FRANKLIN COUNTY COMMISSIONERS MEETING
MEMORANDUM & MINUTES
JULY 14, 2008 @ 9:00 A.M.

Tom Wilson opened the meeting with the Pledge of Allegiance.
WEEKLY
REPORT Susan Jones, Auditor reported that the Abstract had been approved by the State Auditor’s Office. We are currently working Correction of Errors. The Treasurer’s Office will then need to post advance taxes, then print tax bills can be printed.
WHITEWATER
VALLEY REMC Rodney Robertson of Whitewater Valley REMC has requested permission to bore under State Line Road between Mortashed and Hillman Roads. Property owner Sharon Hubert has granted easements to provide service to property she had sold to her nephew. There are existing utilizes in the area, such as Duke Energy and Cincinnati Bell. Eric Roberts has concern with underground service with ditching and so forth for the County Highway Department. Mr. Robertson reported they had chosen a flat spot and area where there are no culverts. The cable would be 4 –5 feet deep. Eric asked that the area be marked and County Utilities Agreement be signed.
Eric Roberts moved to allow State Line Road be bored, South of Mortashed Road, pending approval from Chester Ball and George Hartman. Don VonderMeulen seconds the motion. Tom Wilson, All in Favor. Motion carried.
STAVETOWN
DRAINAGE
PIPE Steve Meyer of CPI, reported that the culvert pipe will be delivered for the Stavetown Drainage Project. Also reported that prices are projected to raise 10‐20% for culvert pipe in 2009.
PERMIT FEES
FOR UTILITIES Eric Roberts suggested that there be Permit Fees charged for County Roads that are being cut or bored for a 24‐inch or larger pipes. That there be a Permit Fee and Bond for Roads that are Cut and for Stream Crossings. Tom Wilson would also like to see something in writing for repair of County Roads, as to when heavy equipment is traveling the County Roads to put in large projects. The Commissioners asked George Hartman, Highway Engineer to put together a proposal of what it would cost for Inspection of Road Crossings and Stream Crossing in the County.
CIC
INVOICE Jim Suhre had submitted an invoice for advertisement of the upcoming CIC Meetings. The Committee will be meeting every Thursday at 7:00 P.M., except this Thursday evening being Fair Week. Jim had invited the Commissioners to attend the Meeting, reported they are getting ready to make changes to the Zoning Text. The CIC Committee had contacted Larry Franzman and he s contacting HNTB to get an electronic copy of the 1989‐2 Zoning Text, so changes can be made to the text.
HIGHWAY ENGINEER
WEEKLY REPORT
MID ROAD BRIDGE 71 – George Hartman, Highway Engineer reported that Duke Energy has scheduled the relocation of their Utility Pole for Thursday, July 10th. Verizon will then still need to complete their relocation of phone lines. The Highway Department will then be able to complete their work on the project, paving can be completed on the approaches and guardrails installed to complete the project.
DECATUR COUNTY BRIDGE 80 a/k/a FRANKLIN COUNTY BRIDGE 140 – George had talked to Mark Mohr of the Decatur County Highway Department regarding their maintenance to the bridge. The Bridge had been closed since June 18th. Plans for repairs are to be completed by a contractor within a few months. It is possible they will be receiving FEMA Funds to complete the work, this will require compliance with the Historic Features of this bridge. School Bus Traffic will like have to detour around this site for the first part of the school year. Tom Wilson had requested George get a copy of the Inspection Report on why the bridge was closed.
RAILFENCE BRIDGE 110 & 111 – George reported he had been contacted by Steve Flores of INDOT requesting the status of the interest free loan that had been granted. Eric replied he feels funds are not in place will need to talk to Hollie, that there is only $170,000.00 in place at this time.
LONG BRANCH ROAD ‐ George presented a copy of “Height of Cover Limits for Corrugated Steel Pipe” and talked on the importance of placing sufficient cover over all culverts installed in Franklin County Infrastructure. George had also presented photos of a culvert pipe that had been installed on Long Branch Road that had split when a heavy vehicle had crossed it. There had not been enough cover put in when the culvert was installed.
ENOCHSBURG COVERED BRIDGE 73 – George had reported that the Bid Letting had been set back. There is still a permit needed that they had not received from Jim Barker Engineering.
JOHNSON FORK ROAD BRIDGE 100 – George reported that the Contractor will be returning to install the #53 Stone in the areas that it had been required. Then the project should be completed.
CULVERT PIPE ORDER FOR 2009 – George had also mentioned that he had talked to culvert pipe representatives and prices will be increasing for the year 2009. George feels it seems prudent to place a relatively large order in October 2008 for sufficient
N‐12 Pipe at current prices to restock our inventory for 2009.
CLERK’S
REPORT Tom Wilson motioned to acknowledge the Clerk’s Report dated June 2008. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried.
MINUTES Eric Roberts moved to approve the minutes of June 30, 2008. Tom Wilson seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
UTILITY
CLAIMS Tom Wilson motioned to approve the Utility Claims dated July 7, 2008. Don VonderMeulen seconds the Motion. Eric Roberts, All in Favor. Motion carried.
TOURISM
BOARD Letter of Resignation had been received from Jim Lierl, resigning for the Tourism Board. The Board now has two openings. In the Letter it had been recommended to appoint Dennis Kolb to the Board. No Appointment has been made at this time.
PAYROLL Tom Wilson motioned to approve the Payroll Claims. Eric Roberts seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
MULCHING
PROGRAM Don VonderMeulen reported he would work with the Town of Brookville Street Department in regards to the Mulching Program for County Residents. Looking to cost the County $3,000.00 to support the Program.
FARMERS
MARKET DAY Don has also reported that that it had been requested to put a banner on the Courthouse Rail to advertise Farmers Market Day. Permission was granted for day the Farmers Market is scheduled.
UNITED WAY
KICKOFF Don had asked permission to allow the United Way Kick off Campaign the use of the sidewalk in front of the courthouse for a cookout from noon till the homecoming parade. Permission was granted as long at the sidewalk is not blocked or the entrance to the courthouse.
HARRY
GRAVES Harry Graves presented copies of documents of a certified letter that he had sent to William A Thompson by certified mail to 1010 Franklin Ave., Room 102, Brookville, IN 47012 that had been returned back to him marked attempted not known. Also presented a copy of instructions from the Indiana Secretary of State website requirements for Registered Agent Name and Address for Each entity must continuously maintain in Indiana. Harry is requesting a certified copy of permission for group to be allowed to meet in Room 102 of Government Center on Wednesday’s. Tom Replied there is not written permission, there was probably at one time was given a verbal. Eric Roberts replied do we need written permission for the 4‐H Association, Antique Tractor Club, Cemetery Commission the use of the building.
