a. Jim Barker – Been speaking with Mr. Gillespie about changing the right of way without drastically changing the

a. Thomas Wilson – September 19, 2007 (Wednesday) at 6:00 p.m. for the purpose of right-of-way for Blue Creek

III. Emergency Proclamation – Open Burning Ban
a. Eric Roberts – motion to keep burning ban until further notice
b. Don Vonder Meulen – it is a popular thing in Franklin County-camping
c. Thomas Wilson – the one (fire) on Stacy Road they thought was caused by a cigarette
d. Don Vonder Meulen – there are a lot of people on Franklin County that like to camp and have a fire

IV. Tax Statements (Weekly Report)
a. Sharon Halcomb – this is the second week we (Auditor) will be advertising rates. The historical data was sent off
two weeks ago to be data entered so that ‘07 pay ‘08 is not held up.
b. Carol L. Monroe – Manatron has to go in and correct some information for the abstract
c. Thomas Wilson – when are they doing that?

V. Waive Permit fee for Metamora
a. Larry Franzman – Al Rogers ask that the meter be inspected and wanted to know if there is anyway we can waive
that fee
b. Eric Roberts – it is owned by DNR?
c. Larry Franzman – yes. Metamora Economic Dev. is asking that it be waived. They need the meter in order to
hook the (grinder) pump up.
d. Don Vonder Meulen – motion we waive $45.00 fee.
e. Thomas Wilson – why would Economic Dev. be paying the fee if it is owned by DNR?

VI. Elkhorn Estates
a. Larry Franzman – wanting to start one year warranty. What we have done in the past is go out and do an
inspection. There was a slide out there and has spent a fair amount of money going back to the cul-de-sac. I want
to make sure that road surface is ready before we take it. It might be White Tale Drive where the slide was. It was
in Chester’s district.
b. Eric Roberts –has this road been on the one year
c. Larry Franzman – yes. But now it has been re-established
VII. Metamora Concerns
a. Dottie Enderle – I have two questions
i. When you start an organization up there do you need a permit? Candy has been having fundraisers up there.
She has had a variety show and has no liability. I want answers and want to know.
1. Don Vonder Meulen – one of the reasons we have trouble is the ordinance we have give them more
responsibility than historic preservation. It has created a lot of problems
2. She has created a lot of problems. I have been there 22 years. We have too many organizations in
that town.
ii. Who makes the rules for how much you pay for sewage for an empty lot? My bill is $81.00 and two doors
down is $61.00. It got too hot for Dennis (Anness) and he put it all on the Thorp House. The way the are
charging for the sewer is ridiculous. Maybe you can stop in there and see what he is doing. They are
wanting to charge $30.00 for an empty lot that you can’t build on. I was on my death bed and the good Lord
sent me back and said you have things to do-and I am going to do them!
1. Thomas Wilson – that board set those rates according to the money they got from the economic
development. A resident is cheaper than a business.
2. They are ruining our town. Candy is running the town; she is having secret meetings in the town. I
am a psychic.
3. Thomas Wilson – as far as the I believe campaign, the county has no control it has been a headache; I
4. She is a con-artist. I just wanted some answers. I thank the good Lord for sending me back and I am
going to clean up this town. There is a lot of corruption up there. I am glad we have sewage, but I
really didn’t need it. I am in a residence and I live there. Please straighten out the town. She started
“I believe”, maybe I can start one. Competition is good

XII. New Court Costs
a. Judge J. Steven Cox – it is my understanding that council voted to spend above there levy. When I came before
you last year I stated that we intended to do that to not impact the taxpayers of Franklin County. So, when I
finding out that the excess spent has court money in it. I wanted you to be aware that the request I made are not
from county general, but are from user fees. If council took my budget and funding it out of county general that is
council, not me. What I told you I was going to do, it did. If someone uses what I did to increase the tax rate that
is not what I intended. I didn’t want you to think I had told you one thing in one year and slipped something in. If
it wasn’t going to be that way, it wasn’t going to be. We are making it better and making it better without effecting
the tax payers. I wanted you to know I did my part. The court and commissioners and court and council have
worked together. We have achieved a lot of things. I don’t understand the various goals. I know the statute that if
you create a new court you can raise the levy. I want the taxpayers to know we created a new court without raising
the taxes.
b. Eric Roberts – Eric Reedy knows you are using user fees, but the concern is you may not always have those user
c. Judge J. Steven Cox – the representation I made was the expansion of the court system was not done on their
backs. (flip tape one) When I came and asked you to step out on a limb and expand, we needed to do that in a way
that was meaningful. I am not crying about it, but we understand (from council) that you want us to use user funds.
They are dealing with things that I don’t have to. I want you all to know that what I told you is what I meant.

for him to come in and talk to us. We need to get some help putting together some financial documents on
when and what bridge when. Hopefully Eric reedy can be of help

XV. Public Hearing – Open Proposals for Andersonville Wastewater Water and Storm Drainage Project
a. Susan Jones – only received one; Hometown engineering.
b. Thomas Wilson – there is no money in this, just a proposal
c. Susan Craig – we advertised for $50,000.00 because that is the maximum you can get. The public hearing we had;
there was so much concern about the drainage, I was asked if we could look at this as well. State ok’ed it, so it
made since to look at all three (sewer, drainage, and water).
d. John Estridge – next step?
e. Susan Craig – next step is to put together grant application. They require that we do this all up front. I’ll gather all
of this and I’ll have to go to the community and talk to the folks to get some good information to get a narrative.
Once the county has a grant agreement, they can enter into a contract agreement. We had to advertise not knowing
the amount.
f. Thomas Wilson – motion to accept Hometown Engineering proposal for Andersonville water, drainage and sewage

h. Susan Craig – brought documents that require signature to go with the application. I have a resolution that I can fax
to you later today. It comments the match. If it is $50,000.00 it could be a match of $5,555.56

j. Thomas Wilson – we will get it. We will come up with our part because we committed to that over a year ago.
