RESOLUTION 2010-06 REDUCTION ADDITIONAL APPROPRIATION – Hollie Maxie reads Resolution 2010-06 Reduction Additional Appropriation.  County General $20,000.00 from County Council Salary Adjustment of (2) Judges, Prosecutor and Deputy Prosecutor for Salary Supplement of $5,000.00 each.  MOTION – Carroll Lanning moved we approve Reduction Additional Appropriation Resolution 2010-06.  Brad Spurlock seconds.  All in Favor (7).  Opposed (0).  Motion carried.

RESOLUTIN 2010-07 ADDITIONAL APPROPRIATION – Hollie Maxie reads Resolution 2010-07 Additional Appropriation.  Co General Personal Services $20,000.00 (Salary Supplement for (2) Judges, Prosecutor and Deputy Prosecutor @ $5,000.00 each) Services and Charges $4,000.00 (Court House HVC Contract for Water Treatment at Courthouse and Government Center).  Rainy Day $71,938.00 (Contractual Services for Sheriff’s Department $40,258.00 and State Contract for Cattle Testing $31,680.00).  Cumulative Bridge $35,500.00 (Railfence Road Bridge 110 & 111).  REX Road Repair Supplies $2,000,000.00 and Services and Charges $600,000.00.  Local Public Health Grant Personal Services $8,340.00, Supplies $2,300.00, Services and Charges $2,000.00 and Capital Outlay $5,700.00.  H1N1 Phase III Personal Services $28,565.00, Supplies $377.00, Services & Charges $3,200.00 and Capital Outlay $11,640.00.  Tom Linkel asked about the REX Road Repair needing the funds now.  Eric Roberts, we don’t, but getting in place when we need it, it’s still in a Certificate of Deposit.  Carroll Lanning asked if there is a breakdown for what roads are going to get fixed.  Eric Roberts, there is at the Highway Department.  Carroll Lanning asked about the Contractual Services.  Eric Roberts replied for rental of equipment, rollers and tri-axle trucks.  Tom Linkel and Carroll Lanning has issue with doing the appropriation at this time, funds won’t be needed for several months.  Diane Turney had written a letter for the Local Public Health Grant and had attended the December 22, 2009 for the grant and putting the funds in place to hire a part-time person to update the Preparedness Plan for Franklin County and was given a go ahead for the grant at that time.  Did not get the additional appropriation in on time for the January Meeting, the Coordinator had started on February 1, 2010, the grant funds go through August 6, 2010.  The County received $8,340.00 for the salary and Social Security and Medicare of the Coordinator and a Base Grant of $10,000.00 to be used for phone and related charges, travel, supplies and equipment.  Also doing appropriation for the H1N1 Funds that the County will be using, we have all of Phase I funds, none of Phase II and 25% of Phase III.  Carroll Lanning asked about the $4,000.00 be asked for in County General Services and Charges.  Eric Roberts, during budget hearings that line was taken out of the budget, not realizing we needed it.  Susan Jones, Auditor mentioned there is zero funds in County General for Additional Appropriation, unless something is reduced.  MOTION – Carroll Lanning moved we approve Resolution 2010-07 with the exception, delete $4,000.00 Services & Charges for County General and the $2,600,000.00 Supplies and Services & Charges for REX Road Repair and approve the rest of the appropriations.  Jeff Koch seconds.  All in Favor (7).  Opposed (0).  Motion carried.

RESOLUTION 2010-09 RESOLUTION TO TRANSFER FUNDS FROM RAINY DAY TO HEALTH – Hollie Maxie reads Resolution 2010-09 Temporary Loan from 1350 Rainy Day Fund to 214 Health Fund.  The Amount to be transferred is $50,000.00.  Motion – Brad Spurlock motions to accept Resolution 2010-09.  Kenneth Rosenberger seconds.  All in Favor (7).  Motion carried.

 

RESOLUTION #2010-09

RESOLUTION OF FRANKLIN COUNTY COUNCIL TO TRANSFER FUNDS FROM

1350-RAINY DAY TO 214-HEALTH

 

WHEREAS, Franklin County Health Fund is in need of money for cash flow purposes;  And

 

            WHEREAS, it is necessary to borrow money to enhance the Franklin County Health Fund; And

 

            WHEREAS, there is sufficient money on deposit to the credit of Franklin County Rainy Day  Fund that can be temporarily transferred; And

 

            WHEREAS, the money to be transferred is revenue derived from the levying and collection of property taxes or special taxes or from the operation of Franklin County, Indiana.

 

            NOW THEREFORE, BE IT ORDAINED:

 

  1. That $50,000.00 (fifty thousand dollars and zero cents) be transferred from the Franklin County Rainy Day Fund (1350) be transferred to the Franklin County Health Fund (214).

 

  1. BE IT FURTHER RESOLVED, the period during which said funds shall be transferred shall end during the budget year of this Resolution, being the year in which the transfer shall occur.

 

  1. BE IT FURTHER RESOLVED that only revenues derived from the levying and collection of property taxes or special taxes or from the operation of Franklin County, Indiana may be included in the amount transferred.

ORDINANCE 2010-02 AMENDED 2010 SALARY ORDINANCE – Susan Jones Auditor read the amendments to the 2010 Salary Ordinance.  Department 108 Prosecuting Attorney adding $5,000.00 each per year for 4111.00 Prosecutor Supplement and 4122.00 Deputy Prosecutor Supplement.  Department 136 Circuit Court adding $5,000.00 each per year for 4111.00 Judge Supplement and Judge Division 2 Supplement.  Department 137 Probation 4164.00 Probation Officer $622.28 (payout for Paul Storm), 4165.00 Probation Officer change salary from $39,268.00 to $35,000.00.  Section 4561 H1N1 Influenza Grant Phase III Part time $36,535.00 between $15.00 – $20.00 per hour.  Section 248 E0911 Landline 4115.00 E-911/Communication Coordinator.  Tom Linkel mentioned the E911 Advisory Board asked him to talk to County Council Members about the Coordinator’s Salary and recommendation was to combine the salary amount and holiday amount to have salary at $32,974.00 and work 32.5 hours a week, if the hourly rate is increased would attract a better person for the position.  Kenneth Rosenberger, the salary should be left the same as it is.  Brad Spurlock, leave the way it is this year and address it at budget hearings.  Carroll Lanning, go along with 32.5 hours.  Dale Maxie wants it under the Sheriff’s Department.  Tom Linkel, that is another issue.  MOTION – Tom Linkel motion to adjust the hours/hourly rate for the E-911/Communication Coordinator to 32.5 hours a week @ $17.95 per hour @ $30,348.00, no holiday pay and approve Ordinance 2010-02 with other amendments.  Jeff Koch seconds.  All in Favor (4).  Opposed (3) (Rosenberger, Spurlock & Maxie).  Motion carried.

PARK BOARD RE-APPOINTMENT – MOTION – Brad Spurlock motioned to Re-Appointment Brad Stacy to the Franklin County Park Board.  Jeff Koch seconds.  All in Favor (7).  Opposed (0).  Motion carried.

PROSECUTING ATTORNEY IV-D SUPPORT BUDGET – County Council signed the Prosecuting Attorney IV-D Support Budget to be sent to the State.

HUMANE SOCIETY – Eva Heyob, Member of Humane Society asked if the Council had any questions on the Packet of Information that she had presented at the last Council Meeting on the Spray/Neuter Program.  Brad Spurlock asked if the packet had been submitted to the Commissioners, it would be up to them to pass an Ordinance.  You would need to go to the Commissioners and give suggestions for the Ordinance.  We don’t want to put a burden on those who take care of their animals.

HEALTH DEPARTMENT GRANT – Diane Turney of the Health Department is requesting the Part-time Sanitarian be made full time.  The County has been receiving $17,000.00 a year in the Tobacco Money/Local Health Maintenance Fund.  The State is saying if these funds aren’t used we could lose them.  Diane has also requested to hire a nurse for 2 days a week.  Joe Meier and Mary Burke are paid out the Local Health Maintenance Fund which comes to $31,129.00 a year between the two and the balance of their salary is paid out of Health Funds.  It was suggested that Diane put in for additional for the sanitarian and part-time nurse.

LIBRARY – Harry Graves presented Letter to the Council and had attended meetings at the end of November and December and had seen Wilhelm’s opinion on the library.  Harry had not heard anything on the 2005 appeal.  Carroll Lanning, goes back to the Commissioners.  Harry Graves had reviewed the library budget back to 2005 and did anyone read the IC Code on the expansion of the library.  Carroll Lanning said Council made recommendation to state for budget to remain the same as 2009.  Letter presented to be made a matter of the minutes.

JOB BUILT FUNDS – Eric Roberts reported that the Job Built Funds had passed.  Susan Jones said it had just passed out of  one committee, but had not fully passed.  Eric said last year they had tried to submit jobs to the State for ARRA Funds but did not receive any grant funds. We are requesting that funds be appropriated out of Highway EDIT Funds for Engineering Services for Resurfacing Fairfield Causeway Road at a cost of $10,000.00, project is estimated to be between 1 – 1.5 Million.  Eric, also is requesting funds for (3) bridges (6th Street Bridge, Poor Farm Bridge and New Trenton Bridge) at a cost of $30,000-$40,000 for all (3) bridges of engineering services.  Hollie Maxie mentioned she had received an email that it was $40,000 for each bridge.  Brad Spurlock against, don’t want to give money away.  Carroll Lanning would be okay for (1) project, road or bridge.  It was agreed for $10,000.00 for the road to put in for an additional.
