September 14, 2009 @ 9:00 A.M.

Eric Roberts opened the meeting with the Pledge of Allegiance.
WEEKLYREPORT-Sharon Halcomb, Assessor reported Personal Property is compliant for 2009, Real Estates is also compliant. Also reported the 2007 pay 2008 Sales Disclosures are compliant. Sharon mentioned she is getting ready to roll over assessed values to the Auditor’s Office next week.
Susan Jones, Auditor reported they are working on applying the homestead deductions to the tax rolls, have (5) units left to put on. After these are completed, the Assessor’s Office should be able and roll over assessed values. The exemption filing deadline is December 31, 2009 to file deductions for 2009 pay 2010 taxes. Also reported the Tax Sale date has changed from October 20, 2009 to December 3, 2009. Currently the Treasurer’s Office has sent out courtesy letters to the delinquent tax payers giving them until October 5, 2009 to pay, before tax sale cost are added to the property. We are currently working on returned mail and trying to find address to notify property owners their property is up for tax sale.
MINUTES- Don VonderMeulen motions to approve the August 17, 2009 Minutes. Eric Roberts seconds. Motion carried.
CLAIMS –Discussed telephone claims for EMA and E911 Offices, would like for phone and internet to be switched from Verizon to ETC.
Don VonderMeulen made motion to approve the Utility Claims. Eric Roberts seconds. Motion carried.
QUOTE FOR EMA OFFICE PHONES/INTERNET- Received quote from Cleves Connection for $405.42 for phone and internet to be switched from Verizon to ETC in the EMA Office. It was said Jay Shullman had met with Ed Hollenbach and he seems to be satisfied with system that had been proposed. The Commissioners would like to get with MDI and have Ramzi look at the quote. Also the Commissioners were with the understanding this was in the original quote and wanting to check on this.
E-911 ORDINANCE FOR ADVISORY BOARD- Don VonderMeulen presented an E-911 Ordinance for an Advisory Board. Mentioned Fulton and Hancock Counties have similar boards and has checked with 20 other counties that have advisory boards. Eric Roberts doesn’t want to do anything today. Don VonderMeulen has asked for the Ordinance to be put on the agenda for the next meeting.
ENOCHSBURG COVERED BR 73- Received invoice from Napoleon Water in the amount of $4,475.00 for the relocation of water line for the Enochsburg Covered Bridge 73 Rehabilitation Project. It was said the County did not receive change order from the Project Engineer for the added amount. The County did pay the original $1,900.00, they are asking for additional $2,575.00 for work that had not been included in the original quote when project was submitted. It was said if change order is given and can be included in the project and County can get federal reimbursement would look at it. Napoleon Water admitted they made a mistake in quoting the project; plans were incorrect and were not quoted properly.
METAMORA MAIN STREET PROJECT- Estimate from Rohe Company for paving dated September 4, 2009 was given in the amount of $87,503.40. Don VonderMeulen had quotes dated September 10th for $89,534.00 and September 14th for $90,214.00. It was said it came in $20,000.00 under estimate.
ANDERSONVILLE STORM DRAINAGE PROJECT A Public Hearing has been set for September 15, 2009 @ 6:00 P.M. at the Community Center for the Andersonville Storm Drainage Project and a Site Visit has been scheduled by Rural Development for September 16, 2009 @ 10:00 A.M.
Letter needs to be signed and sent to Indiana Department of Natural Resources, the Division of Historic Preservation and Archaeology regarding the Franklin County/Andersonville Storm Drainage Project using Community and Rural Affairs Community Focus Fund Grant. A determination based on the information obtained from the Section 106 Review and supporting data. The Franklin County Commissioners believes that a determination of “no adverse affect” accurately reflects its assessment, then shall provide documentation of its finding as set forth in 36.C.F.R. Sec.800.11 to the Indiana SHOP, notify all consulting parties, and make the documentation available for public inspection (36 C.F.R. Sec.800.5 [b-c] and Sec.800.2 [d] [2].
Don VonderMeulen makes motion for Eric Roberts to sign Letter for “no adverse affect” for the Andersonville Storm Drainage Project. Eric Roberts seconds the motion. Motion carried.
TELECOMMUNICATIONS PC RECOVERY SYSTEMS Prentha Cochran of PC Recovery Systems, Telephone Bill Auditing & Recovery Specialists. Our company looks at the basic phone systems, internet and long distance services and audits the bills for over charges, 80% of all bills that go out are incorrect. If funds are recovered, PC Recovery Systems would get 50% of what is recovered. They are currently working in Ripley, Switzerland, Jennings, Harris, Washington Counties. Eric Roberts will check out and make contact with other counties.
BRACKNEY DITCH Joe Gillespie, Surveyor reported that he had scheduled Opening of Bids for the Brackney Ditch for the installation of the next phase of the project to be on October 13, 2009 at 9:30 P.M.
REX Eric Roberts reported he is to meet with REX Officials this afternoon. He did hear that Shelby County did settle for a few thousand under what had been asked for. Their damages were under a Million Dollars.
