MEMORANDUM & MINUTES
October 27, 2008 @ 1:00 P.M.

Tom Wilson opened the meeting with the Pledge of Allegiance.
WEEKLY
REPORT Susan Jones, Auditor reported that the 2008 pay 2009 Personnel Property Value were pulled from the Assessor’s Office and are balanced, still need to put on the exemptions and other changes that are needed.
CPI SUPPLY Steve Meyer of CPI Supply reported he had talked to George Hartman, Highway Engineer on a current project and mentioned that there will be a 10‐20 % increase on culverts after the first of the year. Suggest ordering culvert pipe now. Did say CPI can invoice after the 1st of the year, knows funds are tight.

WEEKLY REPORT
REX ROCKIES EXPRESS PIPELINE – George Hartman, Highway Engineer reported he had contacted Kevin Loiselle of Clark Dietz in regards to St. Mary’s Road Bridge 81 and Sunman Road Bridge 124. Letter from Clark Dietz dated October 24, 2008 said even though both bridges are posted at 16 tons they are capable of handling the proposed load for the duration of the project. Did make a recommendation on Bridge 81 that rip rap be placed on top the footing for the length of the pier to protect it from additional scour and also remove the debris from the pier.
George also reported that Barry Moorman of REX did deliver the video tapes of the proposed roads and bridges that REX is planning on using, also includes the bridges they will be crossing. George had requested (3) more copies and said they will provide. George also mentioned REX asked about using Snail Creek road and Shop Road as alternate routes. If was also asked if REX needs to contact the Franklin County Highway Department for everytime they are on Franklin County Highway Right of Way as stated in agreement. The Commissioners agreed to allow the use of road; we would need a 48 hour (business days) for physical construction such as boring or open cuts, not just traveling the roads. Also agreed that Shop Road and Snail Creek may be alternate roads. These roads will need to be videotaped.
2009 BID SPECIFICATIONS – Bids are due November 24, 2008 @ 9:30 A.M. Eric Roberts moved we accept the Notice to Bidders to be advertised as presented. Tom Wilson seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
DECATUR COUNTY BRIDGE 80 (FRANKLIN COUNTY BRIDGE 140) – George Hartman reported Mike Wilhelm of HillRom called regarding this bridge that had been closed to traffic since June 2008. Decatur County is responsible for maintaining this bridge. Mr. Wilhelm had been in contact with the Decatur County Supervisor. Ray Reese, District 3 Foreman is also trying to get in contact with them for snow removal.
HARVEY BRANCH ROAD SLOPE STABILIZATION PROJECT – George reported the construction project is in the final phase. The precast concrete block wall, backfill and guard rail installation were completed. Opening the East Drainage Ditch, installing an 18 inch culvert and paving work will be completed this week.
WOLF CREEK ROAD ROADWAY STABLIZATION PROECT – George had presented a spread sheet with the estimated cost for the proposed drainage pipe. Steve Meyer from CPI Supply has provided the unit cost for the pipe and material needed to complete this project. Asking when the pipe can be ordered.
Don VonderMeulen made motion based on his phone conversation with Butch Williams to give George Hartman authorization to order the pipe. Tom Wilson seconds, if something happens at County Council meeting, then order could be canceled. Eric Roberts, All in Favor. Motion carried.
CULVERT INVENTORY – George also presented an inventory of culvert that is need in the near future and is requesting permission to order with the price going up at the first of the year.
HAULING OF PRE‐CAST BLOCK – Tom Wilson asked if the pre‐cast concrete block could be hauled with trailer or semi trailer, instead of on Dump Trucks. Don VonderMeulen will get with Brian to see what can be done to haul the block.
RAILFENCE ROAD BRIDGE 110 & 111 – George Hartman, Highway Engineer reported the Interest Free Loan will go directly to INDOT for the County’s Share of the project, instead of coming to the County and then having to be written back out to INDOT. Susan Jones, Auditor asked for letter of documentation was told none is available.
Pre‐Construction Meeting is scheduled for next Thursday, November 6th @ 1:00 P.M. at the Seymour Office.
2008 INDIANA NATURAL DISASTER GRANT THROUGH THE COMMUNITY FOUNDATION – Don VonderMeulen called Roger and if a Letter Requesting the remainder of the $100,000 that had been granted to Franklin County could be drawn to allow projects to be completed yet this year and before blacktop plans close. Was told if we get the Letter of Request, could have the $50,000 in the Community Foundation by next Monday.
SIGN PROJECT ‐ George reported that INDOT has not yet received information/documentation needed from the Highway Department to release funds for LPA Claims that had been submitted for reimbursement. INDOT is needing # of signs and what they are and where located on map to correspond with code #’s.
Discussed vandalism to signs in District Three and special sheeting that is put on signs. This is costly costing approximately $45.00 a sign. The Board of Commissioners will contract the School Corporations regarding the vandalism to road signs and signs be installed around school property warning of the danger to road sign being vandalized and fines if caught.
DRAINAGE ISSUE
MAIN STREET
IN METAMORA
Joe Gillespie, County Surveyor presented a Survey of Main Street in Metamora, he had gathered information, and there is not much grade. Joe feels there is enough information gathered to do a concur on elevation; will get a copy to Rohe Company for cost estimate. The solution is to get water to canal, but will need a grassy area or swale for the water to drain. Joe had talked to Jay Dishman of DNR; a DNR Permit will be needed for the water to drain in the canal.

SHOVEL READY
PROPERTY Bill Schirmer presented a letter for the Commissioners to sign for his property in Southgate to seek Shovel Ready Certification from the State of Indiana. Mr. Schirmer mentioned he had been meeting with engineers this morning on what is need to make his property shovel ready. Also wanting to address that Harry Graves does not work for him, but did say Harry gives Bill information and respects him for the information he had submitted to him. Eric Roberts asked that there is nothing in the letter to tie Franklin County financially accountable. Schirmer says No. Said if the time comes, he will come in and say he can’t do anymore.
Tom Wilson moved to sign letter for Bill Schirmer for his ground to be shovel ready status. Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
HARRY
GRAVES Harry Graves wanted to apologize for not coming to last week’s meeting, being on the agenda and not showing up. Went to Ripley County to obtain information from Ripley County Commissioners and then was invited to a ground breaking. Harry reported that Decatur County did not go to Honda, Honda went to them. Harry talked about the Schirmer Property, that the State got involved with recent supplier going to Versailles. They were looking at Sunman, Osgood, Batesville and Harrison. Talked about Economic Development in other Counties and E.D.I.T. and TIF Districts. Harry also said he is checking into a Grant Writing Course that is online.
LONGEVITY Tom Wilson made motion to Amend the Personnel Policy Handbook for Longevity. Eric Roberts seconds with correction made. Don VonderMeulen, All in Favor. Motion carried.
MINUTES Eric Roberts moved to accept the Minutes of October 9, 2008. Don VonderMeulen seconds. Motion carried.

BRIAN
PATTERSON Brian Patterson said he had talked to the State of Indiana and if anyone could come to Franklin County and talk about Economic Development. Brian said he had discussed this with Rene. Could get some questions answered and if Commissioners Room can be used to educate on Economic Development. Don VonderMeulen said yes, he is in favor. But work with Rene. Brian said he is trying to get everyone on the same page. Brian than suggested the County Park be opened for REX Employees to set up free of charge, so their employees could eat/shop in Brookville. Eric Roberts mentioned that the Park Budget is limited. Don VonderMeulen said he would contact the Park Board and set up conference call with Rex.
WEED CONTROL
BOARD Eric Roberts said he had checked into and if County does not adopt, would fall to the Township Trustees. Eric said he has been receiving emails from other Counties with concern not so much with REX, but other concerns.
