MEMORANDUM & MINUTES

April 19, 2010 @ 1:00 P.M.

Eric Roberts opens the meeting with the Pledge of Allegiance.

MINUTES – MOTION – Don VonderMeulen motioned to approve the Minutes of April 5, 2010.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

TREASURER’S REPORT – MOTION – Don VonderMeulen motions to acknowledge the Treasurer’s Report (March 2010).  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

PUBLIC TRANSPORTATION 1ST QUARTER REIMBURSEMENT – Cathy Pelsor, Director for Public Transportation had presented LPA Claim for the 1st Quarter Reimbursement for Public Transportation in the amount for total reimbursement of $127,078 with State being $34,582 and Federal being $57,914.  MOTION – Don VonderMeulen motions for Eric Roberts to sign the Quarterly Report for Public Transportation.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

TAX SALE SERVICES – Rebecca Oglesby, Treasurer was present and said she was here with Government Utilities Technology Services (GUTS) at the last meeting and would like to go with GUTS.  Becky said she had gone over the contract; there is issue with GUTS with being paid within 15 days for half of fees.  Becky thinks our Tax Sale is cleaned up and should have a clean tax sale for 2010.  Michael Wilhelm had reviewed the contract and was a standard contract, except for the 15-days.  MOTION – Don VonderMeulen moved we sign contract with GUTS for next year.  Becky said to make contingent on change being made for 15 days to coordinate with claims schedule.  Tom Wilson asked if SRI did something to want to change.  Becky said she has issues with SRI, with a lady at SRI in publishing the tax sale list.  It’s hectic with people coming in and getting everything posted and she then has to go to newspaper office to correct list.  Eric Roberts said he doesn’t see an advantage in changing.  SRI did a good job on the Certificate Sale and SRI has 82 Counties in Indiana.  Becky said she has worked with Mr. Jordon through the AIC when she was Clerk.  Becky said she has pulled off properties that have splits and if there are problems she tries to avoid them.  Don VonderMeulen, we should go with GUTS.  Eric Roberts, Don VonderMeulen motions died for lack of second.  Becky then went on to say she has not caused any problem for the County, have not had a bad State Board of Accounts Audit, worked hard to keep tax sale to be done correctly.  Becky then came back later in the meeting stating that there was no difference in the tax sale fee for either GUTS or SRI.  Then went on to say she did not oppose when the contract was signed to change vendors for the tax program and it cost $150,000 of taxpayer money, when the Auditor had issues with Manatron and she did not.  But did say she was not happy with SRI.  Eric Roberts said no decision would be made today.

SISWD APPOINTMENT – Don VonderMeulen mentioned he had talked to Christy at Southeastern Indiana Solid Waste District and they need appointments to the Citizens Advisory Committee.   Commissioners had received a letter from the District recommending Richard Cartwright and Beverly Giesting.  MOTION – Don VonderMeulen motioned to appoint Richard Cartwright and Beverly Giesting to the SISWD Advisory Committee.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.  (Term January 1, 2010 – December 31, 2010).

INDOT CORRECTED LPA CONTRACT FOR BLUE CREEK BRIDGE 94 – EDS# A249-10-321019A – Des. No. 0088440 – MOTION – Don VonderMeulen made motion to sign corrected LPA Contract for Blue Creek Bridge 94 between Franklin County and INDOT.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

NOTICE TO PROCEED BLUE CREEK BRIDGE 94 – MOTION – Tom Wilson made motion to rescind to Notice to Proceed that was signed last week and sign New Notice to Proceed.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

LPA QUARTERLY REPORTS FOR BRIDGES 48 – 94 & 102 – MOTION – Tom Wilson motioned to sign LPA Quarterly Reports and Cover Letter.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

SHADY ROAD SLAB – Tom Wilson asked Joe Gillespie, County Surveyor about the slabs on Shady Road going toward School Road, with regards to road maintenance.  Joe Gillespie said he had researched and the slabs are County Maintained and a section of the road past the slab, County does not maintain all the way back.

UNOFFICIAL DETOUR LETTER OF CONCURRENCE Des # 0100465 SMALL STRUCTURE REPLACEMENT ON SR 121 – MOTION – Tom Wilson made motion to sign Letter of Concurrence from INDOT concurring there were no damages and roadways were left in satisfactory condition.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

 CARPET BIDS FOR PROSECUTOR’S OFFICE – Commissioners received (3) Carpet Bids for carpeting in the Prosecutor’s Office in the Courthouse.  1) Knecht’s Interior – $8,361.59  2) The Floor Store, Inc.  – $10,245.67  3) John Flaspohler – $5,718.75.  MOTION – Eric Roberts moved we accept Bid from John Flaspohler for 225 cubic yards of carpeting for $5,718.75.  Don VonderMeulen seconds.  Tom Wilson, All in Favor.  Eric Roberts, Motion carried.

CERTIFICATE OF APPROPRIATENESS FOR DORTHY RILEY – Don VonderMeulen will get Application to the Metamora Historic Preservation for their approval.

PAYROLL – Copies of Payroll and Attendance Sheets is to be given to Department Head for discrepancy on time that is being turned in.  Don VonderMeulen mentioned (2) weeks ago after our meeting Eric Roberts had audited Tracy Lightfields time and had come up with 190.5 hours.  Don hand mentioned after talking to Tracy Lightfield she is come up with 194.5 hours.  She had looked over the sheets did not have record of 2005 to verify was not 100% sure if the 136 hours was correct on the calculation.  Eric Roberts reviewed attendance records to confirm difference between the 190.5 and the 194.5 hours.  Don VonderMeulen called Tracy who then went over the record and it was confirmed that it should be 190.5 hours.  She had turned into the Auditor’s Office (2) different copies of 2009 attendance records and hours were different.  Also questioned the time for Steve Monroe for Park hours and SAC Part-time hours, being a total of 85 hours.  Payroll needs to be noted and corrected on next payroll on where the overtime occurred.  Eric Roberts also questioned the new hire at the Highway Department, feels we don’t have the funds to hire a new person.  MOTION – Don VonderMeulen motions to approve Payroll and correction made for hours on Steve Monroe.  Tom Wilson seconds.  Eric Roberts opposed.  Motion carried.

PAYROLL SHEET FOR TRACY LIGHTFIELD COMP TIME PAYOUT – Don VonderMeulen filled out Payroll Voucher for Tracy Lightfield for Comp-time owed for 190.5 hours.  Hours that had been previously turned in were 294.13 hours, discrepancy was found for a difference of 103.63 hours.  MOTION – Eric Roberts moved we pay Tracy Lightfield Comp-time hours of 190.5 hours.  Don VonderMeulen seconds.  Tom Wilson opposed.  Motion carried.

ANTI-VIRUS CSI – CSI had requested that Midwest Date take over the Anti-Virus updates for the Courthouse Offices.  MOTION – Eric Roberts moved to allow MDI to take over the Anti-Virus updates for the Courthouse.  Don VonderMeulen seconds.  Tom Wilson, All in Favor.  Eric Roberts, Motion carried.

LETTER OF RECOMMENDATION FOR LASERFICHE – John Steele of Morning Star had requested a Letter of Recommendation from the Commissioners for Laserfiche for the scanning of documents in the Commissioners Office.  MOTION – Eric Roberts moved we sign Letter of Recommendation for John Steele.  Don VonderMeulen seconds.  Tom Wilson, All in Favor.  Eric Roberts, Motion carried.  John Steele also mentioned a new product for the County Offices and would be on-line fillable forms if the County is interested in trying, would being filling out forms electronically.  Eric Roberts had not problem with John talking to the Area Plan Commission.

ADJOURN – MOTION – Tom Wilson motioned to adjourn.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.
