MINUTES – MOTION – Bradley Spurlock motions to approve the Minutes of June 22, 210 and July 6, 2010.  Kenneth Rosenberger seconds.  All in Favor (6).  Opposed (0).  Motion carried.

ADDITIONAL APPROPRIATION RESOLUTION 2010-21 – Hollie Maxie reads Additional Appropriation Resolution 2010-21 – Highway Personal Services $18,000.00, Surveyor Corner Perpetuation Fund Personal Services $6,000.00, Reassessment Personal Services $2,408.00, REX Road Repair Supplies $300,000.00 Services & Charges $125,000,00, Law Enforcement Terrorism Prevention Grant $14,520.00, Plat Book Fees Services and Charges $10,000.00.  Carroll Lanning asked about the Surveyor Corner Perpetuation.  Joe Gillespie, County Surveyor reported is going to run out of Part Time Funds to finish up the Section Corners.  Jeff Koch asked about the Part Time Engineer.  Engineer salary/ part-time is to be paid out of Highway Funds, instead of Cumulative Bridge Funds, was informed of this during our Annual SBOA Audit.  Tom Linkel asked about the Bullfork Road Slope Stabilization.  Tom Wilson reported the project is about completed, the chip sealing of road still needs to be done.  Hollie Maxie asked about the Plat Book Fees.  Susan Jones, County Auditor reported is to pay for conversion of property records from Manatron MVPTax System to LOW Tax System.  Carroll Lanning asked about the Longevity Pay out of Reassessment.  Sharon Halcomb, County Assessor reported when she had submitted her budget, thought the person she was going to hire for the position would be a part time employee she had working, but turned out to be another with several years of services, thus needing the increase in the longevity line.  Sharon also asked since the longevity pay was in County General Clerk’s Budget could it be transferred to Reassessment.  Susan Jones, Auditor said no it could not.  MOTION – Carroll Lanning moved to accept Resolution 2010-21.  Tom Linkel seconds.  All in Favor (6).  Opposed (0).  Motion carried.

ORDINANCE 2010-04 FREEZING THE HIRING FOR VACANT POSITIONS AND REQUIRING COUNCIL AUTHORIZATION BEFORE HIRING AND PAYING NEW EMPLOYEES – Hollie Maxie reads Ordinance 2010-04, An Ordinance Freezing the Hiring for Vacant Positions and Requiring Council Authorization before Hiring and Paying New Employees.  Motion was made at a Meeting that had been called on July 6, 2010 for the purpose of implementing a No Hiring Freeze Policy.  Ordinance 2010-04 was prepared per action taken at that meeting.  MOTION – Tom Linkel moved we accept Ordinance 2010-04.  Jeff Koch seconds.  All in Favor (6).  Opposed (0).  Motion carried.

 

 

E-911 UPDATE – Jay Manning, E-911 Coordinator introduced himself and reported things are going well and it’s been a very positive experience.  Also wanting to thank everyone for their help and information when he had asked for help.

SOUTHEASTERN INDIANA REGIONAL WASTE DISTRICT UPDATE – Aaron Bell of the Southeastern Indiana Regional Waste District introduced himself  and presented the Franklin County Recycling Guide Summer 2010 on information on accepted recyclables, what can be recycled and brought to the Recycling Center at the Transfer Station and information for the Re-Use Store with their hours of operations when recyclables can be collected.  The District is also implementing (2) new recycling services – Household Hazardous Waste and accept at no charge, cleaning chemicals & supplies, oil based paints and stains, pesticides, herbicides, mercury items, fluorescent bulbs, flammables, acids & bases, etc. on the 2nd Saturday of each quarter from 8 – 9 a.m. Summer Quarter Date July 10, 2010 at the Franklin County Recycling Center. – Unwanted Medical Waste will be accepted at no charge at the Franklin County Health Department can dispose of unneeded/old medications and used syringes.  This is for Franklin County Residents only.

ECONOMIC DEVELOPMENT UPDATE – Frank Thompson, Franklin County Economic Development Director reported that in May he had coordinated a Small Business Development Meeting and was well attended.  Reported that Batesville Tool & Die had received a $500,000.00 Grant to add on 23,000 square feet of building and a new stamping machines and to add 40 new employees to their work force.  This was a joint venture between Ripley and Franklin County.  Have also has been working on a $500,000.00 Grant that was received from the City of Lawrenceburg for the possibility of new jobs in Franklin County.  IEDOC had granted a $500,000.00 tax credit for the tax base for 10 years.  There is also federal training dollars that can be applied for and will be holding a Job Fair in Franklin County.  Frank Thompson had also said he had talked to the (3) Commissioners, if additional funds are needed to close the deal to transfer $100,000.00 from Highway EDIT and loan to Economic Development.  Could be a loan to be paid back in 3-years.  Most counties have funds available if needed to close a deal.  Looking to have the deal completed by the end of August and start hiring employees by the end of the year.  Tom Linkel doesn’t have a problem with a 3-5 year abatement, but not 10 years and it would need to be a temporary loan and be paid back.  Mr. Thompson assured the Council that local contractors are to be hired to do the work and will try to hire local workers from Franklin County.

PERSONNEL POLICES HANDBOOK – Hollie Maxie reported that the Counties Personnel Policies Handbook needs to be approved by August 13th.  Hollie asked if there are any questions or changes that are needed to either email her or Kent Irwin.  Jeff Koch had mentioned that in one section if there’s a county emergency and a full time county employee does not make it to work, the employee will not be paid for that day, but a part-time employee will be paid.  Others mentioned other errors and typing errors.

HUNTERSVILLE ROAD BRIDGE 116 – Eric Roberts had sent a Memo to the County Council on the bid results of the low bid that had been received for the Huntersville Road Bridge 116 Project.  The total cost for the project had increased significantly for a total of $611,427.60.  Franklin County and the City of Batesville had agreed to share the cost 50/50.  It was reported that Drew Barth of Howard J Barth & Associates is doing a cost comparison on the bids that had been received.  MOTION – Bradley Spurlock motioned to deny funding, pending the rebidding of  project to do with all the changes and estimates and lack of funding.  Tom Linkel seconds.  All in Favor (6).  Opposed (0).  Motion carried.

2010 AMENDED SALARY ORDINANCE NO. 2010-05 – Changes to the 2010 Amended Salary Ordinance were read as follows.  Sheriff (105) added 4149.00 Part-time for Civil Process Server/Transport Officer @ up to per hour $10.50 for total of $1,000.00.  Highway (201) Department 100 added 4111.00 Part-time Highway Engineer @ up to per hour $28.10 for total of $18,000.00, this position was moved from Cum Bridge (203).  Highway (201) Department 300 changed the number of truck drivers from 15 to 13 per hiring freeze.  MOTION – Carroll Lanning motioned to accept Ordinance 2010-05.  Jeff Koch seconds.  All in Favor (6).  Opposed (0).  Abstained (1-Jason Allen).  Motion carried.

ADJOURN – MOTION – Bradley Spurlock motioned to adjourn.  Kenneth Rosenberger seconds.  All in Favor (7).  Opposed (0).  Motion carried.
