 Eric Roberts opened the meeting with the Pledge of Allegiance.

WEEKLY REPORT-             Sharon Halcomb, County Assessor and Susan Jones, County Auditor had nothing new to report.  Rebecca Oglesby, County Treasurer reported they will be mailing tax statement in (2) weeks.

 SRI TAX SALE SUPPORT SERVICES ADDENDUM– The Addendum for the Tax Sale Support Services Contract with SRI had been presented at the last meeting.  Don VonderMeulen has wanted Rebecca Oglesby, County Treasurer’s input on the Addendum.  Becky question the Contract since it was signed by the prior Auditor and (2) prior Commissioners, that the County should sign a new contract.  Becky says she is okay with SRI, the Auditor’s Office worked with them on the majority of the tax sale.  Susan Jones will contact SRI for a new contract.

 CEI SECURITY PANIC BUTTONS-Rebecca Oglesby reported she had contacted Fayette County and CEI’s Security System worked well in their County.  The proposal submitted by CEI is quoted for (10) Security Buttons for $1,448.25.  The System can support (32) buttons.

 Don VonderMeulen motions to go with CEI for the Government Center Security System.  Tom Wilson seconds the motion.  Eric Roberts, All in Favor.  Motion carried. 

 MINUTES- Tom Wilson motions to accept the May 18, 2009 Minutes.  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

REPAIRS FOR COUNTY ROAD – Tom Wilson asked if anyone knew when O’Mara was going to start repair work on County Roads damaged during the construction of the pipeline by REX.  Tom also asked about ditching and repairing culverts damaged.  Eric Roberts reported he and Chester Ball had driven around inspecting the Roads.  O,Mara did not want to do the ditching and did not want to start the repairs until REX was done with construction of the pipeline.

 CLAIMS                –Tom Wilson motions to approve the Claims.  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

 METAMORA MAIN STREET PROJECT-The Commissioners had received letters from Dorothy Riley and Steve Collier reporting buildings are being damaged by water not draining and ponding on the Main Street in Metamora.  Steve Collier reported he had heard about the Study proposing a green space.  Mr. Collier would like to know the logic on doing the whole town.  He had sent a letter last year with concerns with the drainage issues.  The Green Space is a great idea, but urges the Commissioners to precede with the drainage plan that Joe Gillespie, County Surveyor had proposed between Columbia and Bane Streets.  Tom Wilson feels it should be extended to Dorothy Riley’s property.  Joe Gillespie asked if we can meet at the site with Eddie Finley of Rohe Company to finalize the plan.  Rohe Company is planning to proceed July 1st with the project.

Eric Roberts said the presentation done (2) weeks ago, it may be a good project for a new construction, but we’re looking at a paved area that don’t have room for trees and green space and we don’t own the property.  We need to look at a more traditional way of draining the water.  Don VonerMeulen concern is the road and not putting in pipes and letting the water draining down the road and dispensing into property owners yards.  Need to keep it out of people’s homes and businesses, the concern is putting pipe in and dispensing in one place.  Tom Wilson reported we don’t want to run water on someone else, you will have people in here.  Need to put a pipe in and drain it away, its sandy ground and water will dispense quickly.  Joe Gillespie reported a small drainage tile could solve the problem.  Not opposed to reshaping street, but will need some type of pipes installed to drain the water to the pipes in the ditch.  Joe will contact Eddie Finley to meet at the site.

 WARREN SUDOFF-Warren Sudoff introduced himself and is interested in the County Highway Position.  Mr. Sudoff is from Fayette County and was County Highway Engineer in Wayne County and also worked for Connersville Engineering.  Has worked on bridge projects and had tried to replace 2/3 a year, worked with federal aid bridge projects and designed small structures in house.  Has also done inspection engineering for federal aid construction projects, County was reimbursed for salary and expenses.  He did have an assistant.  Tom Wilson asked if he had dealt any with low water crossings.  He did, but had not designed one.  Eric Roberts said they have his resume’ and thanked him for coming in.  We will be setting up an interview process.

 MDI  ANTIVIRUS PROPOSAL- MDI had reported that they had checked on the County’s Antivirus Licenses and only found (15) licenses that had been located in the Courthouse and none in the Government Center.  MDI had counted approximately 90 devices (servers and PC) in both buildings.  The cost per license is $27.25 for a total of $2,053.75 and is renewable every year.  The County needs to purchase approximately 75 more licenses.  Don VonderMeulen and Eric Roberts suggest that each office take care of their own.  We also need to get a better handle on how many devices we have.

 MDI had also reported the Security Center had requested (18) additional e-mail address.  MDI had quoted $550.00 to do the switching of email address.  The price would go to $935.00 for the additional e-mail addresses.  Dale Maxie had reported they could pay the added cost.

LPA CLAIM VOUCHER FOR SIGN PROJECT- LPA Claim Voucher No. 9 had been presented for approval and to be sent to INDOT for reimbursement for the Programmic Sign Improvement Project in the amount of $51,485.50.

Don VonderMeulen motioned for Eric Roberts to sign LPA Claim Voucher.  Tom Wilson seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

STONE HOUSE ROAD PROJECT- The Commissioners had received a Report from George Hartman and the Stone House Road Stabilization Project is complete and has been constructed to Natural Resources Conservation Services Standards.  George and Ray Reese had meet with Tyler Martindale and Clint Harrison of NRCS for the Final Inspection.  Franklin County now must complete Form SF-270, sign and submit with copies of all material tickets and invoices to Clint Harrison.  Upon approval of these documents by NRCS, they will pay 75% of the approved costs, not to exceed $75,010.84.

 VANETTA ROAD PROJECT– It was reported that a temporary plate had been installed over the small structure on Vanetta Road.  George Hartman has recommended that this small structure be replaced and to get with him for the design he had put together.

TONY SCHWAB ECONOMIC DEVELOPMENT DIRECTOR- The Commissioners had welcomed Tony Schwab, the new Economic Development Director.  Mr. Schwab reported the Economic Development Website will be setup as soon as possible.

 PAYROLL- Tom Wilson motion to approve Payroll.  (Tom mentioned that Time Card for Tracy Lightfield is missing and needs to be submitted).  Eric Roberts seconds the motion.  Don VonderMeulen, All in Favor.  Motion carried.  (Note:  Susan Jones, Auditor does not agree with how comp time is computed for E-911 after time card was submitted, as it does now comply with the Personnel Policy, therefore does not approve payroll as submitted).
