 Eric Roberts opened the meeting with the Pledge of Allegiance.

WEEKLY REPORT- Sharon Halcomb, County Assessor had nothing new to report.  Susan Jones, County Auditor had nothing new to report in her office, but mentioned that the Treasurer’s Office had started to put postage on the tax statements to be mailed on Friday, June 12, 2009.

MINUTES- Don VonderMeulen motioned to approve the Minutes of May 26, 2009.  Eric Roberts seconds the motion.  Tom Wilson abstained.  Motion carried.

CLERK’S REPORT- Tom Wilson motioned to acknowledge the Clerk’s Report for May 2009.  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

2009 REPORT ON CONDITION OF SCHOOL FUNDS- Tom Wilson motioned for Commissioners to sign the 2009 Report on Condition of School Funds.  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.


Ryan Stout with DigitalBridge Maxx reported they are getting ready to submit a Grant Proposal to service Metamora with High Speed Internet.  They are requesting a letter of support from the Commissioners.  The grant is based on several criteria, that the Community does not have high speed internet service, including DSL, Cable or a Wireless Internet Service Provider.  Also if they are awarded the grant, they plan to allow the community access to server computer terminals that are equipped with High Speed Internet Access at a Community Center for (2) years without charge.  Tom Wilson reported a representative was here a couple of weeks ago and they were looking at the whole County.  Ryan Stout reported they are starting with Metamora, since they have no internet service, there would be then a tower outside of Metamora.  With doing Metamora first, we can do the Historic District which is one of the criteria’s in applying for the grant.  If the grant is approved service will be put in as soon as possible.  It depends if a tower will need to be built or not.  If it does it would take approximately 6-months and a couple of months after that.  We are looking at a couple of different sites; Hoosier Hills Water is one and one other property.  Steve Collier reported he had been checking for high speed internet service and there is none available, there are people who want it.  Ryan Stout reported that the grant would be through USDA and would be a part of a Stimulus Package.  Sara Duffy asked if they have looked at the Cedar Grove area for high speed internet service.  It was reported this is another area where service is not available.  Mr. Stout said he would look into other areas.  A Letter of Support will be prepared and available for the Commissioners signature at next week’s meeting.

 HANDBOOK OVERTIME/ COMP TIME-Don VonderMeulen reported we need to amend our Personnel Policy Handbook for Overtime/Comp time Compensation for E-911.  The policy is written Overtime for the Communications/E-911 is defined as those hours worked for which compensation is made in excess of forty (40) hours in a seven (7) day work week.  Don reported we stay with the policy we currently follow and amend the handbook.  Eric Roberts says remove the hours worked and replace with as those hours for which compensation is made.  Eric reported we have given a list of concerns we have to Gene Stewart and would like to see what he recommends.  Tom Wilson would like to check the policies with other counties.

CEI CONTRACT FOR SECURITY BUTTONS- Don VonderMeulen moved for Eric Roberts to sign Contract with CEI (Communications Electronics, Inc.) for Security Panic Button in the Government Center for $1,448.25.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

 RESOLUTION 2009-20 DISASTER  RECOVERY PLAN FOR FRANKLIN COUNTY- Susan Jones, Auditor presented a Disaster Recovery Plan for Franklin County.  The plan is to avoid destruction of records and documents of Franklin County Government for the Assessor, Auditor and Treasurer Offices in regards to backup tapes and storage, contact information for software vendors and officials in the case of a catastrophe.

Don VonderMeulen motioned to adopt Resolution 2009-20 Disaster Recovery Plan for Franklin County.  Tom Wilson seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

VANETTA ROAD LOW WATER CROSSING LA 1801- Eric Roberts reported George Hartman is recommending we replace the Low Water Crossing on Vanetta Road for safety reasons as soon as possible.  George has also recommended that the Commissioners purchase the steel bridge proposed E & H Bridge and Grating, Inc for $48,273.67.  It has been proposed that the Low Water Crossing be replaced with an all steel bridge 35’ length x 24’ width.  New concrete abutments are to be constructed on a 25 degree right skew angle.  Joe Ballenger had proposed to donate equipment for the removal of the existing structure and replacement of the new.  Mr. Ballenger had asked that the County pay for the operator.  The installation of the bridge would be done by County Highway Employees and materials would be paid for by the County.  Tom Wilson reported this replacement needs to be done before school starts.  George Hartman has recommended that the structure not be replaced with an aluminum culvert pipe, which it will not hold up.

Tom Wilson motioned that we do purchase the bridge from E & H Bridge & Grating for $48,273.67.  No second was made.  Motion died.                                      

Don VonderMeulen wants to know what the final cost would be and is funds available.  Tom Wilson reported he had talked to Hollie Sintz, Highway Clerk and will have funds available.  Don said we need to check with George and see if he has a set of plans together and if he has a cost estimate.  Tom Wilson reported he will get with George this week and with Hollie to see what funds are available.

UTILITY CLAIMS- Tom Wilson motions to approve the Utility Claims (dated June 8th).  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.


Daryl Kramer – With your discussion on overtime.  He does not want taxes raised, but if you are paying a certain way, you need to keep it that way and change the handbook to read that way.

John Estridge – Asked to explain why we are taking a recess from nightly meetings.  Tom Wilson reported he likes the night meetings.  Don VonderMeulen said he thoughts we were going into warmer weather and attendance was low and is a inconvenience for some to be here.  John Estridge asked Don, are you in a golf league on Monday Nights.  Don reported yes.  John asked if that was a influence in your decision.  Don said no.   

Scott McDonough – As for the night meetings, don’t know what the attendance is, not right to justify cutting out the nightly meetings.  Eric Roberts reported doesn’t see if fit through the summertime, there are other conflicts with other Officials, Susan Jones has meeting conflicts and is an inconvenience for her to come to the nightly meetings.  Susan Jones said don’t put me in this, I have no problem with nightly meetings.

 Daryl Kramer – Reported on his position with APC and CIC that he has attended meetings and voted on issues.  The CIC is nearing completion on their portion and will be reviewing.  Looking to have the report to you before July.

 PUBLIC TRANSPORTATION REIMBURSEMENT CLAIM- Don VonderMeulen moved we approve the Reimbursement Claim for Public Transportation.  Tom Wilson seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

METAMORA MAIN STREET PROJECT-Joe Gillespie, County Surveyor reported the Topo Survey for the Proposed Metamora Main Street Project.  Project calls for grinding and resurfacing the road from East of the Bridge that crosses the canal to the eastern edge of Duck Creek Crossing.  There would be a 5% grade clear through the project to drain the water.  Plans are to install a 24 inch pipe near the western bank of Duck Creek, installing storm water inlets/outlets.  The Plans will acquire some right-of-way from Underwoods, it could be temporary.  Tom Wilson interested in seeing the cost on the proposal.  Eric Roberts asked that it be broken down into options and pipes be priced separate.  Eric asked how much rain fall will the pipe take.  Joe reported it is designed on the 10-year storm water run-off.  Joe said it’s not going to solve all the water problems in front of the Bane’s house with the rock sidewalks that exist.  Don VonderMeulen mentioned the water that is ponding near the firehouse.  Joe will review.
