Eric Roberts opened the meeting with the Pledge of Allegiance.

WEEKLYREPORT- Sharon Halcomb, County Assessor reported they have begun working on 2009 pay 2010 New Construction and are working in Bath, Blooming Grove and Laurel Townships.

 Susan Jones, County Auditor reported the Tax Statements have been printed and are in the Treasurer’s Office to be processed for mailing.

 PUBLIC TRANSPORTATION STIMULUS GRANT FUNDING– Cathy Pelsor, Director of Public Transportation reported the Application for the 2009 American Recovery and Reinvestment Act Grant had been approved for $215,500 everything was approved except the Pole Barn Building.  Approved was (4) 30’ Bus (STV) replacing (3) vehicles and adding (1) expanding the fleet.  Also included are Security Equipment, Copier and Radio Equipment.  Cathy presented the 5311 Grant Agreement for ARRA Funded Projects with INDOT for the Commissioners Approval.

Cathy reported they are looking to submit an application for the Pole Barn for the next round of stimulus funding.  It was said INDOT was not sure on how to handle the building; it may need to be designed by an Engineer.

 PUBLIC TRANSPORTATION CAPITAL PROJECT QUARTERLY REIMBURSEMENT-Cathy Pelsor had also presented the Claim Voucher for Reimbursement for Federal and State Funds for the 2nd Quarter Reimbursement for a Small Bus with Lift (STV) replacement.  The new vehicle had been ordered.                                             

Don VonderMeulen moved that Eric Roberts sign both the Grant Agreement for the new vehicles and equipment and Claim Voucher for Reimbursement of Funding for new vehicle.  Eric Roberts seconds the motion.  All in Favor.  Motion carried.

OFFICIALS BOND GEORGE HARTMAN- Don VonderMeulen motioned to sign and pay $100 for fee for the Officials Bond for George Hartman, Highway Engineer in the amount of $8,500 for the period of September 1, 2008 through September 1,2 009.  Eric Roberts seconds.  All in Favor.  Motion carried.

HIGHWAY 2008 ANNUAL REPORT- Eric Roberts mentioned that we need to review the County Highway Mileage this coming year to make sure it’s correct.   

Eric Roberts moved we sign the 2008 Highway Report.  Don VonderMeulen asked Susan Jones, Auditor if distribution amounts were correct, along with balances.  Eric Roberts rescinded his motion.

 Balances were check with Auditor’s Office.  Eric Roberts moved we sign the 2008 Highway Operations Report.  Don VonderMeulen, All in Favor.  Motion carried.       

SRI TAX SALE ADDENDUM- Joe Edwards of SRI had presented an Addendum to the SRI Services Master Agreement between SRI, Incorporated and Franklin County that was signed in 2001.  The last Tax Sale held in Franklin County was in 2006.  Mr. Edwards reported the Fees and Expenses had risen from $60.00 to $65.00 per parcel for 2009.  There has also been changes in the Tax Sale Laws.  The County is no charged the Fee, the fee would be charged to the property, if taxes are not paid and is advertised for tax sale.  Looking to hold the tax sale in late October.  Don VonderMeulen reported he will talk to Becky Oglesby, County Treasurer and sign the Addendum next week.

CEI SECURITY BUTTONS- Ron Best of Communications Electronics, Inc. (CEI) had presented a Proposal for the Franklin County Security Center.  Proposing to install a wireless security system with 10 panic switches.  The system would use the existing fire alarm monitoring account for alarm reporting.  The system reports to a monitoring station which call the Franklin County Central Dispatch and reports the alarm.  The total installation for equipment is $1,448.25.  The system has the capacity for 32 buttons.  CEI currently has the security system at the Highway Department. 

 Eric Roberts motions to take proposal from CEI under advisement.  Don VonderMeulen seconds.  All in Favor.  Motion carried.

 ANDERSONVILLE PRELIMINARY ENGINEERING REPORT- Ethel Morgan of Home Town Engineering reported the Preliminary Engineering Report has been completed for Water, Waste Water and Stormwater Drainage.

Project Need for Wastewater – Individual septic tanks and absorption fields.  Small Lot sizes.  Inadequate soils for absorption fields.  Over 25% of the homes are discharging partially treated wastewater to local ditches and streams.  Project Need for Water – Individual wells.  23 out of 24 wells tested in 2007 were positive for total or fecal soliform.  Poor soils for groundwater supplies.  Project Need for Stormwater – No County regulated drains.  Overland flow into drainage ditches or swales.  Stormwater ponding in several areas around the community.  INDOT culverts need cleaning.

Future Situation – Population Projection – 156 people in 2030 based on historical growth.  Projected Flows for Wastewater – Average 15,600 gpd.  Peak 51,360 gpd.  Proposed Plant capacity 20,000.  Projected Flows for Water – Average 12,480 gpd.  Peak 24,960 gpd.  Projected Flows for Stormwater – Design storm 24 hour, 10 year storm.         

Alternatives Considered – Wastewater No Action, Gravity Collection, Septic Tank Effluent Pumping, Low Pressure Pumping System, Vacuum Collection System, Mechanical Plant, Regionalization with Laurel, Facultative Lagoon System and On Site Treatment – Recirculating Media Filter to Drip Irrigation.  Alternatives Considered for Water.  No Action, Regionalization with Laurel and Service by Hoosier Hills.  Alternatives for Stormwater.  No Action, Drainage Piping, Ditches and Swales.

Recommended Alternatives for Wastewater.  Gravity Collection System and Controlled Discharge Lagoon Treatment.  Recommended Alternatives for Water.  Service by Hoosier Hills.  Recommendation Alternative for Stormwater.  Drainage Piping.

Costs for Wastewater.  $2,210,000 – IOCRA Grant, RD Grant and Loan.  $103 per month per user.  Costs for Water.  $40 per month per user.  Costs for Stormwater.  $345,400 – IOCRA Grant.

Recommendation for Wastewater – Move forward with forming a Regional Sewer District.  Recommendation for Water – Begin negotiations with Hoosier Hills.  Recommendation for Stormwater – Move forward with IOCRA grant application, County Regulated Drain and Begin discussions with INDOT for cleaning highway culverts.

Ethel Morgan reported a Public Hearing date needs to be set to present the Draft Plan to the Residents of Andersonville.  Dates available are June 4, June 10, June 11, June 15 or June 15.  Public Hearing date was not set, Don would like for Tom Wilson to set the date.

WHITEWATER VALLEY REGIONAL INTERPRETIVE PARK- Don VonderMeulen presented a Letter from IDEM for the documents that need to be signed in regards to the Environmental Review and impact to the environment.  A Letter also needs to sent to surrounding property owners or interested parties for the Whitewater Valley Regional Interpretive Park.  Franklin County and Whitewater Canal Byway Association are requesting Transportation Enhancement funds to acquire 33.045 acres located on U.S. 52 in Metamora, Franklin County.  The Property will be used for the development of Whitewater Valley Regional Interpretive Park.  The development will include a visitor center, museum and interpretive center.  Additional amenities of the property include camping facilities, meeting, event and banquet facilities, and hospitality resources for hikers and bicyclists traveling through the area.  The project will utilize preexisting buildings.  No new construction is planned for this project.   

Eric Roberts moved that Don VonderMeulen sign letter to IDEM for Transportation Enhancement Funds.  Don VonderMeulen seconds.  All in Favor.  Motion carried.

COURTHOUSE LANDSCAPING-Don VonderMeulen mentioned that Doug Flaspoher asked about landscaping around the Courthouse.  It was recommended to tear out the old scrubs and put in new.  Don had asked that Eric check out.  It was decided to have Doug get quotes for the Commissioners to review.

STONEHOUSE ROAD GUARDRAIL- Don VonderMeulen motioned to approve the quote from James Drew Corporation for Guardrail for the Stonehouse Road Project.  George Hartman had recommended.  Total price is $6,848.05 to include all equipment, material and labor necessary to complete the installation.  Eric Roberts seconds.  All in Favor.  Motion carried.
