MEMORIAL
HOSPITAL David Brandon, CEO of Fayette Memorial Hospital reported Fayette Regional Health System is in the process of applying to the State of Indiana to operate a freestanding, limited hours Emergency Department at HealthPlex, located in Brookville. Currently Health Plex offers Primary Care Physicians, Specialty Physicians & Surgeons, Urgent Care 7‐days a week, Diagnostic Imaging, Digital Fluoroscopy and Digital Mammography, Full Service laboratory, Physical Therapy and Other Outpatient Services.
The proposed Emergency Services Facility would enhance emergency care available in Franklin County by Coordinating emergency response, triage and treatment of patients among Franklin County Volunteer EMS, HealthPlex physicians, nursing and ancillary staff, including appropriate transfers to referral hospital facilities. Renovating former urgent care space to meet facility standards for freestanding emergency facilities in Indiana, completion date January 2009. Providing physician, nursing, clinical and clerical staff trained in emergency care. Providing similar clinical equipment found in the Fayette Regional Health System emergency department. Extend facility founds to a minimum of 12 hours per day, seven days per week. Establishing clear protocols and procedures to match clinical care to patient need.
It is important because Franklin County has no hospital, and in an emergency situation, time is of the essence. Earlier intervention would be available in coordination with Franklin County volunteer EMS.
Hollie Sintz moved we sign and send a Letter of Support for Emergency Department at HealthPlex at the next meeting. Carroll Lanning seconds the motion. All in Favor (7). Opposed (0). Motion carried.

ADOPTION OF
2009 BUDGET Jeff Koch moved to adopt the 2009 Proposed Budget. Kenny Rosenberger seconds the motion. All in Favor (7). Opposed (0). Motion carried.
Note: The Adoption of the 2009 Budget was advertised to be approved on September 23, 2008, then continued to October 28, 2008, then continued to November 25, 2008.
COUNTY COUNCIL’S
REVIEW OF TAXING
UNITS BUDGETS
The Franklin County Council reviewed each of the Taxing Unit’s Budgets and gave their approval as was submitted.
ECONOMIC
DEVELOPMENT
Brad Spurlock said he thought about the situation with Economic Development and looking at it, it is really dragging the County down. Personally would like to see a clear slate. Have been reviewing Ordinance 1984‐l. Go back to State Statue with a (3) person Commission. I don’t like the Corporation having our money, should not have been given to them. Freeze all spending for Economic Development.
Butch Williams agrees with Brad, received (2) phones calls last week and will not be a part of a meeting behind closed doors. I will only correspond by email only. This whole thing has been a lack of communication. The statement in the newspaper that certain things cannot be discussed, if you can’t take to the (3) Commissioners or (7) Members of Council, who can you discuss this with. The (3) people setting there and the (7) people here, we have been elected y the people of Franklin County. We work for everyone in the County, the People. It’s been thrown at us, that if we throw out Economic Development, we won’t get River Boat Grant Monies.
Brad Spurlock said don’t know who put this (paid advertisement) in the paper, this is getting out of hand. Hollie Sintz reported that Tom Wilson showed me something that Lowell McMillin has been working on. Support would lead into a (3) person Commission. Tom Wilson would like the Committee to be like the CIC and get facts together. Eric Roberts has reservations, asked that the Commission Law be studied. Brian Bauman, you have power to put someone on the Board. Scott McDonough ‐ Commission should look at what monies is floating out there and getting it back. Carroll Lanning ‐ who would be in charge of the Commission, the Council, Commissioners & Town of Brookville. Butch has one question – until an Ordinance is adopted, 1984 Ordinance is still good, and this Ordinance is still in effect. Eric Roberts presents IC 36‐7‐12, stated in Ordinance, be careful of the power the Commission has. Butch – we have the Ordinance. Carroll Lanning – we need to go back with the (3) person board.
Brad Spurlock makes motion to do this, go with Ordinance 1984‐1, follow the State Statue with the appointment of a (3) Member Commission. Freeze Economic Development Funding until this is done. Carroll Lanning seconds the motion. All in Favor (7). Opposed (0).
Hollie Sintz nominates Butch Williams to the Economic Development Commission. Brad Spurlock seconds the motion. All in Favor (7). Opposed (0). Motion carried. Butch Williams accepts the nomination.
Brad Spurlock asked that County Council sent Letter to Board of Commissioners and Town of Brookville to nominate someone to the Economic Development Commission Board. Jeff Koch said if the Town of Brookville does not appoint someone, then County Council will appoint.
HARRY
GRAVES Harry Graves presented Letters to the County Council and withdrew his request to seek grants for Economic Development. Letters are on file.
NOTICE OF
MEETING Rene Stivers asked that County Council receive Notice of Meeting set for December 2, 2008 @ 7:00 P.M. Trevor Lane, Director of the Southeast Region of the Indiana Economic Development will make presentation on the importance of Economic Development in Indiana.
LONGEVITY Jeff Koch motioned to pay longevity as Sheriff’s Department pays their longevity. Carroll Lanning seconds the motion. All in Favor (7). Opposed (0). Motion carried.
