Before You Begin: Application Checklist
Use this checklist to make sure you've covered the key steps. Applying for one type of assistance doesn't mean you've applied for all available programs — complete each step that applies to you.
- Active email address — needed to create accounts, submit applications, and receive updates. Create one first if you don't have one.
- Indiana 211 — registered for immediate housing assistance?
- State Disaster Relief Fund (SDRF) — applied?
- American Red Cross — contacted or applied for available assistance?
- FEMA Disaster Assistance — applied, if assistance is available for your disaster?

FEMA Individual Assistance
(IA)
Individual Assistance is available for all residents of Franklin County affected by the August 2026 severe weather and flooding. You can apply at any of the Mobile Registration Intake Centers (MRICs), online, or by phone.
State Disaster Relief Fund
(SDRF)
The Indiana State Disaster Relief Fund serves Hoosiers in times of disaster, when personal insurance and federal subsidies are unavailable or do not apply. Residents may receive up to $5,000 to cover recovery efforts that aren't otherwise paid for by insurance or federal subsidies.
SBA Disaster Loan
Low-interest, long-term loans from the U.S. Small Business Administration for homeowners and renters, not just businesses — to repair or replace disaster damage not covered by insurance. Renters and homeowners may borrow up to $40,000 for personal property; homeowners may borrow up to $200,000 to repair or replace their primary residence. Interest rates are capped at 4% for applicants who can't get credit elsewhere, 8% otherwise, with terms up to 30 years.
Farm & Agricultural Assistance
USDA/NRCS resources for farmers, ranchers, landowners, and agricultural losses.
Share the Light Fund
Customers of Duke Energy who have been affected may be eligible for up to $300 to cover past-due energy bills, reconnection or connection fees, and security deposits. Contact the Southeastern Indiana Economic Opportunity Corporation.
SIEOC Bev Henry Emergency Fund
The Southeastern Indiana Economic Opportunity Corporation also runs a general emergency fund for rent, utilities, and other urgent needs — separate from the Duke Energy-specific Share the Light Fund above. Monday–Friday, 8 a.m.–4:30 p.m.

The U.S. Department of Labor assists recovery efforts in communities affected by severe storms, floods, and other disasters, including resources for those looking for income and job assistance.
Disaster Unemployment / Workforce Help
Indiana's Department of Workforce Development (DWD) offers state-level disaster unemployment assistance and workforce information — a companion to the federal DOL resource above.
Property Assessment & Taxes — Form 137R
If your property was partially or totally destroyed by the disaster, filing Form 137R requests a survey and reassessment, which may reduce your property assessment and taxes for the affected period.
Franklin County Veterans' Services Office
Indiana veterans and eligible family members impacted by flooding may be eligible for financial assistance through Indiana veterans' assistance programs. Veterans and their families are encouraged to contact the VSO for help finding out what resources are available.

Food Safety
Not all food or beverage items can be saved after a flood. Discard any food that has been in contact with flood water. In some cases, commercially canned goods in metal cans or rigid plastic containers can be saved — but discard cans if the surface is rusted, pitted, swollen, leaking, creased, or dented at the rims or seams. Thoroughly clean and sanitize salvageable cooking equipment with a detergent solution, then a sanitizing solution made with one tablespoon of bleach in a gallon of water.
SNAP Benefits
Households that receive Supplemental Nutrition Assistance Program benefits who lost food due to storm damage or power outages may be eligible for replacement benefits. Affected individuals will need to submit an affidavit for replacement benefits within 10 days of the event, and the loss (due to power outage, flood, etc.) must be verified. Apply online through the FSSA Benefits Portal or at the Franklin County DFR Office.

A nonprofit law firm providing free civil legal assistance to eligible low-income residents. The Indianapolis office serves Franklin County along with 16 other counties. Programs include family law, landlord/tenant issues (including evictions), public benefits, and more. To be eligible, an applicant generally must not have $8,000 or more in countable assets (excluding a primary residence, vehicle, and some other items).
