Tom Wilson opened the meeting with the Pledge of Allegiance.
APPLICATION Tom Wilson reported that the County had received a Grant Application through the Community Foundation for a Grant and had been talking to Alice Priessman of Whitetail Acres for landscaping proposals for the grassy area at the site of the Old Lew Wallace Gym Site. Had received two proposals one for $6,000.00 and the other $15,000.00, for the Grant Application.
Tom Wilson motioned to sign the Grant Application though the Brookville Community Foundation for a Small Park at the Old Lew Wallace Gym Site. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor.

We, the Commissioners of Franklin County, State of Indiana, on this September 22, 2008, Declare the week of October 13‐18, 2008 as Indiana Extension Homemakers Week with all the rights and duties there of.

JoAnn Koch introduced Martha Bergman member of the White Plains Club the oldest club in Franklin County and Bessie Edwards member of Career Pals Club in Franklin County and is the 2nd Oldest Club. The Extension Homemakers have a number of activities scheduled for this week. Planning a County Club Night at the Franklin County Senior Citizens Board and on that Saturday the Quilt Batters will be meeting to make various projects of organizations.
Tom Wilson motioned to sign Proclamation for the Franklin County Extension Homemakers for the Week of October 13 – 18, 2008, as Indiana Extension Homemakers Week. Eric Roberts seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
RESOLUTION Larry Franzman, Area Plan Commission presented a Letter to the Commissioners saying; on Wednesday, August 13,2008, a resolution was presented to the Area Plan Commission from the Whitewater River Advisory Board. That resolution was advertised as presented and on Wednesday, September 10, 2008 the Whitewater River Advisory Board Resolution was discussed by the board members. Motion was moved by Joe Gillespie, Jr. to send a favorable recommendation the County Commissioners, second by Jeremy Weber. Vote was 6‐0 for resolution. This resolution is being given to the Commissioners for consideration. Sincerely, S/ Larry J Franzman, Executive Director.
Larry would like for the Resolution to be reviewed by Eugene Stewart, along with Resolution 2008‐06 that the County Commissioners signed dated February 4, 2008, condemning the REX Project.
Eric Roberts moved that we forward on to Gene Stewart, County Attorney, both Resolutions, the Resolution signed by the Whitewater River Advisory Board and Resolution 2008‐06 signed February 4, 2008. Tom Wilson seconds the motion. Don VonderMeulen, All in Favor. Motion carried.
Gene Stewart reviewed the Resolution signed by the Whitewater River Advisory Board. Seems to be in order, it’s a Resolution.
Don VonderMeulen motioned to acknowledge the Whitewater River Advisory Boards Resolution, noted that Gene Stewart reviewed. Eric Roberts seconds the motion. Tom Wilson, All in Favor. Motion carried.
GRAF FAMILY The Board of Commissioners sends their condolences to the John Graf Family on his death. John was an Engineer with Howard J Barth & Associates and work on many projects for Franklin County.
JOHNSON FORK BRIDGE 100 – George Hartman, Highway had forwarded the Final Inspection Report and Report of Acceptance to be signed by the Commissioners, finalizing the Johnson Fork Bridge 100 Bridge Replacement Project. INDOT is ready to close the project.
Eric Roberts moved to sign the Report of Acceptance on the Johnson Fork Bridge 100 Project. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
MID ROAD BRIDGE 71 – George reported that District Three has completed the shoulder work and they are in the final stage of completing asphalt paving over the bridge, the approaches and widening the intersection with South Pocket Road. The installation of the bridge rail and guardrail is scheduled to be installed Thursday, September 25th.
BRIDGE INSPECTION PHASE II – George reported he had talked to Kevin Loiselle of Clark Dietz in regards to sign posting, instead of notifying the Highway Department daily of missing signs they will provide a list weekly. George had provided a copy of a letter from Jim Evans of INDOT regarding a list of missing signs.
ENOCHSBURG COVERED BRIDGE 73 – George had also reported that he had talked to INDOT Officials and INDOT had received all required information from J.A. Barker Engineering for the proposed project. The Rehabilitation Project is ready for contract bid letting on January 14, 2009. Napoleon Water will need to relocate their water line.
COMPLAINT The Commissioner’s Office had received a fax from Richard Owens wanting a noise ordinance passed for Franklin County. His complaint is of loud music. The complaint was forward to the Area Plan Office and a letter is to be written.
REPORT Tom Wilson motioned to accept the Treasurer’s Report dated August 2008. Don VonderMeulen seconds the motion. Eric Roberts, All in Favor. Motion carried.
MINUTES Don VonderMeulen made motion to approve Minutes of September 2, 2008, September 8, 2008 and September 15, 2008. Eric Roberts seconds the motion. Tom Wilson approves September 2, 2008 and September 15, 2008 and abstains on September 8, 2008. Motion carried.
The Board of Commissioners had received a letter from the Commissioners Council on Historic Metamora Advisory Board requesting funds to be released to the Whitewater Canal Scenic Byway Association, Inc. Ordinances were adopted in 2004 and 2005 on the request of the Commissioners Council on Historic Metamora, the Board of Commissioners and County Auditor. The Historic Metamora Fund Account #2150 has a balance of $705.00. The Metamora Improvement Fund Account #2160, balance of $310.37. The Metamora Matching Fund Account #2270, balance of $35.00. At this time the Council requests that all funds in account #2270 and account #2160 be released and both accounts be closed, as those monies never “belonged to the Council. The funds in those accounts were donated/raised for the purposed of establishing the Whitewater Canal Interpretive Park.
Susan Jones, Auditor reported she had also received this letter and forward on to the State Board of Account on how to handle. Was told Ordinances would need to be amended, before funds could be released.
PAYROLL Tom Wilson motions to approve payroll. Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
RENE STIVERS Each of the Commissioners had received a Letter from Rene Stivers. Commissioners said need to talk to Council and get worked out. Auditor did not receive a Copy of the Letter.
ADJOURN Eric Roberts moved to adjourn. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
