NEWS RELEASE
GRANT FROM CITY
OF LAWRENCEBURG
Hollie Sintz read the News Release from the City of Lawrenceburg granting $875,916 to Franklin County to purchase a 49 acre tract to be developed as a new commercial/industrial site.
It was said that these funds would need to pass through the County System. Also said the Economic Development Corporation is in the process of setting up a Redevelopment/Holding Corporation. If County gets the land it would have to go through the process to sell. Would like for Rene Stivers to attend the next meeting.

Brad Spurlock asked about the $30,000.00 for Cum Capital Development for Courthouse Project. Eric Roberts replies, it is to repay the Judge’s User Fees for wood work that had been done in the Court Rooms. This is the portion that had been designated at the time when the Judge had moved their offices from the 2nd Floor and there was a cost savings allowing the project to be completed all at once, instead of in stages as bid. Eric also mentioned that they will be needing approximately $20,000.00 for the installation of new electrical panels, surge protection for both the Court House and Government Center and Replacement of Smoke Alarms and Strobes on the 1st Floor of the Courthouse.
Kenneth Rosenberger moved to approve the Additional Appropriation 2008‐13. No Second on the Motion. Motion dies.
Hollie Sintz moved to accept all Additionals except for the $30,000.00 for Cum Capital Development. Jeff Kochs seconds the Motion. All in Favor (7). Opposed (0). Motion carried.
Brad Spurlock made motion to approve to pay the $30,000.00 out of Cum Capital Development. Hollie Sintz seconds the Motion. All in Favor (7). Opposed (0). Motion carried.

COPY FEE
ORDINANCE

FRANKLIN COUNTY COUNCIL
ORDINANCE 2008‐08
BE IT ORDAINED BY THE COUNTY COUNCIL OF FRANKLIN COUNTY, INDIANA:
In accordance with IC 5‐14‐3‐8, this Ordinance authorizes any County Agency to charge the public for providing copies of records available for copying. County Offices are authorized to charge the following:
1)
The fee for copying documents may not exceed the greater of:
a)
ten cents ($0.10) per page for copies that are not color copies
b)
Twenty‐five cents ($0.25) per page for color copies
2)
The fee for certification of documents may not exceed five dollars ($5.00) per document
Monies received pursuant to this Ordinance shall be paid in to County General.
County Agencies are permitted by statute to charge fees for copies of specified documents. Those fees are exempted from this Ordinance.

COURTHOUSE
PROJECT UPDATE
Eric Roberts reported that an Additional Appropriation will be needed in the amount of $40,000.00 to finish the Rehabilitation of the Courthouse. The coolant lines had come to be approximately $96,000.00. A pressure test had been done on the lines and failed. A heated discussion had erupted in essence that the Commissioners need to have funds in place before the funds as spent.
SECURITY
CENTER UPDATE
Don VonderMeulen reported that the (2) Large Air Conditioning Units have been installed on the Security Center. The System should be up completed by Monday and be up and running. Had received an invoice for half of the amount of $112,500.00 for payment. Again there was discussion on spending monies before it is appropriated. Funds have been set aside in the County Council Budget for this, but were waiting to make sure budget was approved before funds were spent. Don is wanting to use surplus Jail Lease Rental Funds to pay for this. This fund has not been made dormant at this time. There is still an outstanding loan that had not been paid back from the Government Bond 2 Payment line. These funds are to be used for an outstanding debt. Had checked with the State Board of Accounts and was given IC Code, but was told to check with our County Attorney and see if there is a possibility if these funds and be used for repairs to the jail. Gene did write a letter to the Commissioners that the funds could possibly be used for repairs, but at this time the funds are not available. Will need to do additional either out of Cum Capital Development or the Rainy Day Fund.
LONGEVITY
PAY There had been several employees ask if the Longevity Pay due to them could be paid out in (2) installments, one in June and the other in December since we did not receive a raise this year and the gas prices keep going up. It was agreed that the longevity be paid out at the end of the year in December.
