Eric Roberts opens the meeting with the Pledge of Allegiance.

MINUTES – MOTION – Tom Wilson motioned to approve the minutes of March 8, 2010.  Eric Roberts seconds.  Motion carried.

CLERK’S REPORT – MOTION – Eric Roberts moved we acknowledge the Clerk’s Report for February 2010.  Tom Wilson seconds.  Eric Roberts, Motion carried.

VETERANS SERVICE OFFICER REPORT – MOTION – Tom Wilson thanked Charles Thomas, VA Officer for the Monthly Report and motioned to acknowledge.  Eric Roberts seconds.  Motion carried.

2009 ANNUAL REPORT – MOTION – Eric Roberts moved we acknowledge the 2009 Annual Report.  Tom Wilson seconds.  Eric Roberts, Motion carried.

PUBLIC TRANSPORTATION LPA CLAIM FOR NEW VEHICLES – Cathy Pelsor, Director of Public Transportation presented a LPA Claim for Reimbursement for (2) New Vehicles in the amount of $88,353.00 for funds from ARRA.  Cathy reported they had received the vehicles, but are not yet on the road, waiting on the installation of the radios.  MOTION – Tom Wilson motioned for Eric Roberts to sign the LPA Claim.  Eric Roberts seconds.  Motion carried.

FRANKLIN COUNTY HERO PARK – Thad Ariens of Sulina Farm Aquatic Environments along with Phil Wietholter and Les Washnock of the Brookville Town Police had presented a drawing of the Franklin County Hero Park to be located on the Courthouse Lawn.  The Plan is set up in three (3) phases with the first being the Memorial Monument for the Police Officers, Emergency Responders and Firefighters who has died while serving the community.  Phil Wietholter reported that funds are still being raised for the Hero Memorial and hope to have by the date of the Presentation on May 14, 2010.  The Monument is to be unveiled on May 14th during National Police Week and are working with the Main Street Group.  Phil Wietholter asked if instead of putting down stone that stamped stones be put down.  They are also working on the program and plans are to include surviving family members of those who had passed serving the community.  The Fire Department and EMS Honor Guard will be present, bagpipers will perform and there will be a 21 gun salute and suspects 2,000 people to be in attendance.  Phase II will be adding the Freedom Eagle Statue and tying the memorial walls together with the Anti Tank Gun and Phase III would the gazebo.  MOTION – Tom Wilson motioned we adopt the Plan for the Franklin County Hero Park for Phase I and timeline the other phases as funds permit.  Eric Roberts seconds.  Motion carried.

RELAY FOR LIFE RAIDERS OF THE ARC – Carol Monroe had requested the use of the Courthouse Lawn on Friday, May 21, 2010 for a Relay for Life Fund Raiser for Raiders of the Arc.  MOTION – Eric Roberts moved they have the use of the Courthouse Lawn on any day except May 14th.  Tom Wilson seconds.  Eric Roberts, Motion carried.

BROOKVILLE LAKE REGIONAL WASTE DISTRICT 2009 YEAR END REPORT – Ted Stubbs presented the 2009 Year End Report for the Brookville Lake Regional Waste District.  The Board had determined that a rate increase was needed and was increased approximately 15%, which was a little more than half of the increase recommended by the rate study.  This was the first rate adjustment since 1996.  The increase spread over those 14 years amounted to a 1.08% increase annually.  A letter was sent to their customers explaining the rate increase.  Currently bill 1,627 customers.  The gains were in recreational subdivision, did lose J & J Manufacturing, one of their biggest customer.  Repairs and Maintenance cost continue to increase as the system ages and repaired a number of pumps.  All major projects are still on hold due to funding limitations.  There are no major expansions for this year.

APPOINTMENT TO BROOKVILLE LAKE REGIONAL WASTE DISTRICT BOARD – Received Letter from the Brookville Lake Regional Waste District Board notifying the Commissioners of a vacancy on the Board of Trustees due to the death of Patricia Heheman, her term expires December31, 2011.  Michael Saunders is willing to serve of the Board and is both a residential and business customer.  MOTION – Eric Roberts moved we appoint Michael Sauders to the Brookville Lake Regional Waste District Board (filling the remainder of Patricia Heheman terms which expires December 31, 2010).  Tom Wilson seconds.  Eric Roberts, Motion carried.

INDIANA HERITAGE FESTIVAL – Joanne Williams, Program Director for Whitewater Canal Historic District mentioned that on July 17 and 18, 2010, the Indiana Heritage Festival had scheduled a Voyage In-Time:  Life along the Whitewater Canal will be held in Metamora.  Request that Mill Street (Main Street) be closed in front of the Mill by the Bane House between 1:45 – 4:00 P.M. each day for dancing in the street and festivities.  They would provide traffic control and traffic could be re-routed, but could not get to Pennington Road.  Tom Wilson asked if it could be marked before they would get to the area that would be blocked.  Eric Roberts concern if the fire department if there is a fire.  Joanne Williams said that would not be a problem and would have signs posted.  MOTION – Eric Roberts moved to allow the Whitewater Canal Historic District to have the use of Main Street for a short period of time on July 17th & 18th.  Tom Wilson seconds.  Eric Roberts, Motion carried.

LETTERS OF INTEREST FOR PHASE 1 AND PHASE II BRIDGE INSPECTION – George Hartman opened Letter of Interest from Consultants for the Phase I and Phase II Bridge Inspection for Franklin County.  1)  Butler, Fairman & Seufert Indianapolis, IN.  2)  USI Consultants, Inc., Indianapolis, IN.  3)  Beam, Longest and Neff, LLC, Indianapolis, IN.  4)  Clark Dietz, Inc., Indianapolis, IN.  5)  Janssen & Spaans Engineer, Inc., Indianapolis, IN.  6)  DLZ Engineers, Indianapolis, IN.  George reported the next step will be the INDOT Consultant Selection Process and the procedure must be followed.  The Consultants need to be scored by using the RFP Selection Ratings.       

INDIANA HISTORIC BRIDGE INVENTORY – George Hartman had attended a presentation on the Indiana Historic Bridge Inventory at Purdue Road School.  Franklin County has 14 Bridges listed on the Historic Bridge Inventory with 10 being select and 2 non-select and 2 that INDOT has the responsibility of maintaining.  George had presented a signed copy of the Programmatic Agreement among the Federal Highway Administration, INDOT, The Indiana State Historic Preservation Officer and the Advisory Council on Historic Preservation regarding the Management and Preservation of Indiana’s Historic Bridges.

PIPE CREEK BRIDGE 48 REHABILITATION PROJECT – George had reported that the full set of bridge plans had been delivered to INDOT for the Pipe Creek Bridge 48 Rehabilitation Project.  The Bid Letting is scheduled for May 12, 2010 with 80% of the cost be paid with Federal Highway Administration Funds and 20% being paid with Local Funds.  The trees within the Right-of-Way had been marked and must be cut by the Franklin County Highway Department by March 31, 2010. 

STATE SALT BID – The County had received information on the State Salt Bid.  George had provided information and out of the Seymour District is $4.00 less than we had quoted in 2009 and if we lock in the County could be liable for 80% of the projected amount.  Right now we aren’t locked in on a specific amount.  The County used 650 Tons of salt this past year.  Not sure we want to pursue this route.

WEST POCKET ROAD CULVERT REPLACEMENT – George had reported the culvert for the West Pocket Road Project had been delivered, but did not meet span rise specifications.  St. Regis Culvert is to correct.

FAIRFIELD CAUSEWAY ROAD PROJECT – George had completed the LPA Project Intent Sheet for the Fairfield Causeway Road Project from State Road 1 to State Road 101, being 6.25 miles in length with an estimated cost of $1,163,885.74 for a Jobs Bill Project Intent.  Brent Roberts had presented the Title Sheet and a Right-of-Way Certification Letter that needs to be signed by the Commissioners.  MOTION – Eric Roberts moved we sign the Title Sheet and Right-of-Way Certification Letter for preventative maintenance for Fairfield Causeway Road.  Tom Wilson seconds.  Eric Roberts, Motion carried.

HUNTERSVILLE ROAD INTERLOCAL AGREEMENT –  The Huntersville Road Interlocal Agreement between Franklin County and the City of Batesville had been presented for the Replacement of a Small Structure on Huntersville Road just South of State Road 46 for the Commissioners Approval.  The project is marked 150 feet in either direction, but must be 500 feet for DNR Permit.  Eric Robert mentioned that Howard Barth & Associates had come up with a 36 foot structure and would like to know the price.  Heritage Engineering, LLC had submitted a proposal through CPI for a total of $35,000.00 plus additional construction engineering services of $7,500.00 if requested.  George Hartman had recommended a hydraulic survey be done.  Jeff Stamper of CPI reported it would take 10 weeks to complete the project.  MOTION – Eric Roberts moved we sign the Interlocal Agreement between Franklin County and the City of Batesville for Small Structure Replacement on Huntersville Road.  Tom Wilson seconds.  Eric Roberts, Motion carried.  The preliminary cost estimate is $421,000.00; the City of Batesville is to split the cost for the replacement.

PIN WHEEL PREVENTION DISPLAY – It was requested for a Pin Wheel Prevention Display to be put on the Courthouse Lawn for the Month April for the prevention of child abuse.  MOTION – Eric Roberts moved to allow the Pin Wheel Prevention Display for the Prevention of Child Abuse on the Courthouse Lawn for the Month of April.  Tom Wilson seconds.  Eric Roberts, Motion carried.

SRI 2010 TAX SALE ADDENDUM TO CONTRACT – SRI, Inc. had submitted a 2010 Tax Sale Addendum to the Contract they currently have with Franklin County.  Rebecca Oglesby, Treasurer had submitted a Letter to the Commissioners requesting the Commissioners not sign the addendum and she wishes to have GUTS (Government Utilities Technology Services) to do the 2010 Tax Sale.  Eric Roberts asked that we get in touch with GUTS to give demonstration during a Commissioners Meeting.

CEMETERY COMMISSION BOARD APPOINTMENT – The Board of Commissioners had received a Letter of Resignation from Juanita Baker resigning her position on the Franklin Count Cemetery Commission Board, her terms expires September 2010 and had recommended that Julie Schlesselman be appointed to fill her term.  MOTION – Tom Wilson motioned to nominate Julie Schlesselman to the Cemetery Commission Board, to fill the remainder of Juanita Baker’s term.  Eric Roberts seconds.  Motion carried.

PAYROLL – MOTION – Tom Wilson moved to approve Payroll.  Eric Roberts seconds.  Motion carried.

ANDERSONVILLE STORMWATER DRAINAGE SYSTEM PROJECT ENGINEERING SERVICES – Eric Roberts reported that he, Tom Wilson, Joe Gillespie, along with Jodi Comer, SIRPC had interviewed MidWest Engineering and Ladd Engineering, Inc for Engineering Services for the Andersonville Stormwater Drainage System Project.  MOTION – Eric Roberts moved we enter into an Agreement with Ladd Engineering, Inc. for the Design Phase services fee for a total of $20,786.00 and the Construction Phase services fee for a total of $22,576.00.  Tom Wilson seconds.  Eric Roberts, Motion carried.
