Eric Roberts opens the meeting with the Pledge of Allegiance.
MINUTES – MOTION – Don VonderMeulen made motion to approve the Minutes of September 7, 2010, September 13th, 2010 and September 29, 2010, but would lit to made some corrections to the September 20, 2010 Meeting Minutes. Tom Wilson, seconds. Eric Roberts, All in Favor. Motion carried.
VETERANS SERVICE OFFICER REPORT – MOTION – Eric Roberts moved we acknowledge the Veterans Service Officer Report for September 2010. Tom Wilson seconds. Don VonderMeulen, All in Favor. Motion carried.
DUKE ENERGY LETTER FOR ELECTRIC SERVICE – Joe Gillespie, County Surveyor had reported Greg Meyer is building a house on Liberty Pike and Duke Energy requested the electric service be put underground. The Highway Department had concerns in the past with underground electric service running alongside the road or in the ditch line and them hitting it with a piece of equipment. Joe mentioned the County needs to come up with some kind of criteria or policy to assure everyone that this is okay and to have underground service clearly marked to where the service is located. Tom Wilson would like for everything to be placed underground. Eric Roberts, if they file a Utility Permit we would know where it is and would be on record that service had been installed. Eric said he is not objecting in signing this letter, but need to put a plan together and sent it out to all Utility Companies concerning underground service and for them to apply for Utility Permit. Also asked who would file for the permit, the homeowner or utility company. The Commissioners had asked Joe Gillespie to work on this. Joe said he will get with the Utility Companies for criteria. MOTION – Don VonderMeulen motioned to sign this letter for Duke Energy to install electric service on Liberty Pike. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
ANDERSONVILLE STORMWATER DRAINAGE PROJECT CHANGE ORDER NO. 1 – The Work Change Directive No. 1 for the Andersonville Stormwater Drainage Project in the amount of $13,250.00 adding inlet on southeast corner of SR 244 and Mill Street and adding approximately 65 fee of 12” pipe from Structure #116 to new inlet and adding inlet in low area northwest of Structure #101 and short section of pipe. Joe Gillespie signed off on the Work Change Directive No. as authorized by the Board of Commissioners at their September 20, 2010.
ANDERSONVILLE STORMWATER DRAINAGE PROJECT UPDATE – Gary Ladd of Ladd Engineering, Inc. gave update on the Andersonville Drainage Project. Reported it has been 6-weeks since the project started and project is going fairly well, the completed date is November 28th. The sub contractor will be boring under SR 244 and after the boring is done will install the pipe. The Contractor is hoping for rain to settle and before he seeds and mulches. Gary Ladd mentioned most of the settlement will be done around the structure that it was filled in with stone. Tom Wilson asked how many pipes were removed from underneath the roads. It was said five pipes. Tom Wilson said two of them were new and said he would send someone up to pick them up. Gary Ladd mentioned the grant amount was $242,298 and contract amount is $170,029 with $13,250 in change orders with $57,269 left of the grant funds. Mentioned there will be possibly another change order, there is a fairly deep ditch and was suggested to pour a sidewalk in the ditch, also talked to the Contractor to do some additional work on the north side of the roadway since there will be additional funds available.
ANDERSONVILLE STORMWATER DRAINAGE LPA CLAIM – MOTION – Eric Roberts moved that Susan Jones sign LPA Claim Voucher for the Andersonville Project in the amount of $66,154.32. Tom Wilson seconds. Don VonderMeulen, All in Favor. Eric Roberts, Motion carried.
BLUE CREEK BRIDGE 94 LPA REVIEW – MOTION – Don VonderMeulen made motion for Eric Roberts to sign LPA Review for Blue Creek Bridge 94 for payment. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
HUNTERSVILLE ROAD BRIDGE 116 – Commissioners received a quote for paving, said they will keep on file until project is complete.
PERSONNEAL POLICY HANDBOOK ORDINANCE NO’S 2010-06B – 2010-07B – 2010-08B – MOTION – Don VonderMeulen made motion to adopt Ordinance No’s 2010-06B, 2010-07B & 2010-08B for Personnel Policy Handbooks for the Standard County Offices, Highway Department and Sheriff/E911. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
BURN BAN DISASTER EMERGENCY PROCLAMATION – Eric Roberts mentioned that on Friday, September 24, 2010 the County Commissioners had enacted a Burn Ban for Franklin County. MOTION – Don VonderMeulen made motion to extend the Burn Ban Proclamation indefinitely until conditions warrant rescinding. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
AMENDMENT TO FRANKLIN COUNTY CONSERVATION CLUB LEASE AGREEMENT - MOTION – Don VonderMeulen made motion to amend the Lease Agreement with the Franklin County Conservation Club. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried. The Commissioners will get with Joe Gillespie, County Surveyor to write description for the Amendment to the Franklin County Park Lease.
2011 BID SPECIFICATIONS FOR SUPPLIES – The 2011 Bid Specifications were presented for review, the bid letting date is scheduled for November 29, 2010 @ 1:30 P.M. Eric Roberts questioned the specifications for tires and the quantities for the Gas & Diesel and Grease & Oil, these may need to be changed. The Commissioners will ask George Hartman and Larry Kerr to review and will approve for next week’s meeting.
METAMORA REGINAL SEWER DISTRICT BOARD APPOINTMENT – MOTION – Don VonderMeulen made motion to re-appoint Jean Owens to a 4-year term for the Metamora Regional Sewer District Board. Tom Wilson seconds. Eric Roberts, All in Favor. Motion carried.
TRICK-OR-TREAT NIGHT COURTHOUSE LAWN – MOTION – Don VonderMeulen made motion to allow the Lyons Club to have the use of the Courthouse for Trick-or-Treat Night. Eric Roberts seconds. Tom Wilson, All in Favor. Motion carried.
PAYROLL – MOTION- Tom Wilson motions to approve Payroll that changes be made on payroll to reflect part-time hours and full time hours for jailer for start date either be September 28th if worked night shift for September 29th if worked day shift. Change also needs to be made for bereavement days for employee in Extension Office should be (2) days instead of (3), payroll will need to be adjusted. Don VonderMeulen seconds. Eric Roberts, All in Favor. Motion carried.
CLAIMS – MOTION – Tom Wilson moved to approve Claims. Don VonderMeulen seconds. Eric Roberts, abstained does not quite understand the Judge’s Claim. Motion carried. 2-1. Auditor did not certify Judge’s Claim for $2,500.
PUBLIC COMMENT – Scott McDonough questions extending the Burn Ban. Eric Roberts mentioned the conditions are very dry and the fire department is called out at least once a day.
