Don VonderMeulen said that the Environmental Study is being done in house and is almost complete. George asked that Don contact Steve Flores with this information.
FAIRFIELD CAUSEWAY ROAD BRIDGE 144 – George reported that Brent Roberts with Butler Fairman & Seufert & Staff are gathering information and design concepts to develop an FA‐3 Application for Federal Highway Administration Funds to rehabilitate this structure. Had provided traffic count date compiled by SIRPC on May 2, 2004, data gathered was east of Bentley Road. A total of $1,160 vehicles traveled this bridge, 577 west bound and 583 east bound.
NORTH HAMBURG ROAD – George provided quote from James Drew Corporation in the amount of $4,153.90, quote included all equipment, material and labor to complete the project. Quote had been given to the Highway Office to be forward to the Prosecutor’s Office for restitution.
RIGHT‐OF‐WAY
NEGOTIATION Joe Gillespie, County Surveyor reported that Right‐of‐Way Negotiations for Pipe Creek Bridge 48 bridge project. Joe is ready to start negotiation once the environmental revisions are approved. Joe had also reported on the Snow Hill Covered Bridge 102 Negotiations. Clark Dietz had submitted a Supplemental and asked the Commissioners before it is approved to wait until all right‐of‐way is secured and in place. Kevin Loiselle had submitted a new right‐of‐way plan asking for an additional 10% temporary right‐of‐way from the Weaver Property. Also have a tentative agreement with Mrs. Grubbs daughter.
HARRY
GRAVES Harry Graves reported Tom Linkel was here last week on Economic Development. Mr. Graves passed out page 17 out of the Franklin County Employee Handbook. Several items were underlined. Harry reported he had asked (2) weeks ago regarding property in the Economic Development Office, can look in office and see there is property missing. Mr. Graves also presented a Copy of Letter requesting All written correspondence from Franklin County Economic Development Department including Faxes and Emails sent by or sent to and received by the Department head at renestiversFCED@franklincounty.in.gov and for any other county email address, for the time starting December 1, 2006 through January 26, 2009 or the current date whichever is later. I would like to inspect & review these first before receiving copies. Mr. Graves also said he did not receive response from letter given last week.

CONTRACT Don VonderMeulen moved we sign the TE Grant Contract with INDOT for the (Whitewater Valley Regional Interpretative Park) Whitewater Canal By‐Way Association. Eric Roberts seconds the motion. Tom Wilson, All in Favor. Motion carried.
