FRANKLIN COUNTY COMMISSIONERS MEETING

MEMORANDUM & MINUTES

July 6, 2010 @ 7:00 P.M.

Eric Roberts opens the meeting with the Pledge of Allegiance.

MINUTES – MOTION – Don VonderMeulen motioned to approve the minutes of June 28, 2010.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

CLAIMS – Claim to the Franklin County Junior Baseball League for $500.00 being paid out of Supplemental Adult Treatment cannot be paid out of this fund per IC 35-8-2-1 per State Board of Accounts.  MOTION – Tom Wilson made motion to accept claims, except claim to Franklin County Junior Baseball League.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

VETERANS SERVICE OFFICER JUNE REPORT – MOTION – Eric Roberts moved we acknowledge the Veterans Service Officer Report for June 2010.  Tom Wilson seconds.  Don VonderMeulen, All in Favor.  Motion carried.

IN REGION 9 WORKFORCE BOARD APPOINTMENT – Susan Jones, Auditor mentioned that Phil Harsh was appointed at the last meeting to the Indiana Regional 9 Workforce Board replacing Tom Linkel.  In June 2009 Mr. Harsh as appointed, but received a letter from Connie Berry, Chief Legal Officer stating he no longer qualifies as a “business representative since he changed employers and he work now with EcO15.  This is when Tom Linkel was appointed.  Don VonderMeulen explained he is eligible to now set on the Board since he owns Harsh Plumbing HVAC.  It was asked that a letter be forward stating he is now eligible from the Indiana Region 9 Workforce Board, since the County had received the letter last year.

BULL FORK ROAD SLOPE STABILIZATION – Received Contract and Notice to Proceed for the Bull Fork Road Slope Stabilization Project.  Ballenger Excavating was awarded the Contract in the amount of $39,870.32.  Contract to be paid out of REX Road Repair; funds were transferred from Gravel to Contractual Services.  MOTION – Tom Wilson made motion to sign Contract and Notice to Proceed between Franklin County and Ballenger Excavating for Bull Fork Road Stabilization Project.  Don VonderMeulen seconds.  Eric Roberts, All in Favor.  Motion carried.

BLUE CREEK ROAD BR 94 BRIDGE REPLACEMENT LPA CLAIM VOUCHER NO 3 – Received LPA Claim Voucher No. 3 from Howard Barth & Associates for Construction Engineering Services for 100% Federal Reimbursement in the amount of $12,700.66.  MOTION – Don VonderMeulen motioned for Eric Roberts to sign LPA Invoice for Bridge 94.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

HUNTERSVILLE ROAD BR 116 BRIDGE PROJECT – Received LPA Invoice Voucher for Professional Services they had done on the Huntersville Road Bridge 116 Bridge Project in the amount of $461.60.  Eric Roberts asked if this is 50% of the Invoice, the City of Batesville is to be billed the other 50%.  Eric has recommended this be check and asked that Carol get in touch with Drew Barth and clarify the $461.60 is the County’s half.

SNOW HILL COVERED BRIDGE 102 BRIDGE REHABILITATION PROJECT – George Hartman had reported that the Snow Hill Covered Bridge 102 is soon to be closed for the rehabilitation project after the contractor receives the Notice to Proceed.  INDOT will issue the Notice to Proceed after they receive the LPA Check which is the County’s Portion.

AMERICAN ELECTRIC POWER – American Electric  Power had notified the County there will be construction traffic through Metamora and Haytown Hill, Pipe Creek and Silver Creek Roads.

2010 & 2012 BRIDGE INSPECTION – George Hartman had met with Butler Fairman & Seufert and was provided information on the Regular Underwater Inspection for Bridges 17, 46, 55, 56 & 144 and the Special Feature Inspection for Bridges 48, 55, 73, 102 & 144.

2010 TAX SALE DATE – Received Letter from Rebecca Oglesby, Treasurer with a request from Chad from GUTS to set up a tentative tax sale date for Thursday, October 21, 2010.  MOTION – Don VonderMeulen made motion to schedule the use of the Commissioners Meeting Room for October 21, 2010 for the 2010 Tax Sale.  Tom Wilson seconds.  Eric Roberts, All in Favor.  Motion carried.

WHITEWATER VALLEY REGIONAL INTERPRETIVE PARK – Don VonderMeulen mentioned he had received an email from John Engelking of INDOT that the appraisal was approved for the Whitewater Valley Regional Interpretive Park.  There are (2) things that need to be done now that the appraisal had been approved.  The Federal Highway Administration Indiana Environment Document needs to be signed and the Notice to Proceed.  Once this is done then the negotiations for the land acquisition can begin.  The Environmental Document and a copy of a CD were presented of the Grant Application and supporting documents for the Transportation Enhancement Grant for the Whitewater Valley Regional Interpretive Park.  Don VonderMeulen had read a portion of Mr. Engelking’s letter.  The total appraisal is $637,000.00 which is 25% lower than the earlier appraisal when the grant application was submitted.  Susan Jones, Auditor asked about the matching funds for the Grant, have not been given any documents that the funds are in place, this is a grant that the County is sponsoring and I will be asked to write a letter certify the local match is in place.  Don VonderMeulen said the information is on the CD and that they will be getting a loan from the Bank to front the funds needed until the grant funds are released.  Eric Roberts stated that the documents and CD need to be reviewed this week.

PUBLIC COMMENT – STANLEY MONROE – How is this Interpretive Park going to be paid for, asked if it’s tax payers money, am I going to get a tax relief.  Don VonderMeulen, my understanding this will bring Economic Development opportunity for a chunk of money to come into Franklin County.  Eric Roberts, is a federal grant.  STANLEY MONROE – mentioned we had not had bushes trimmed for 3-years in District 2.  Don VonderMeulen, our mower has been out of service, will tell Brian.  The mower has a flat tire and going to get a part-time person.  Don also mentioned that County Council is cutting back on Employees, because lack of revenue.  JERRY HARNISHFEGER – asked if there are maintenance employees at the Highway Department.  It was said there are a couple of them.  LYNN EDWARDS – presented information on a project called Straight Edge, reported that local teens have complained that there is nothing to do in Franklin County.  There is so more trouble that kids can get into.  Straight Edge is a social movement taking care of yourself.  Would be operated as a non-profit organization with a volunteer Board of Directors.  This would be a non-alcoholic teen club whose purpose is to offer teens a place to gather in a safe, age-appropriate environment.  They have secured some funding and requested from the Commissioners the use of the Old Senior Building.  The Judge is about done using this space.  Tom Wilson this is a great idea, something for the young kids to do.  Don VonderMeulen asked if it’s something like on Keeler Road.  Lynn Edwards said yes, but it’s not a religious organization.  Would be a positive influence on the young people.  Don asked if down the road if they would want to own the building.  Eric Roberts asked if rent/utilities would be available.  Lynn said they have some funding secured, but not check in hand.  Don VonderMeulen will check with the Judge on their discussion.  Eric Roberts mentioned he had talked to Phil Harsh a couple of weeks ago for EcO15 using this space, but maybe able to share the space.  Lynn said she has not had a chance to talk to Mr. Harsh, but maybe could share the space.
