Commissioner Mtg. 09/10/07 @ 9:00 a.m. in County Commissioners Room
Those present:

I. Emergency Proclamation
a. Eric Roberts – last week on the 6th of September we did this emergency proclamation. The band will stay in effect
(see attached).
II. Weekly Tax Report
a. Carol L. Monroe – we received rates about 2:30 (pm) Friday. They are at the paper. The rates went down but the
credit (PTRC and HOMESTEAD) from state went way down
b. Don Vonder Meulen – what does that mean?
c. Carol L. Monroe – higher taxes.
d. John Estridge – deadline?
e. Carol L. Monroe – still November 13
III. V.F.W.
a. Eric Roberts – as the county we have a piece of property that may be suitable. Need to determine how we can help
them. The old senior citizens building on Fourth Street. I am reading eleven pages of Indiana code-we are going
to have to get advice from our attorney. My other concern is we are using that building right now for storage. It
may be burden on us to find another facility
b. Gary Seals – We talked to Judge Cox and he has no problem vacating that by Oct 1. All that valuable stuff he got
out. He didn’t care if you store it out of town.
c. Eric Roberts – we do have AA meet there.
d. Gary Seals – They can use the upstairs.
e. Eric Roberts- the antique tractor club uses that building (as well). It does look like you qualify as a non-profit, but
we would have to go to an appraiser
f. Gary Seals – What about property on gun club, they are willing to split the lease?
g. Susan Jones – you also have other organization involved-fair, park, senior citizens
h. Eric Roberts – if you are looking at bare land?
i. Gary Seals – I wouldn’t think there would be that much
j. Don Vonder Meulen – what would your membership prefer?
k. Gary Seals – We will find out tonight
l. Don Vonder Meulen – would like us to see us find a way to accommodate your organization. It would be nice to
see what direction you wanted to move and we could move in that direction
m. Gary Reister – we have a meeting tonight and can make the decision
n. Gary Seals – Our membership is so old, we can’t go where we are at now. We are not getting any younger.
o. Don Vonder Meulen- if we did work something out with old senior citizens building, could some of your guys help
us clean it out?
p. Gary Reister – no problem
q. Don Vonder Meulen – let us know what your membership prefers
r. John Estridge – if you get next to the conservation club, are you going to build
s. Gary Seals – Yes
t. Eric Roberts – keep in touch guys and I will let our lawyer look this over.
IV. Statewide Voter Registration

V. Ordinance 2007-17 / Ordinance to Vacate Portion of Old Fairfield Road
a. Don Vonder Meulen – motion to adopt ordinance 2007-17

VI. Radio (tower) issues
a. Dustin Glisson – I am going to need help seeking legal council or a signature to send a bill. It has been 65 (sixtyfive)
months without paying a bill. It has now come to a head. It is going to come to a head with Mr. Zimmerman.
I asked him face to face and asked him if there is anything else on that tower and he said no
b. Carol L. Monroe – who else in on the tower?
c. Dustin Glisson – Crop Production and Apex McQueens
d. Don Vonder Meulen – what do you need from us?
e. Dustin Glisson – a letter to send to Mr. Zimmerman. Our radio tower is full and that stuff will have to come down
in order for our new stuff to go up.
f. Don Vonder Meulen – we will talk to Gene (Stewart) this afternoon and see where the letter is
VII. 2006 Emergency Management Performance Grant Sub-Agreement
a. Don Vonder Meulen – motion to sign grant

iii. John Estridge – if something is not done soon, you will have to close the bridge?

vi. John Estridge – it is being held up because of right of way issues?
vii. Don Vonder Meulen – that is what I understand. We ought to put together some sort of cash flow plan on
what we are going to get year to year. Maybe talk to Eric Reedy about a plan. It would make me feel a lot
better
viii. A lot of projects get drug out.
c. Bridge #57 / St. Mary’s Road Over McCarty’s Run

iii. Could be done with county workforce
iv. Don Vonder Meulen – would like George Hartman to come up with a plan to fix it.
v. It falls under the area of preventative maintenance.
d. Bridge #73 / Enochsburg Road Covered Bridge
i. Jim indicated he wants to work with commissioners on project

e. H.E.S. / Programmatic Sign Improvement Federal Aid Hazard Elimination and Safety Project / Des. No. 0501216

ii. Hollie Sintz – Duke Energy will not allow us to put any road name signs on their poles
iii. Don Vonder Meulen – Duke is not being too helpful
X. Payroll
a. Carol L. Monroe – there was someone in highway hired without going through council first. You have to go to
Council before you can pay them.
b. Eric Roberts – suggest putting new employee at operator “class” with truck driver pay
c. Carol L. Monroe – you cannot do that without council (approval) (tape 2)
d. Don Vonder Meulen – we have one employee that was going to make operator pay during the sign program could
we move him
e. Carol L. Monroe – I don’t care who is where, as long as you are within the numbers on the salary ordinance.
f. Eric Roberts – approve payroll with moving Dave Lanning to operator pay and Howard to truck driver pay.
g. Don Vonder Meulen – seconds the motion
