Tom Wilson opened the meeting with the Pledge of Allegiance.
WEEKLY
REPORT Susan Jones, Auditor reported that this will be the 3rd week of advertisement for Tax Rates. We will start the calculation of taxes this week. The Abstract will need to be completed and approved by the State Auditor’s Office. After Approval of the Abstract, we then can start printing the tax bills. The first installment of taxes will be due August 22nd and second installment will be due November 10th. Received Sewer Liens from Metamora Regional Sewer District on Friday and from Brookville Lake Regional Waste District today.
PURCHASING OF
AREA PLAN CAR
Larry Franzman, Director of the Area Plan Commission reported approval had been given by County Council to transfer funds for the purchase of a 2007 Ford Taurus from Jim True Ford. The car has 32,000 miles for a purchasing price of $10,571.25.
Tom Wilson motioned to approve the purchase for a new car for the Area Plan Commission Department. Eric Roberts seconded the motion. Don VonderMeulen, All in Favor. Motion carried.
BRACKNEY
DITCH Joe Gillespie, County Surveyor reported that he had talked to the Kolb Brothers regarding a private drain on Abbott Road, it’s a short distance from their legal drain, and a short distance from Raymond and Abbott Road. They are needing to cross Abbott Road and are requesting to make an open cut, to put in the pipe. Eric Roberts asked that the pipe be installed as soon as possible; the road is on the list to chip seal and will be starting July 14th. The Kolb’s said they would install the pipe under the road as soon as possible and asked what kind of fill is to be used. George Hartman suggested a flowable mortar. Pipe for the Legal Drain had been delivered and is being stored at the project site, and will be installed later this fall. There was to be a price increase effective July 1, 2008.
STAVETOWN
DRAIN Joe Gillespie reported that he had been promised a price for the culvert pipe for the Stavetown Drainage Project, but had not received it yet.
BLUE CREEK
ROAD BR 94 Joe Gillespie also reported that he, John Graf of Howard J Barth & Associates and Don VonderMeulen had meet with Jimmie Allen and Ms. Bolser and they had agreed with the amended Right‐of‐Way Plan. We will be meeting with Craig Fasbinder and Wife. John Graf reported that we cannot amend the plans any further to the east. Joe will contact the Fasbinder’s regarding the Right‐of‐Way and get back with the Commissioners.
PUBLIC HEARING
WALNUT FORK ROAD
NAME CHANGE
Joe Gillespie reported that there are two ends of Walnut Fork Road, one end off S R 229 and the other off of Pipe Creek Road. He had been contacted by several of the property owner requesting the road name be changed, because of person making deliveries and getting on the wrong end of Walnut Fork. It was suggested Walnut Fork Road off of Pipe Creek Rod be named East Walnut Fork Road and Walnut Fork Road off of SR 229 be named West Walnut Fork Road. Joe reported he had received one certified letter back from Scott (did not get the last name) who lives out of state. Bob Bane reported everyone on his end is in agreement with the road name change. Harold Wilson asked why is it necessary to put west on their end, asked if it could be a road name such as Pipe Creek Lane, since it would be off of Pipe Creek Road. Joe reported if the road name is changed, then ESN‐911 maps and list would need to be changed. If only adding east and west they would not. Joe will work with Bob Bane to come up with a road name. Eric Roberts suggests East Walnut Fork Road, and leaving the S R 229 end as it is Walnut Fork Road.
METAMORA
DRAINAGE Don VonderMeulen had asked Joe to review the drainage issues in Metamora. In the area near the fire house water is ponding. Joe said through the years, buildings were being built higher than the road. One of Joe’s recommendations is to install a pipe at the end of the concrete pad at the fire house and drain into Audrey Pennington’s, but had not talked to her yet. Had talked to Pat Romas and other merchants with regards to the streets being higher than their sidewalks where water is also ponding. Joe has two suggestions, either put in a storm water drainage pipe or lower the streets. Pat Romas was in attendance and also reported what Joe had said on the drainage issues. Joe will talk to the shop owners, railroad and DNR to install culverts to drain the water. Eric also asked if Joe could get a distance on Main Street, so a quote could be done for grinding the road.
LETTER FROM
J DALE REEDY The Commissioners had received a letter from J Dale Reedy of Belre, Ohio regarding property they had purchased on Reservoir Road and discovering sewage and septic issues draining onto his property. He had been told that there is talk of installing a sewer line up Reservoir Road and strongly urges the pursuing even if it means assessing land owners who would be affected. It was said that the Town of Brookville is possibly looking into the area. There is talk in building several condos on Reservoir Road near the Golf Course.
HARRY
GRAVES Harry Graves asked the Commissioners pass a Resolution to have the Franklin County Economic Development Corporation immediately vacate the Government Building Room 102. Also requested an Audit as allows under IC 36‐2‐2‐17, as to the payment of a private Corporation Attorney Fees for amending of the private corporations by‐laws over which the county has no control, and is not in the best interests of Franklin County Citizens. Harry had presented the Commissioners copies of invoices paid to the attorney on June 9th. Gene Stewart will advise Commissioners next week on Harry’s questions.
The Commissioners reported that at last Tuesdays Council Meeting, the County Council will be investigating the Economic Development Entity on whether it’s a private or public entity.
Don VonderMeulen said he had talked to a Brad Bingham of Barnes & Thornburg and he had suggested that Gene get in touch with him to discuss this situation.
BURIAL OF
VETERAN ALLOWANCE
ORDINANCE 2008‐17
Tom Wilson made motion to adopt Ordinance 2008‐17 setting the burial allowance of $100.00 for Burial of Veteran. Eric Roberts seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
REX PIPELINE
UTILITY AGREEMENT
REX Pipeline Officials had presented a Utility Agreement that had been used in other Counties and would like to use it in Franklin County, if agreeable. Gene is asking the Commissioners to review. Larry Franzman had reviewed and looks okay. Gene will get a copy to George Hartman. Come to find out it is Franklin County’s Utility Agreement that had been presented to REX; they had made changes on it.
LPA CLAIM VOUCHER
FOR SIGN IMPROMENT
PROJECT LPA Claim Voucher No. 4 had been presented for reimbursement of Funds in the amount of $50,408.50. Eric Roberts moved that Tom Wilson sign the LPA Claim Voucher in the amount of $50,408.50. Don VonderMeulen seconds the motion. Tom Wilson, All in Favor. Motion carried.
HIGHWAY ENGINEERS
WEEKLY REPORT
MID ROAD BRIDGE 71 – George Hartman, Highway Engineer reported that Mid Road Bridge 71 is open to traffic as of last Wednesday. Duke Energy still needs to relocate a pole and will need to coordinate with Verizon North. After pole is relocated, then fill can be added and project finished. Road was closed from June 2nd through June 23rd. Photos were presented.
JOHNSON FORK ROAD BRIDGE 100 – George reported that he, along with John Graf of Howard J Barth and Associates, Chester Ball had met at the John Fork Bridge Project site on Wednesday, June 18th. There are some contract items that require the contractor to do additional work. John Graf had spoke to Wayne Jester from Milestone and plans to schedule a meeting possibly this week. Also John forwarded the invoice for $2,500.00 to Milestone for reimbursement the Highway Department for repairs made north and south ends of the project site. Wayne will check to see why payment was not issued.
FRANKLIN COUNTY LINE BRIDGE 140 AKA DECATUR COUNTY BRIDGE 80 – George reported that the bridge was closed to all traffic. A consultant is checking their bridges fro stream scour, found that stones were missing from the stone arch. The bridge will remain closed until repairs can be made. Since the bridge is on the east county line of Decatur County, they have maintenance responsibility for this structure. George presented photos.
FAIRFIELD‐CAUSEWAY BRIDGE 144 – George had also presented photos his had taken of the Fairfield‐Causeway Bridge 144 on June 17th. Wiss, Janney, Elstner Assoicates, Inc., Consultants for INDOT had conducted the Pin and Hinge Inspection. Results did not indicate there are any structural problems. The inspection report will be submitted to INDOT in several months and available at that time. George had presented photos he had taken, there is active corrosion on some areas of the structural steel and bracing, and corrosion on the downspouts and lower section of this inlet pipes. Following resolution of ownership/maintenance responsibilities for this bridge with the U.S. Army Corps of Engineers, the Application for a FHWA Bridge Rehabilitation Project should be submitted as soon as possible. George will prepare a cost estime for the project.
ENOCHSBURG COVERED BRIDGE 73 – Jim Barker of J.A. Barker Engineering confirmed that requested documents would be sent to INDOT as required. Documents were sent to Steve Flores of INDOT to review on June 20th.
FEMA PRELIMINARY DAMAGE ASSESSMENT – George had talked to Rosemary Peterson on June 19th and 20th regarding possible damage to Franklin County Infrastructure. Had also attending a meeting with Ed Hollenbach, EMA Director on June 23rd with FEMA and INDOT Representatives to discuss possible damage sites. Ted Stubbs from Brookville Lake Regional Waste District reported damage to their service facilities. Highway sites that are being considered in the assessment include Levee Road, Wolf Creek Road, Harvey Branch Road and Stone House Road. Made field site visits to Levee Road and Wolf Creek Road. We will find out later this month if Franklin County is eligible for FEMA Assistance.
SALT
BUILDING Don VonderMeulen reported he and Eric had looked at a Salt Building that is being considered for Franklin County Highway Department.
