Those present:

Thomas Wilson opens meeting with pledge of allegiance
I. Public Hearing-Petition to Vacate Portion of Old Fairfield Road
a. Joe Gillespie – Distributes viewers report (between Saltwell and Fairfield Causeway Road). All adjacent property
owners have been notified by certified mail. Two property owners have asked me if the bridge would be
barricaded.
b. Don Vonder Meulen – will we have any liability of that bridge?
c. Joe Gillespie – don’t know
d. Don Vonder Meulen – anything like this happen in the past?
e. Thomas Wilson – we had one on Swegman Road
f. Joe Gillespie – we conveyed that to the property owner, but that was an agreement made prior to the vacation.
g. Thomas Wilson – we wouldn’t have any say so, it would be their property.
h. Joe Gillespie – by vacating a road there will not be any transfer
i. George Hartman – the bridge has not been in service for some years
j. Joe Gillespie – Dorothy Smith called in and talked to Susan (Jones) and she thought the road had already been
vacated. Susan found in ‘96 there was a petition denied in 1996
k. Don Vonder Meulen – motion to vacate portion of old Fairfield Road and described in viewers report
l. Eric Roberts – seconds the motion
m. Thomas Wilson – with no objections, all in favor
n. George Hartman – I will notify our consultant that Bridge #25 is no longer on our bridge report
II. Bridge #73 / Enochsburg Road Covered Bridge over Salt Creek
a. Joe Gillespie – the State is wanting a calendar on all of our bridge projects. Talked to Dan Piercy at Seymour last
week and he told me our consultant had asked that this bridge be put back on the state calendar for two years. I
was not aware of that.
b. Thomas Wilson – why would he do that?
c. Joe Gillespie – suspect because of the right of way issues
d. Thomas Wilson – he is working for us. There are all kind of consultants that would be more than happy to do this.
There are property owners with concerns and if he doesn’t want to do this, then we fire him and get someone else.
e. George Hartman – some months ago someone from I.N.D.O.T. was in touch with us. This two year delay is not at
all consistent with what we were saying.
f. Thomas Wilson – that bridge cannot wait two years, it will fall in. We would have to barricade the bridge. We
don’t want to loose our federal money.
g. Eric Roberts – what steps do we go through to get rid of him?
h. Joe Gillespie – I told Dan Piercy that I didn’t think the Commissioners or engineer wanted that. I’ll invite him to a
meeting in two weeks.

III. Weekly Property Tax Report
a. Sharon Halcomb – I do have something to report. The Thursday before I found out we were not compliant with
our sales data. Last Thursday we submitted our personal property data. This morning at 4:52 our sales vendor
resent our sales data. I am still a little worried.
b. Thomas Wilson – are you going to get your vendor to get you caught up?
c. Sharon Halcomb – not sure. He hasn’t emailed me. He only has so much staff; I am hoping I am the first one that
asked. Hopefully we will be high up on the list. He said it would take him three weeks, but I am not sure if that is
for one year or two. There may be a year and ¾ to enter before we are caught up. That is a lot to ask. We could
data enter during the day and they could enter during the night.
d. Rebecca Oglesby – it doesn’t look good
e. Sharon Halcomb – no, I am amazed they are making that demand.
f. Carol L. Monroe – this has nothing to do with the rates/budget.
g. Sharon Halcomb – they are “disciplining” us
h. Thomas Wilson – for what?
i. Rebecca Oglesby – it is looking real doubtful for a Nov. 13 deadline.
IV. Doxpop
a. Rich Sinex – review advantages of having documents on the internet. The contract has similar provisions (of
Recorder Office)-we have not taken a cent from the counties. All over the state there are people that use the court
records. We would never ask for any tax money in Indiana. Many courts has reported a lower call volume.
Anyone can log onto doxpop and see the court docket; it allows me as a private individual to follow that. All of
this is under the supervision of the Supreme Court. It would be approximately a month (before up and running).
