May 4, 2009 Meeting Minutes

County Auditor:  Susan A Jones (9:00 was attending court hearing on tax sale that was to start at 9:00       received notice, but was not on docket for hearing, returned 10:45)

Deputy Auditor:   Vicky Neeley (9:00 – 10:45)

Commissioners Secretary:   Carol Westerman

Eric Roberts opened the meeting with the Pledge of Allegiance. 

WEEKLY REPORT – Sharon Halcomb, Assessor reported Nexus Group has started to work on the new construction.  Has concerns with Personal Property since the Trustees aren’t doing it this year, they used to visit or call the taxpayers about their personal Property.  If the Personal Property is turned in last, would get a late fee charge of $25.00.  Sharon had put a notice in the paper.  Eric Roberts questioned Sharon if she could hire the Trustees to help with the Personal Property.  Vicky Neeley, Deputy Auditor reported the office had received tax rates and is going good, looking at a July 10 and November 10 tax deadline for collection of taxes.  Eric Roberts reported he had talked to Phil Harsh in regards to giving computer training classes for employees, could possibly set up in Government Center. 

MINUTES- Don VonderMeulen motioned to approve Commissioners Minutes (April 27, 2009).  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.    

CLAIMS- Don VonderMeulen questioned the Claim for Tracy Lightfield for $563.00, it was for travel.  Eric Roberts made motion to approve the Claims (May 4, 2009).  Tom Wilson seconds.  Don VonderMeulen, All in Favor.  Motion carried.

REX- Barry Moorman of Price Construction gave update for the REX Pipeline and reported that the pipe under the river has been completed.  Will be working on restoration, but will have to wait until it dries out.  The pressure testing of the lines will take 30 – 45 days – 2 months to complete.  Tom Wilson is concerned about the pot holes.  Barry reported they are grading some of the roads and filling in holes on Snake Road and others around Stipps Hill Road.

RAILFENCE ROAD BRIDGES 110 & 111- Eric Roberts mentioned the Distress Road Fund Agreement that needs to be resigned for Railfence Road Bridge 110 & 111, Replacement of bridge and slab replacement, had been misplaced by INDOT and are asking for another to be resigned.  The County has a copy of the Agreement that had been signed October 8, 2008. 

Eric Roberts motioned to sign the Distress Road Fund Agreement (Railfence Road Bridge 110 & 111).  Tom Wilson seconds.  Don VonderMeulen, All in favor.  Motion carried. 

PIPE CREEK BRIDGE 48-  Eric Roberts reported the County had received a LPA Contract with INDOT for Pipe Creek Bridge 48. Reported the Contract needs to be revised.  The maximum amount of federal funds allocated to the project should be $879,000 and not $400,000 as shown on Attachment D page 1 of 3.  Franklin County Bridge #48 was awarded by INDOT yesterday, an additional $479,000 of federal aid.

INTERPRETIVE PARK TE GRANT QUARTERLY REPORT- Eric Roberts motioned to have Don VonderMeulen sign the Transportation Enhancement (TE) Quarterly Report for the Interpretive Park.  Don VonderMeulen seconds the motion.  Tom Wilson, All in Favor.  Motion carried.

GEORGE HARTMAN HIGHWAY ENGINEER- It was reported that George Hartman had worked 10 hours on Friday, May 1, 2009 as part-time and to be paid $28.10 @ hour.  These hours have been included on today’s payroll.  Eric Roberts reported that George does not need to attend the Commissioners that he just needs to fax a report.    Tom Wilson reported he had talked to Gene Stewart in regards to George’s Exchange Time and per agreement signed between George and Commissioners signed on September 15, 1997 should be paid according to agreement.  George’s start was discussed,  George had documented on his service record card that his beginning date of employment was January 1, 1996 and he had also put this date on the Affidavit he had signed that was submitted to the State for the $20,000.00 Reimbursement of Highway Engineer Salary.  George did start in March 1995, but was considered part-time. 

 IT SUPPORT- Don VonderMeulen reported there will be an IT Meeting to discuss the (2) Proposals that had been submitted.  RBSK from Greensburg and MDI of Lawrenceburg had presented proposals and wanted to know Eric and Tom’s thoughts.  Eric said the staff likes RBSK, but MDI has good recommendations and good prices.  Don said issues are how to pay them.  MDI has an agreement to work with, but would need additional monies.  Don said if the offices wanted RBSK maybe he could come up with similar agreement as MDI’s.

PAYROLL- Tom Wilson questioned the E-911 and does not understand the Director’s hours put in for herself and Assistant.  Hours were discussed and how the hours were figured and totaled.  Talked about changing the handbook concerning overtime pay.  Don VonderMeulen said if someone took vacation, then they get called I to work, they won’t get paid overtime pay, if they have to work. 

Don VonderMeulen made motion to approve the payroll and exchange time for George Hartman.  Tom Wilson seconds the motion.  Eric Roberts, All in Favor.  Motion carried.

RESTROOM AT REUSE IT STORE- Kenny Rosenberger requested a restroom be installed at the Re Use It Store located near the Recycling Center.  Don VonderMeulen said it would be nice to have water at one of the buildings.  Eric Roberts said there is a restroom at the Highway Engineers Office.  Tom reported they are planning on installing at the location were Kenny has requested.

 SNOWHILL COVERED BRIDGE 102- Joe Gillespie, County Surveyor reported that the Snowhill Covered Bridge 102 is on the endangered list.  The Right-of-Way for the Rehabilitation Project has been certified and needed to be certified before May 15th to have an August Bid Letting.

 RIGHT-OF-WAY PIPE CREEK BR 48 BLUE CREEK BR 94-Joe Gillespie also reported he is working getting the Right-of-Way for Pipe Creek Bridge 48 and Blue Creek Bridge 94 certified.

 PERSONAL POLICY HANDBOOK-Gene Stewart reported he is working on redrafting the Personal Policy handbook.  The Commissioners may want to contact the department and get their input, if we are making changes; we need to do it now.  Eric Roberts said we need to look at Highway, E-911 and Security Center, they have different working situations, then the Courthouse and Government Center.

 ATV’S- Don VonderMeulen asked Gene Stewart about the email he had sent him last week and what is the law on ATV’s.  Gene replied with the letter that was brought in, the Laws are set by the State and the laws are in place.  If the County wants to do something that is their discretion.  If someone gets a Farm Permit from DNR, cannot just be on county roads unless it’s for what it was specifically for.  Could get Fine and would be a Class C Infraction.

PUBLIC COMMENT- Jerry Harnishfeger reported that he had somehow inherited a trash truck on their private road (Paulanna Circle off of Deer Ridge Road).  Had reported that someone at the Highway Department had told the Trash Collection Company (CGS) that the road is a public road and they could go on that road.  In the past residents would put their trash at the end of their road on the County Road for trash collection.  Gene Stewart will sent CGS a Letter and explain to them that Paulanna Circle is a private road.
