Eric Roberts opened the meeting with the Pledge of Allegiance.
WEEKLY REPORT Susan Jones, Auditor reported that all taxing units are balanced between the Assessor and Auditor’s Offices. We are in the process of taking off deductions that need to be removed and adding on the new that had been filed this past year. Sharon Halcomb, Assessor reported that she will be getting ready to submit her information to DLGF to get compliant.
PUBLIC TRANSPORTATION 3RD QUARTER REIMBURSEMENT Cathy Pelsor, Director of Public Transportation submitted the 3rd Quarter Reimbursement of State and Federal Funds. Total expenses for the period totaling $138,495. Total Reimbursement totals $86,035.00.
2010 SECTION 5311 GRANT & STIMULUS FUNDING Cathy also presented the 2010 Section 5311 and PMTF Operating Assistance Grant for Public Transportation. The INDOT Grant Number for the Agreement if 18028190 needs to be signed by the Commissioners. Cathy explained that there will not be a Capital Project Budget in 2010, that they had received Stimulus Funding and had received funds for (4) newVehicles. Cathy also reported there are new Stimulus Funds available; this is funds left over from the last round. They had projected $75,000 for a pole barn type structure and had received word form INDOT that it would not be a substantial type building to house their vehicles. They had projected $249,000.00 for the project, going from a 15,000 square foot building to a 30,000 square foot building. This building would house more of their vehicles. Funds projected for Franklin County is $381,000, it could be more.
Tom Wilson motioned for Eric Roberts to sign the 3rd Quarter Reimbursement and we sign the 2010 Section 5311 Grant for Public Transportation. Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
TREASURERS REPORT Don VonderMeulen motioned to acknowledge the Treasurer’s Report (September 2009). Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
2010 BIDS FOR SUPPLIES Bid Specifications had been presented for Supplies for 2010. Eric Roberts suggest the Tires not be included in the Bid Specifications, we are getting state pricing and would have more flexibility in purchasing tires. Also suggested that a Certified Check or Bid Bond can be presented for IN or OUT State Bidders.
Eric Roberts motions to set Bid Date for Opening Bids of Supplies on November 30, 2009 @ 1:30 P.M. Don VonderMeulen seconds. Tom Wilson, All in Favor. Motion carried.
SPRINGFIELD BRACKNEY DITCH AWARDING OF BID
Joe Gillespie, Surveyor reported he had spoken to the Property Owners within the Springfield/Brackney Ditch, and there is no problem going with the low bidder and recommends to the Commissioners going with Ballenger Excavating, Low Bidder.
Tom Wilson motions to accept the Low Bidder, Ballenger Excavating for the Springfield/Brackney Ditch Project. Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
NEW COUNTY ROAD MAPS Don VonderMeulen mentioned to Joe Gillespie about looking into options for a New County Road Map for Franklin County. Joe said in the past he would get with the road foreman’s and make changes in updating the map. Joe will check to see how many of the old maps are left. Ed Hollenbach, EMA Director had asked if the Small Towns Roads could be added to the new map. It was suggested instead of having a paper map, have a digital map and have available on the website. Joe will investigate.
FEMA QUARTERLY REPORTS Local Public Agency Quarterly Reports for Pipe Creek Bridge 48, Snow Hill Covered Bridge 102, and Blue Creek Bridge 94 were presented for the Commissioners to review and sign.
Don VonderMeulen motioned we sign off on the Quarterly Reports. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
REX OFFER The Board of Commissioners received an email from REX that the amount of $3,701.466. still stands, they did not accept the $4,764,415 that the Commissioners had taken back to REX. Stating the previous offer for settlement remains the final offer.
EXECUTIVE SESSION Don VonderMeulen moved we meet in Executive Session on Wednesday, October 21, 2009 @ 11:00 A.M., Purpose Litigation with REX.
HEALTH INSURANCE CLAIM Tom Wilson motioned to approve the Claims for Health Insurance (Medical Benefits & MainSource Bank). Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
MINUTES Eric Roberts moved we accept the Minutes of October 13, 2009. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
PAYROLL Tom Wilson questions the time Tracy Lightfield, E-911 Director is working. After discussion of the time. Tom Wilson motioned to approve payroll. Eric Roberts seconds. Don VonderMeulen, All in Favor. Motion carried.
ADJOURN Tom Wilson motions to adjourn and go to Dearborn County for a Court Hearing on the Library. Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
