Donald “Butch” Williams opened the Meeting with the Pledge of Allegiance.
GOVERNMENTAL
CONSULTING
SERVICES Melissa Ambre of Governmental Consulting Services presented a Proposal to Conduct Circuit Breaker Analysis for Franklin County for 2008 pay 2009 and 2009 pay 2010 in the amount of $18,400.00 plus mileage and other expenses. The Analysis would project by taxing district, taxing unit, and at the taxing unit fund level, which areas and taxing units in the county might experience a revenue loss due to the circuit breaker limits on property taxes.
The 2nd part of the Proposal to Conduct Local Option Income Tax (LOIT) Analysis for Franklin County in the amount of $11,600.00. The Analysis would project the impact of the various types of local option income taxes available in relationship to circuit breaker legislation currently in place. Would work with different scenarios to show any potential circuit breaker revenue losses as part of the analysis and reporting that information by taxing district, taxing unit, and by taxing unit funds. The analysis would take 6 – 8 weeks to complete.
ECONOMIC
DEVELOPMENT
Rene’ Stivers, Economic Development Director presented a Letter to the Council and gave report on Economic Development and what is happening in Franklin County.
SHERIFF’S
RETIREMENT Don Smith, Deputy presented to the Council an Amendment to the Franklin County Police Retirement Plan. The Plan currently stated that an Elected Sheriff is vested in the retirement in (8) years. Wanting to amend the Plan to (10) years from (8) years. The amendment needs to be approved per Internal Revenue Code under Section 415. Wording in the amendment also covers the past sheriff, they will be grandfathered in. The plan calls for (10) years to get full benefits and (8) years portion of benefit.
Carroll Lanning moved to accept and sign the Third Amendment to the Franklin County Police Retirement Plan. Jeff Koch seconds. All in Favor (6). Opposed (0). Motion carried.
BILL
SCHIRMER Bill Schirmer presented to the Council a Letter for County Council’s Support to seek “Shovel Ready” certification for his property in South Gate. One of the criteria’s is support from the Commissioners, Council, and Economic Development. Joe Gillespie, County Surveyor is preparing a report that shows all utilities. The Letter will need to be sent to the State Economic Development Office by January 2009. If all criteria is met they will then provide the “Shovel Ready” Certificate. If everyone signs this letter, the Property will need to be re‐zoned for Industry. This does not hold anyone financial liable.
Martha Bergman made motion to sign Letter for Support of Shovel Ready Certification. Jeff Koch seconds. All in Favor (6). Opposed (0). Motion carried.
HARRY
GRAVES Harry Graves gave update on Economic Development. On June 24th gave timeline of events regards to Economic Development and did anyone have questions or comments. Did get (3)documents from Economic Development that contradict each other and have sent letter trying to clarify. Explained the process when BellTech went to Versailles and went to the County Commissioners. Also presented a letter to Council that had been presented to Commissioners on October 16th.
Harry presented an Agreement to the Council dated October 28th between Harry D Graves and Franklin County Council volunteering to seek grants from all government and private sources to promote economic development in Franklin County. Carroll Lanning asked if will be costing the County anything. Harry – No. Kenneth Rosenberger replied not in the position to offer a job, wouldn’t have problem for Harry going out and applying for grants. Butch Williams asked to get back with Harry in 30‐days and will discuss with Commissioners.
MINUTES Martha Bergman moved to accept the Minutes of August 26, 2008 Budget Hearings. Hollie Sintz seconds. All in Favor (6). Opposed (0). Motion carried.
Carroll Lanning moved to accept the Minutes of September 23, 2008. Kenneth Rosenberger seconds the motion. All in Favor (6). Opposed (0). Motion carried.
GOVERNMENTAL
CONSULTING SERVICES
AGREEMENT County Council President, Donald “Butch” Williams signed Agreement with Governmental Consulting Services dated today’s date
To assist the Taxing Unit in conducting financial review of the county units’ major funds. Mr. Eggermann will review the last three year’s financial information to create a fiscal plan for Franklin County.

Sharon Halcomb, County Assessor was present for her request. Reported will not need the full amount put in for Personal Services would like to have $2,500.00 to start training someone on Personnel Property, and then come back at the first of the year. Equipment needed to new copier, fax machine computer, chair, conference table, printer and extra phone which totals $7,962.00.
Susan Jones presented a quote from RBSK for a new server for $8,675.00. Barry Bailey came to change IP Address because of the new phone system and a hard drive had crashed on the old server, he did get it fixed, but doesn’t know for how long. Sharon said this could be paid out of reassessment.

LONGEVITY
PAYOUT Susan Jones, Auditor asked when to pay out the Longevity either on November 26th or December 12th these are weeks in between regular pay weeks. Also presented an Amendment to Personnel Policy Handbook regarding Longevity. It was decided to pay the Longevity on November 26th.
ADOPTION OF 2009 BUDGET
AND REVIEW OF TAXING UNIT
BUDGETS Hollie Sintz moved to continue the Adoption of the 2009 Budget and the Review of Taxing Units Budgets to November 25, 2008. (Note: Had been continued from September 23, 2008 to October 28, 2008 to November 25, 2008). Jeff Koch seconds. All in Favor (6). Opposed (0). Motion carried.
YOUTH BASEBALL
COUNTY PARK Steve Fields presented to the Council a Petition in regards to the Youth Baseball League being charged the cost of a guard prior to the parks opening day. Reported that 300 signatures were collected on one day. Mr. Fields reported that the league had been charged $700.00 for security by the County Park. They pick up the garbage and open and lock the gate. The Baseball League is requesting a key to the County Park to work on the fields and for practices. The start date for this year is the second week of April, would be two weeks before the Park opens.
