FRANKLIN COUNTY COMMISSIONERS MEETING

MEMORANDUM & MINUTES

May 11, 2009 @ 9:00 A.M.

Commissioners/Council Public Meeting Room

 Eric Roberts opened the meeting with the Pledge of Allegiance

WEEKLY REPORT– Sharon Halcomb, Assessor reported she is at the same stage as last week with Personal Property and wanting to thank the newspaper for getting the word out for the May 15th deadline for have the Personal Property Forms filed in her office.  The Contractor will also be working on Brookville Corporation for New Construction in the next 2 weeks.

Susan Jones, Auditor reported that the Tax Collection dates are July 10 and November 10 for the year.  The July 10th has been confirmed by DLGF.  Our office is working on Correction of Errors, should finish these up within the next couple of days.  Then the Treasurer’s Office will need to post the advance tax payments before we can print tax statements.  The Rate Sheet has been sent to the Newspaper Office for the 3 week advertisement.

 METAMORA MAIN STREET PROJECT– Joe Gillespie, County Surveyor and Eddie Finley of Rohe Company, who had visited the project site for the Metamora Main Street Project many times to come along to the meeting today.  Joe reported he and Eric Roberts had attended last month’s Commissioners Council on Historic Metamora and were request to extend the project east and west of the original project.  The original project is 340 feet from Columbia Street to Bane Street.  Requesting to extend to the east approximately 215 feet from the Bridge at Columbia Street to Duck Creek Crossing and to the west from Bane Street to the east line of Duck Creek.  Joe reported the residents and shop owners have taken care of their own drainage problems to drain the water.  If a Storm Sewer Drainage System is put in it would take care of all their issues.  Don VonderMeulen had recommended an Engineer to put a plan together and she has been reviewing the area.  She would like to be put on next week agenda.  Joe had asked Eddie Finley of Rohe Company to take core boring samples last year and they had done it at no cost.  Joe mentioned he had said that Rohe Company would do the paving in exchange for their work and hopes the Commissioner go with this agreement.  Steve Collier  of Metamora had mentioned the (2) reasons why the Main Street Project was started was for the safety of the visitors coming to Metamora and the Historic Building Structures with keeping the water away from the buildings.   

SNOWHILL COVERED BRIDGE 102 R0W-  Joe Gillespie, Surveyor had reported that the Right-of-Way Certification had been sent to INDOT for the Snowhill Covered Bridge 102 Right-of-Way this past Friday. 

 PANIC BUTTONS- Rebecca Oglesby, Treasurer had requested a Panic Button in her office.  The Commissioners has asked for a quote from ETC.  It was also suggested by Eric Roberts if the new phone system could be used in some way.  Doug Flaspohler, Custodian is looking into contacting the Company that had put in the system in the courthouse several years ago.  The Court System has an alarm system and don’t want to change.  Doug is checking on that system for the Government Center and what is needed.

MINUTES– Don VonderMeulen motioned to approve the Minutes of the Executive Session on May 4, 2009 and Regular Meeting of May 4, 2009.  Tom Wilson seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

 CLERKS REPORT- Tom Wilson motioned to acknowledge the Clerk’s Report for the Month of April 2009.  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

GRANT FROM LAWRENCEBURG CITY FOR SPERRY & RICEINTERLOCAL AGREEMENT CITY OF LAWBG AND FC- Eric Roberts reads the letter the Commissioners had received a Letter from Tom Steidel, City Manager for the City of Lawrenceburg saying the Grant Application for Sperry & Rice Manufacturing Company had been approved at the $300,000.00 level based upon the grant application that was recently received.  Those funds have been now set aside for use by Sperry & Rice to use for their product line expansion.

In order to complete the grant process and begin receiving funds the County Commission must pass appropriate legislation to allow for acceptance of the grant and to commit to use the funds only for the purposes that were approved.  In addition, the President of the Board of Commissioners must return a signed copy of the Inter-Local Agreement.

Once the paperwork is completed, the President of the Board of Commissioners or the Economic Development Representatives can process documentation of funds expended for approved items under your signature and we will provide payment.

Don VonderMeulen reported that Sperry & Rice had not asked for an abatement, but Batesville Tool & Die did ask for an abatement.  Batesville Tool & Die had also been awarded a Grant through the City of Lawrenceburg.  The City of Batesville had been their sponsor.

Tom Wilson motioned for Eric Roberts to sign the Interlocal Agreement between the City of Lawrenceburg and Franklin County.  Don VonderMeulen seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

 Gene Stewart will get in contact with Tom Steidel and check if a Resolution needs to be prepared that must be passed for the acceptance of the Grant.

 IT SUPPORT– Don VonderMeulen reported at the last weeks IT Meeting, it was recommended by the Committee to contact MidWest Data, Inc. (MDI) to get a contract from them for the period of June 1st through December 31st, 2009.  There were good comments for both RBSK and MDI.  Summit Computer Systems, Inc. from Richmond had also put in a proposal and spoke to the group on Wednesday.  Eric Roberts suggest in September/October we will need to review the IT Support for 2010.  The Contract amount $2,625.00 for the rest of this year would be paid out of the Commissioners Budget.

Eric Roberts moved we sign the Agreement with MDI for the balance of this year.  Don VonderMeulen asked if we wanted to sign this agreement before we meet on Wednesday in case there are any changes.  Eric Roberts rescinded his motion.

VANETTA ROAD CULVERT LA-1801-Tom Wilson had asked that Joe Ballenger to come to today’s meeting, but was unable to.  Tom wanted to discuss the Vanetta Road culvert replacement LA-1801 project.  Tom had presented estimated prices from CPI Supply for box culvert.  It was suggested that George review this culvert if repairs are necessary.

MORGAN ROAD SMALL STRUCTURE- Eric Roberts reported he has visited Morgan Road this past week and the small structure on this road has a beam that is rusted through and would like George to inspect.

 SMALL CULVERTS AND BRIDGES- Eric Roberts suggested that we put a list of projects together for next year and get estimates and then make decision on what project can be done next year.  Eric had also asked that Steve Meyer look at the small culverts and bridges that have low deficiency ratings and also put that list together.

 CLAIMS– Tom Wilson motioned to approve the Utility Claims and Claim for Reimbursement for Public Transportation.  Eric Roberts seconds the motion.  Don VonderMeulen, All in Favor.  Motion carried.

DISTRICT 9 PLANNING MTG- Eric Roberts reported that Thursday, May 14th there is a District 9 Planning Meeting for Indiana Homeland Security in Madison.  Eric reported he will be attending the meeting and looks that someone from Franklin County will need to be appointed for this Board to represent Franklin County.  Eric is suggesting that Ed Hollenbach, EMA Director be nominated and asked if Tom and Don are in agreement.  Tom and Don were in favor.

 WATER HEATERS AT SECURITY CENTER- Don VonderMeulen reported that he had been contacted by Mike Johnson from the Security Center and reported that one of the hot water heaters at the Security Center had stopped working.  He had contacted Ludwig’s and their recommendation is that both of the hot water heaters be replace, since they were both put in at the same time.  In order to install these hot water heaters a wall will need to be removed.  Mike Johnson has suggested instead of replacing the wall that double doors be put in.  Mike is working on getting quotes.

REGION 9 WORKFORCE BOARD MEETING- Don VonderMeulen reported that there is a Region 9 Workforce Board Meeting with the CEO on May 28th in Osgood.  The purpose of the meeting is to nominate a district representative to represent them in Indianapolis.  Don is unable to attend this meeting and has asked if Tom or Eric could attend.  They will check their schedules.

 ORGANIZATIONAL CHART FOR HIGHWAY DEPARTMENT– Don VonderMeulen reported he had mentioned approximately 1 ½ years ago he had brought up the subject of an Organizational Chart for the Highway Department for a chain of command.  Since we are in the process of hiring a new Highway Engineer we may want to look at putting this in place.  Don had done some research and got ideas from other Counties and passed out his recommendation.  There was a lengthy discussion on with Don’s recommendation and the subject of hiring a Highway Supervisor was talked about.  Tom Wilson said he speaks to his Foreman everyday and is kept up on what is going on and we discuss what needs to be done.  Eric Roberts stated he does not want the new engineer hiding out at the pit area at the Highway Engineers Office, wants him in an accessible office.  Eric asked Gene if putting an employee/highway engineer in an exempt or non-exempt status and if you make them aware of your expectations up front.  Gene said yes, also stated that Indiana Employees are At- Will Employees and can dismiss employee at any time and is a believer of having a contract with a person.

 PUBLIC COMMENT– John Estridge stated with being a tax payer does not want the County to spend the funds on a Highway Supervisor, I have there when that was done in the past and it did not work.
