PUBLIC HEARING
LIBRARY CAPITAL
PROJECTS PLAN
RESOLUTION 2008‐17 Melody Gault, Director of the Whitewater Valley Public Library District presented their Library Capital Projects Plan for approval. The Plan had been presented at the March 25, 2008 County Council Meeting for approval and plan was approved and Resolution 2008‐11 passed. The Library District had received notice that there was a problem with the advertisement date (March 19th) and the date of the Public Hearing date (March 25th). There was only 6 days in between the two dates, there needed to be ten days. Therefore the Public Hearing needed to re‐advertised.
Melody Gault also mentioned that the Library is now a County Wide Library and is now called Franklin County Public Library District.

Carroll Lanning asked about the Part‐time Help. Sharon Newkirk said from now on it is being paid out of user fees. Carroll Lanning also asked about the phone lines. Eric Roberts said the phone lines were not included in the bid. The phones on the 2nd Floor are operational and a couple of phones on the 1st Floor, one phone in the Clerk’s Office and one phone in the Prosecutor’s Office for intercom use.
Carroll Lanning made motion to accept the Additional Appropriations for County General, Highway, Plat Book, Supplemental Adult, In Home Detention, Operation Pullover, Tower Maintenance and 2005 DHS Grant. Brad Spurlock seconds the motion. All in Favor (4). Opposed (0). Motion carried.
Carroll Lanning made motion to approve $112,500.00 of the additional and pay Ludwig’s for the Air Conditioning Units out of Rainy Day Fund and at the end of the year return the $112,500.00 out of the County Council Contingency to Rainy Day. Brad Spurlock seconds the motion. All in Favor (4). Opposed (0). Motion carried.

SALARY ORDINANCE
2008‐14 Marlene Flaspohler, County Clerk is requesting the 2008 Salary Ordinance be amended in Section 316 Title IV‐D Clerk and Department 101 Clerk, Part‐time position be raised from $9.50 per hour to $11.00 per hour.

NEW PHONE
SYSTEM Jay Shullman of Cleves Connections presented a Long Range Integration Plan for a New Phone System for Franklin County. Mr. Shullman put a 5‐Phase Plan together on what the System would cost and what the plan would save the County in implementing the plan.

AREA PLAN
NEW VEHICLE Larry Franzman mentioned to the County Council that Charlie Schoettelkotte is retiring and would like to work part‐time the rest of the year. With doing this the budget would have $11,000.00 left in the 2008 Budget. Would like to bring a transfer of funds to the next meeting requesting a transfer funds to purchase a car. It was the feelings of Council Member present to discuss in further detail at the next meeting when everyone would be present.
2009 BUDGET
REQUEST Several of the Elected Officials, Department Heads and Employees were present to discuss pay request for the 2009 Budget. Brad Spurlock mentioned he had talked to several of the Elected Officials and Department Head in regards to Salary requests. It was said employees in the past several years had received a $500 raise in 2005, $0 in 2006, $500 in 2007 and was given longevity in 2008, and was appreciated. The employees had not received the longevity, as it will be given at the end of the year. It had been researched and said that the cost of living has increased 12%, with the high price of gas, utilities and food. The employees are asking the if some kind of raise can be given for 2009.
LONGEVITY
CLARIFICATION Susan Jones, Auditor has requested that clarification be made on how longevity was figured and if an employee quits in the middle of the year, do they get the longevity pay. Is it prorated or do they not receive it at all. It was asked that this be discussed also at the next meeting.
2009 COUNTY
COUNCIL BUDGET The 2009 County Council Budget was made out the same as the 2008 Budget.
