Commissioner Mtg. 09/24/07 @ 1:00 p.m. in County Commissioners Room
Those present:

*Thomas Wilson opens meeting with pledge of allegiance
I. Weekly Update on Taxes
a. Carol L. Monroe – we got done a week early now we are waiting on Treasurer so we can print statements
b. Rebecca Oglesby – before we can print them we have to do mortgage companies. We do have to print out the rest
of the banks. We are working as hard as we can. Hoping we can get done this week.
c. Thomas Wilson – do you have plenty of help lined up?
d. Rebecca Oglesby – I called in my part time help. We have had a lot of people call today; thank god we only have
one line.
e. Don Vonder Meulen – do you still send stuff out first class?
f. Rebecca Oglesby – yes, for taxes you want to go out first class.
II. Franklin County Convention, Recreation & Visitor Commission
a. Dennis Kolb – my term is expiring at the end of the year as well as Tag Nobbe. I will report back at the next
opportunity. Two board members are up for re-nomination.
a. Eric Roberts – received letters from DNR on old highway 101. They have renamed it Fairfield ramp road and
asking us to consider renaming our portion to Fairfield ramp road. I think it is a matter of going through a public
b. Howard Hughes – we could keep it and it would show separate entities.
c. Thomas Wilson – besides changing the address for those 13 people, what else will it change?
d. Howard Hughes – it is not a big deal.
IV. Fire Inspection
a. Thomas Wilson – Already been done. It is $850.00 for yearly inspection
b. Eric Roberts – quality fire protection (out of aurora). Move we accept the offer from quality fire protection
c. Don Vonder Meulen – seconds the motion
d. Thomas Wilson – all in favor
V. Andersonville project
a. Thomas Wilson – before at a prior meeting in Andersonville the commissioners agreed we would come up with the
money for that match ($5,556.00). I am asking you two (Eric and Don) if we are still committed to that match.
b. Don Vonder Meulen – will it be paid out in ‘07?
c. Thomas Wilson – I doubt it very much
d. Don Vonder Meulen – I would think we should hold the commitment the commissioners made at that time

VIII. Sign Project (H.E.S.)
a. Howard Hughes – I had a couple of things we noticed. 1-they don’t have any dead end signs. Talked to Doug
Shell this morning. Explains other “odd” signs. There is no place that says “end of Franklin County” etc. I don’t
think it is an over-site. It is a matter of our discretion.
b. Eric Roberts – are there any other signs that can be removed.
c. Don Vonder Meulen – the Forman may have some input.
d. Howard Hughes – don’t think that any of these are at our discretion. We don’t have any signs for state roads.
They do not exist. My take would be maybe just to get road name signs up.
e. George Hartman – currently there are no state identifying signs when you enter state roads. Need to make sure we
get the signs that are most beneficial to the public.
f. Eric Roberts – if you find a sign that is not absolutely needed, take if off; and vise versa
g. Don Vonder Meulen – important that Forman involved in decisions. Would like us to use utility poles
h. George Hartman – talked to utility and they said no
i. Eric Roberts – I would hate to put an 80 sign on their pole and they take it from us.
j. Don Vonder Meulen – why don’t we see what gene comes up with
k. George Hartman – commissioners past an ordinance stating there is a penalty for stealing those signs.
IX. Weekly highway engineer report, George Hartman
a. Bridge #100 / Johnson Fork Road
i. Last Wednesday contractor placed concrete for bridge deck

iii. Two week extension on completion date to October 13
1. Eric Roberts – who approves that?
2. I.N.D.O.T.; but I have not seen anything in writing
3. Eric Roberts – when john Graf was here he said he was on schedule
4. Have not seen construction schedule they presented to I.N.D.O.T.; seven day cure just for concrete
bridge deck
5. Eric Roberts – weather was not a factor
6. Detour will be in place for an extra few weeks
iv. Progress reports

b. Bridge #57 / St. Mary’s Road over McMarty’s Run
i. District two did a good job on interim repair
ii. Did some forming
iii. Quick fix should last a long time
c. Bridge #102 / Snow Hill Road Covered Bridge over Johnson Fork (Des. No. 0089200)
i. Met with Chester to see if highway dept can do some things
1. wooden deck is in serious condition

3. What are we going to do with structure?
4. Kevin Loiselle will be down here Thursday and can give some advice
5. see public hearing minutes and information on file in auditor’s office
6. Kevin Loiselle wants to be in commissioners meeting on Oct. 9
7. Thomas Wilson – how much would we have to come up with
8. We have spent about $115,000; 10% of the construction cost, 20% of construction engineering.
About $100,000.00.
d. Bridge #110/ Railfence Road over Salt Creek and Bridge #111/Railfence Road over Harvey Branch (Des.

e. Hazard Elimination and Safety Grant
i. Did get proposal back from WTH (last week); see attached

f. Bridge #103 / Drewersburg Road Over Sater Run (1/10 mile from sharps town road)

iii. A new steel grid deck and beams would carry the load
iv. Quite a bit less and get quite a bit of years of service
v. Highway dept can do with own work force
vi. Due to the height of the abutments, may lose the stone wall. There will be an additional cost to the county if
there is work on the substructure.
vii. The lifespan would depend on the abutments themselves. In the early 90’s there was a study completed and
it appears to be very sound on the north side. There are some cracks on the south abutment.
g. Hetrick Road
i. St. Regis culvert delivered on polymer coated pipe last Wednesday. It has been hauled to the site for
X. Larry Franzman
a. Elkhorn Estates Rd. We met last Tuesday. The slide area is the only area in good shape. There appears to be road
failure in the asphalt. There are several places where there are road problems. I am not starting the one year until
the repairs are made. I will get in touch with . The Geotech specialist should be the one telling us why this is
happening. I don’t the road is ready to go.
b. Eric Roberts – how long has this been on the books
c. Larry Franzman – I want to say it has been about two years. Some of is equipment damage but if it was a county
road it would have to be performing and it isn’t. I wanted to let you know. I am not going to recommend to begin
the one year. Something isn’t right.
XI. Fire ban
a. Eric Roberts – talked to Ed (Hollenbach) and Gene (Stewart) and we are going to add Exclusion of outside gas
grills and add attended camp fires if in a safe area
