FRANKLIN COUNTY COMMISSIONERS MEETING

MEMORANDUM & MINUTES

March 1, 2010 @ 7:00 P.M.

Eric Roberts opens the meeting with the Pledge of Allegiance.

WEEKLY REPORT – Sharon Halcomb, Assessor reported her office is currently working Sales Disclosers March 1, 2009 through March 1, 2010 for the DLGF, still have a few to enter.  Mobile Home assessments have been submitted to DLGF and to the Auditor’s Office.  Working on March 1, 2010 Personal Property Assessment for 2011 Taxes.  Personal Property reports are due May 15, 2010.  Susan Jones, Auditor reported that they did receive the Mobile Home Assessments and they are entered, taxes had been calculated, but when balancing and doing the Abstract, there was a portion of an update that was not included with an update from Manatron.  A backup script needs to be submitted to Manatron to correct the problem.  Taxes may need to be recalculated.

MINUTES – Don VonderMeulen mentioned the section of minutes pertaining to the Brown Bat was also pertaining for Bridges 94, 102 along with Bridge 48 that it did not pertain to Huntersville Road Structure only Federal Projects.  There were also a few spelling errors.  The February 22, 2010 minutes to be approved on March 8, 2010 after corrections are made.

CLAIMS –Don VonderMeulen motioned to approve claims (March 1, 2010).  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

FAIRFIELD CAUSEWAY ROAD CONTRACT AGREEMENT – Eric Roberts reported County Council agreed for a $10,000.00 Additional Appropriation out of Highway EDIT to do Engineering Services for the Fairfield Causeway Road resurfacing project  for Job Built Funding.  MOTION – Eric Roberts moved t enter into Agreement with Butler, Fairman & Seufert for the Fairfield Cause Road resurfacing project through Job Built Funds.  Tom Wilson seconds.  Don VonderMeulen, All in Favor.  Eric Roberts, Motion carried.

E-911 (REVISED) ADVISORY BOARD ORDINANCE – Don VonderMeulen thinks they (the Advisory Board) corrected the two issues they had.  MOTION – Don VonderMeulen motioned to reformat the ordinance with a signature page and get ordinance number.  Eric Roberts agreed to sign and can sign at any time.  Tom Wilson not sure we need Board, until we see how it works out.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

CERTIFICATE OF APPROPRIATENESS APPLICATION – Don VonderMeulen talked to Steve Collier before the meeting and asked him to email the Certificate of Appropriateness Application to Sherry Chandler and she will forward to other Board Members and act on it at the next meeting.  Don VonderMeulen asked it to be put on next week’s agenda.

MAINTENANCE AGREEMENT AREA PLAN COPIER – MOTION – Tom Wilson motioned to sign Maintenance Agreement with the Office Shop for the Area Plan Commission Copier.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

MALINOSKI CONSULTING, INC. CONTRACT AGREEMENT – Malinowski Consulting, Inc. had submitted a Proposal for the Preparation of the Annual County-Wide Cost Allocation Plan for years ending 2009, 2010 & 2011.  The Professional Fees is $3,150.00 for each year for a total of $9,450.00.  The anticipated General Fund Recovery for year ending 2008 to be received in 2010 is $55,432.03.  A spreadsheet for Franklin County Cost Allocation Plan History for 2005 – 2008 Total General Fund Recoveries was $201,443, Professional Fees $13,050.00 and the Professional Fees Net Cost was $4,826.00.  MOTION – Tom Wilson motioned to sign agreement with Malinoski consulting, Inc.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

POCKET ROAD – Don VonderMeulen mentioned he had received copy of the Engineering Report for Pocket Road done by Hannum, Wagle & Cline Engineering for the City of Batesville.  Don reads part of the analysis to do with the shallow drainage swale and the increased flow downstream.  Don VonderMeulen said it was asked to do study downstream and it was not done.  Eric Roberts will get opinion from George Hartman.

HUNTERSVILLE ROAD CULVERT – Don VonderMeulen asked do we need to get opinion from George Hartman on the new structure and we may need to talk to the City of Batesville to see if they would pay for half of the cost.  Also need an agreement with property owner on culvert, will discuss with Michael Wilhelm to put something together.
