March 5, 2007 meeting minutes


Commissioner Mtg. 3/05/07 @ 9:00 a.m. in County Commissioners Room
Those present:

I. Metamora Regional Sewer District
a. Dennis Annes – (currently have) 208 customers. Have 7 (seven) who have not cooperated / not signed their pieces.
Will start the enforcement action in two weeks. All construction is done on pipe. Lift station is completed and
connected to plant (completed Jan. 21). Bowen Engineer at the site this morning. Hook ups will be by the
property owner’s choice. Some property owners may need to have update on electricity. There will be some
financial help with that-can’t say how many dollars or how it will be divided. One source is rural development
itself. There is also some contingency money left over and we will divert all of that to help those that need it. How
much us available depends on how many need it.
b. Thomas Wilson – who will determine that?
c. Dennis Annes – we will use Southeastern Indiana guidelines for who are low income or who are not. Will have
Julie Berry get you the guidelines
d. Louis Linkel – we heard the line might be too close to the cemetery?
e. Dennis Annes – I don’t have the slightest idea. Our attorney says we have no problem. According to our attorney
we are in the county right of way.
f. John Estridge – talked to D.N.R. and understand a permit is needed. Believes (cemetery board) you are way too
g. Thomas Wilson – how is it that each home owner is responsible for electric?
h. Dennis Annes – with Duke taking over, they have stated that is not their policy. We could run a separate (electric)
but that would be an additional $80,000.00
i. Thomas Wilson – a lot of those buildings are old. If they don’t upgrade and there is a fire, what happens?
j. Dennis Annes – the contractors are not going to put it in if it is not going to stand it.
k. Louis Linkel – there will surely be an inspection
l. Thomas Wilson – there is still going to be an expense to the homeowner
m. Dennis Annes – had upgrades done on (my) three buildings; on the small grey (building) was $650.00 (up to
200amp service)
n. Thomas Wilson – that is a major concern
o. Dennis Annes – we are only using 85 (eighty-five) grinder pumps now. A lot of those buildings down there are
commercial. Even the ones that need upgrades, they will be a lot better off. We are going to do everything we can
from rural development and seeing if there is some other grant.
p. Thomas Wilson – will our building inspectors be inspecting?
q. Dennis Annes – we assume they will
r. Louis Linkel – may even be the State
s. Eric Roberts – on the 7 non compliant-?
t. Dennis Annes – six are homes and one is the horse compound between (the) river and canal. We have one
situation where the fellow paid his fee and put in a new septic system (he then demanded it refunded). Want to
stress that no one can say we haven’t treated everyone equal. I own three pieces of property down there and
haven’t asked anyone to do something I haven’t done.
u. Thomas Wilson – when will it be operational?
v. Dennis Annes – if rural development gives us ok, around 15/16 and will advertise hookups April 15-July 15 so that
April 15 it would be functional.
w. John Estridge – what is the (monthly) cost?
x. Dennis Annes – (flat rates) residential around $68.00 and commercial will be $89.00 – $109.00. Thought a flat rate
would be the fairest. Most residents are about the same.
y. Thomas Wilson – my major concern was the electricity, I wanted it paid for.
z. Louis Linkel – thank you for coming in and giving update
II. Lake Santee Regional Waste District Board Appointment
a. Bill Pearsey – requesting another board appointment. You appointed a board member last year (July 31, 2006
Resolution 2006-24) and he has since resigned. We have selected Frank Erdosy to replace Robert Reger.

III. Resolution 2007-05 (Rescind)
a. Louis Linkel – motion to rescind resolution 2007-05 because council put a band-aid on.
b. Thomas Wilson – Council gave us rainy day money. It is the Commissioners job to set the hours. Believes this is
just a temporary fix. Seconds the motion.
c. Eric Roberts – all in favor
d. Louis Linkel – can’t send guys out in the middle of the night without any money.

Commercial floors submitted by email prior to deadline

i. Eric Roberts – slid again last week. What would materials cost?
ii. Would have to get below water, material wise would be about $800.00-$1,000.00
IX. Bids on Chipper/Sealer
a. McQueen Co (Hudson Oh) = no bid
b. Southeastern (Indianapolis) = $195,500.00 with trade in
i. Susan Jones – there is no certified check or bond
ii. Replies he did not receive that sheet, only the bid specs
c. Louis Linkel – will take under advisement
X. Requirement for Extension of Prophet Road
a. Rob Seig – have a 101 (one hundred and one) acre farm at end of Prophet Road bought by Tom Tepe and his son
Harry. Harry wants to build house on acreage. Not a very desirable property for doing any building. Submits a
proposed drawing of five lots just to prepare for the future if they sell it down the road. In order to do this – need
to extend prophet road. They would like to extend the road and put in a cul-de-sac. Looking at extending it about
500 (five hundred) feet. Cul-de-sac would help the county for turn arounds, etc. and would help them of possibility
of dividing it in the future. Road is currently gravel.
b. Louis Linkel – tape two thought about chip and sealing it, but we have so many of those roads. Could not vote to
extend road. We had a situation like this before. Has this come to zoning?
c. Rob Seig – no
d. Thomas Wilson – we have had situations like this in the past and it has always been our policy not to extend the
e. Rob Seig – this is merely a dream for twenty to thirty years down the road. There are more build-able sites. We
are just looking for options
f. Eric Roberts – how long is Prophet Road
g. Joe Gillespie – a couple of miles. Reviews options for property owners.
h. Thomas Wilson – where the county road ends, it ends. Don’t know what the zoning board will require
i. Louis Linkel – next step would be to go to planning board
j. Thomas Wilson – it would be just like any other subdivision
